Article 3 Under the centralized and unified leadership of the CPC Central Committee, the Central Commission for Discipline Inspection sends discipline inspection and supervision institutions to the party and state organs and other organizations at the central level, and the supervision committees of local discipline inspection committees at various levels send discipline inspection and supervision institutions to the party and state organs and other organizations at the corresponding level. The accredited institution is an integral part of the dispatched institution, and the relationship with the accredited unit is supervision and supervision.

Article 4 An authorized institution shall carry out its work in accordance with the following principles:

Article 5 The accredited institutions shall continue to deepen their functions, methods and work styles, focus on comprehensively and strictly administering the Party, building a clean and honest party style and fighting corruption, strengthen their supervisory responsibilities, highlight their work priorities, innovate their ways of performing their duties, effectively use the "four forms", improve the full coverage and effectiveness of accredited supervision, and promote the high-quality development of accredited supervision.

Chapter II Organizational Structure?

Article 7 The principal responsible person of an accredited institution shall be a member of the party group (Party committee) of the accredited institution in accordance with the regulations, and perform special supervision duties without being in charge of the work of the accredited institution.

The main person in charge of the accredited institution shall regularly exchange posts and rotate posts.

Article 8 The leading body of a registered institution is the Organizing Committee. The organizing committee is composed of the director and deputy director of the registered institution. The meeting of the Organizing Committee will study and implement the decision-making arrangements of the CPC Central Committee, the work arrangements of the State Supervision Committee of the Central Commission for Discipline Inspection, and the work arrangements of the dispatched organs, study and discuss important issues and matters in the discipline inspection and supervision work within its jurisdiction, and discuss or decide on matters such as party discipline and political discipline according to its authority.

The accredited institutions shall improve the meeting system of the organizing committee meeting, team leader's office meeting and special meeting, and improve the decision-making mechanism.

Article 9 An accredited institution shall, in accordance with the principles of coordination and mutual restraint in complaint reporting, supervision and inspection, examination and investigation, case supervision and management, and case trial, set up an internal institution according to the actual situation or make a clear division of labor.

Chapter III Leadership System?

Article 10 Party committees at all levels should strengthen their leadership over the work of the agencies stationed by discipline inspection and supervision organs, improve the mechanisms of institutional setup, cadre management and job security, listen to the report of the Commission for Discipline Inspection on the work of stationed supervision, and promote the agencies stationed to perform their duties.

Article 11 The resident units shall support and cooperate with the work of the accredited institutions, actively and timely report important information and problems, and provide relevant materials according to the needs of the accredited institutions, so as to create conditions and provide guarantee for the accredited institutions to carry out their work.

Article 12 The accredited institutions are under the direct leadership and unified management of the dispatched institutions, and are responsible for and supervised by the dispatched institutions.

The Standing Committee of the Commission for Discipline Inspection at all levels shall regularly listen to the report on the stationed supervision work. The leaders in charge of the dispatched institutions shall hold regular meetings of the principals of the dispatched institutions, and often study the work with the principals of the dispatched institutions.

Article 13 The relevant departments of an agency shall strengthen the guidance, contact, service and guarantee for the agency according to their duties.

The supervision and inspection department assists the leaders in charge to contact the daily work of the accredited institutions:

Guide and urge the accredited institutions to perform their duties;

Check the problems and matters reported by the accredited institutions;

(three) to supervise and handle important cases and matters assigned by the dispatched organs;

(four) to handle important matters to support and coordinate the accredited institutions;

(5) to inform the accredited institutions of general problems and conversation reminders, criticism and education, inspection orders, admonishing conversations, etc. The leading group of the stationed unit and its members, as well as other personnel managed by the higher party committee of the stationed unit;

(six) contact to carry out other work.

Article 14 The relevant departments of an agency shall, jointly with the agency, carry out the following supervision work:

(a) to carry out special inspections to promote the resident units to implement the decision-making arrangements of the CPC Central Committee;

(two) to study the political ecology of the stationed units and carry out targeted supervision;

(3) Carry out special investigation and study, discover and analyze the industrial and systematic risks of clean government, such as using public power and resources to set up rent-seeking and engage in illegal employment after leaving office, and put forward opinions and suggestions to the stationed units or urge them to carry out special governance;

(four) to support and cooperate with the inspection agencies of the party committees at the same level to carry out the work and urge the rectification;

(five) to promote the stationed units to implement the recommendations of discipline inspection and supervision;

Fifteenth agencies supervision and inspection departments, review and investigation departments for major and complex cases under the jurisdiction of the agencies, can directly handle or organize the command to handle.

