Support the development of Hong Kong's shipping industry and consolidate and enhance Hong Kong's status as an international shipping center. Establish closer shipping cooperation between Guangdong and Hong Kong, support Hong Kong to strengthen port entrepot business, and develop shipping-related business and modern logistics industry. In accordance with the principle of complementary advantages and mutual benefit, we will coordinate the port layout in the Pearl River Delta region, develop container terminals in an orderly manner, support and encourage mainland Hong Kong port and shipping enterprises to strengthen cooperation, and promote the formation of a pattern with Hong Kong as the center and Pearl River Delta ports developing together.

Deepen the cooperation between the mainland and Hong Kong and Macao in large-scale infrastructure, study and explore the establishment of new management models, and promote the integration of transportation between the Pearl River Delta region and Hong Kong and Macao. Accelerate the construction of the Hong Kong-Zhuhai-Macao Bridge and realize the expressway connection between Hong Kong, Zhuhai and Macao. Guangzhou-Shenzhen-Hong Kong Passenger Dedicated Line will be built and connected with Wuhan-Guangzhou and Hangzhou-Shenzhen Passenger Dedicated Lines. Study and build the Shenzhen-Hong Kong western express railway line. Support the cooperation between the Hong Kong aviation industry and airports in the Pearl River Delta and the Mainland, further coordinate the airspace between the Pearl River Delta and Hong Kong and Macao, improve the air traffic control cooperation mechanism between the Mainland and Hong Kong and Macao, and enhance air transport capacity.