Article 16 The relevant departments of the dispatched offices shall guide and coordinate the dispatched offices to cooperate with the supervisory committee of the local commission for discipline inspection to carry out the following work:

Seventeenth agencies related departments shall organize and guide agencies to cooperate in the following work:

Article 18 The stationed institutions shall strengthen the professional guidance, supervision and inspection of the discipline inspection institutions established by the stationed units and the discipline inspection institutions of the directly affiliated units, urge and support them to play their functional roles, promote the construction of discipline inspection cadres, strengthen political education and professional training, and coordinate personnel to carry out supervision and discipline work.

Nineteenth discipline inspection and supervision team stationed in vertical management units should strengthen the business guidance, supervision and inspection of the discipline inspection institutions at the next lower level of the unit, coordinate the work of discipline inspection institutions at all levels of the unit, and promote the implementation of supervision responsibilities at all levels. The supervision and discipline work of the next-level discipline inspection institution is mainly based on the leader of the discipline inspection and supervision team. Clue disposal and case investigation should be reported to the discipline inspection and supervision group at the same time as the party group (party Committee) at the same level.

The work of the agencies of units with dual leadership, mainly led by higher-level units, state-owned enterprises and state-owned financial enterprises shall be carried out with reference to the provisions of the preceding paragraph.

Article 20 The Commission for Discipline Inspection and Supervision of the dispatched organs of the Commission for Discipline Inspection at all levels shall hear the cases examined and investigated by the dispatched organs in accordance with the provisions, and report the cases to the dispatched organs regularly. Under the leadership of the dispatched institutions, establish and improve the case quality evaluation mechanism, and feedback the evaluation results to the dispatched institutions.

Twenty-fourth agencies should focus on the supervision of the following objects:

(two) other personnel stationed in the management of the higher party committee of the unit;

(three) the leading group and its members managed by the party group (party Committee) in the unit;

(four) other personnel included in the key supervision object of this unit.

Twenty-fifth accredited institutions shall support and urge the party group (Party committee) of the accredited units to implement the main responsibility of strictly administering the party in an all-round way, assist in conducting internal inspections, and promote the accredited units to deepen reform, improve systems, improve governance and prevent risks.

Article 26 The accredited institution shall, in combination with the accredited supervision work, promote the party group (party committee) of the accredited institution to comprehensively carry out education on the situation and tasks of strictly administering the party, building a clean and honest party style and anti-corruption work, strengthen discipline and warning education, promote the construction of a clean and honest culture, educate and guide party member, cadres and supervised objects to be strict with themselves, and build a solid ideological and moral defense line.

Twenty-seventh agencies to reflect the problems of the party organization and party member, cadres and monitoring objects, in accordance with the provisions of the acceptance and disposal.

Twenty-eighth accredited institutions can participate in the preliminary verification, examination and investigation of the dispatched institutions on the clues of suspected violations of discipline and law and job-related crimes by the leading bodies and their members of the stationed units and other personnel managed by the higher-level party committees of the stationed units.

Twenty-ninth agencies responsible for reviewing the following cases of suspected violation of party discipline by party organizations and party member:

(1) a party organization directly led by the party group (party Committee) of the stationed unit;

(two) the management of the leading members of the party group (Party Committee) of the unit;

(3) The personnel specified in Item 4 of Article 24 of these Rules.

When necessary, the accredited institutions can review the cases of other party organizations managed by the Party Group (Party Committee) of the accredited units and party member suspected of violating the Party's discipline.

According to the authorization of the dispatched institution, the dispatched institution shall investigate the cases of suspected duty violations and duty crimes of the monitored object of the dispatched unit according to law.

Thirtieth accredited institutions shall, in accordance with the management authority, deal with and punish the violations of law and discipline of the party organizations, party member, cadres and supervisory objects in accredited units, and hold accountable the behaviors of party organizations and leading cadres in accredited units that fail to perform or perform their duties incorrectly.

Article 31 An authorized institution shall be responsible for accepting and handling the following appeals or applications for review:

(a) the party organization and party member's appeal to the decision of the accredited institution;

(two) the object of supervision refuses to accept the decision made by the accredited institution and applies for review;

(three) the complaint of the respondent and his close relatives against the accredited institutions and their staff members for infringing upon the legitimate rights and interests of the respondent.

The resident institution shall assist the resident institution in handling the complaint or case review application filed by the resident institution after filing the case for review and investigation.

Chapter V Procedures for Performing Duties?

Thirty-fourth accredited institutions shall, in conjunction with the party group (Party committee) of the accredited units, regularly study the comprehensive and strict administration of the party, the building of a clean and honest party style and the anti-corruption work. The supervision and inspection department of the dispatched office shall send personnel to participate according to the situation.

The main person in charge of the accredited institution should often communicate with the main person in charge of the party group (party Committee) of the accredited unit on political ecology, work style construction, and clean government risks. , put forward work suggestions, and urge the improvement of relevant system measures.

Thirty-fifth accredited institutions shall inform the members of the leading bodies of the accredited units about the compliance of leading cadres in charge of departments and units with party constitution Party rules, honesty and self-discipline.
