Chapter 1 General Provisions

Article 1 AERO SPORTS FEDERATION OF CHINA, referred to as ASFC, consists of skydiving, aviation model, flying, Hang Gliding and Paragliding and Ballooning Committee.

Article 2 The China Aviation Association is a national mass sports organization with independent legal personality. It is a group member of the All-China Sports Federation. It is responsible for managing national aviation sports projects and represents China in international aviation federations. This is a non-profit sports association voluntarily formed by units or individuals who enthusiastically support aviation sports.

Article 3 The purpose of the China Air Transport Association is: to abide by the constitution, laws, regulations and national policies, abide by social ethics, unite aviation sports workers and enthusiasts across the country, and promote the development and technical level of aviation sports The improvement serves to enhance the people's physical fitness, improve the scientific and technological quality of young people, enrich the people's amateur cultural life and strengthen international friendly cooperation.

Article 4: The Association accepts the business guidance and supervision of the State Sports General Administration and the Ministry of Civil Affairs.

Article 5 The headquarters of this association is located in Beijing.

Chapter 2 Business Scope

Article 6 Business Scope of the Association

According to the country’s sports guidelines, policies and relevant regulations and the International Aviation Federation’s Relevant regulations unify the organization and coordination of the development of aviation sports across the country, promote mass popularization activities and improve sports technology levels.

(1) Responsible for the special management of national aviation sports events, research and formulation of development plans, annual plans and management regulations.

(2) Research and formulate national competition systems, regulations, rules and refereeing laws; organize national competitions, review sports results, review national and world records in aviation sports, and report to the State Sports General Administration or International Air Transport Federation Approval; selecting and sending national teams to participate in international competitions to bring glory to the country.

(3) In accordance with the relevant systems of the State Sports General Administration, train, evaluate and assess grade athletes, coaches, referees and social sports instructors in aviation sports events, and continuously improve the political and technical skills of the aviation sports team ( business) level.

(4) In accordance with the regulations and entrustment of relevant national departments, organize and implement training, certificate assessment, aircraft airworthiness and air traffic control planning and coordination for aviation professional and technical personnel.

(5) Promote and popularize aviation knowledge among young people, carry out mass aviation sports, and provide information, materials, equipment, consultation and other services to aviation sports enthusiasts.

(6) Summarize and promote advanced technologies and experiences, and continuously research and improve aviation sports equipment.

(7) Strengthen ties with the International Aviation Federation and develop friendly exchanges with aviation sports associations from various countries and regions around the world. Actively participate in and organize international events in aviation sports in accordance with the relevant regulations of the State Sports General Administration and International Aviation Federation.

(8) Actively explore the aviation sports market, develop the sports industry, engage in business operations in accordance with the law, broaden funding sources, and enhance the vitality of self-development of aviation sports.

Chapter 3 Members

Article 7 The Association has group members, grassroots group members and individual members.

Article 8 Members who apply to join the association must meet the following conditions:

(1) Support the association’s charter;

(2) Be a member The will of the Association;

(3) The group members of the Association must be provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and national industry and system aviation sports associations (including provinces with independent corporate legal person status) Level individual aviation sports association, the same below) and the Chinese People's Liberation Army aviation sports organization.

Article 9 The procedures for membership membership are:

(1) Submit an application for membership;

Article 11 Those who have been approved by the group membership association and registered with the Association to receive their membership cards are considered individual members of the Association.

In provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning that have not established an aviation sports association, their aviation sports organizations can apply directly to the Association for membership and be accepted as grassroots group members upon approval. However, the provincial aviation sports association where they are located has been established and joined the China Aviation Association. After the association, the organization shall be directly managed by the aviation sports association where it is located.

Article 12 The project committees under the Association can directly recruit and develop individual members for the Association within the scope of authorization of the Association from areas without aviation sports organizations of this project, and report to the Association Secretariat for record .

Article 13 Domestic and foreign individuals who have made significant contributions to the development of aviation sports in my country may be awarded the title of Honorary Member upon approval by the National Committee.

Article 14 Rights of Members

(1) The right to vote and be elected;

(2) Participate in the activities of the Association;

(4) They have the right to criticize, suggest and supervise the association and its activities;

(5) Membership is voluntary and membership is free.

Article 15 Members shall perform the following obligations:

(1) Implement the association’s resolutions;

(2) Protect the association’s legitimate rights and interests;

(3) Work hard to complete the work assigned by the association;

(4) Pay membership fees as required;

(5) Report the situation to the association and provide relevant information ;

(6) Actively participate in and coach aviation sports activities of grassroots organizations;

(7) Work hard to learn aviation theory, delve into technology, research and improve training equipment and methods, and continuously improve Exercise level.

Article 16 Group members who request to withdraw from membership must report to the Association in writing. Once approved, they will lose their membership and all rights granted by the Association. Individual members who wish to withdraw from membership must declare to the local membership association. Members who are directly promoted by individual committees must declare to their respective committees to cancel their membership, withdraw their membership cards, and report to the association secretariat for record. If a member fails to pay membership fees or participate in the activities of the association for one year, he will be deemed to have automatically withdrawn from the membership.

Article 17 The association will reward members who have made outstanding contributions to aviation sports, or who have achieved outstanding results or inventions in sports competitions, aviation theoretical research, equipment development, etc.

Article 18 Any member who encounters one of the following circumstances shall be punished accordingly depending on the severity of the case. In serious cases, the member shall be removed from the membership after a vote by the National Committee or the Standing Committee:

(1) Failure to pay due fees to the Association;

(2) Violation of this Articles of Association and the relevant provisions of the Association; causing reputational or economic losses to the Association.

Chapter 4: Organizational structure and appointment and removal of responsible persons

Article 19: The highest authority of the Association is the Member Congress, and the powers of the Member Congress are:

(1) Formulate and amend the charter;

(2) Elect and remove members of the National Committee;

(3) Review the work report and financial report of the National Committee;< /p>

(4) Decide on termination matters;

(5) Handle various proposals;

(6) Decide on other major matters.

Article 20 The Member Congress must be attended by more than 2/3 of the member representatives, and its resolutions must be voted by more than half of the member representatives present to take effect. The Member Congress is convened by the Standing Committee at least once every two years and is conducted in accordance with the principle of democratic centralism.

Article 21 The Member Congress shall be held for four years. If the election needs to be advanced or postponed due to special circumstances, it must be voted by the Standing Committee, reported to the State Sports General Administration for review and approved by the Ministry of Civil Affairs. However, the maximum extension of the term change shall not exceed one year. Member representatives are elected by the association's group members and other relevant parties. During the term of office, the candidates can be changed due to necessary reasons and reported to the association's standing committee for record.

Article 22 The National Committee is the executive agency of the Member Congress. It leads the Association to carry out daily work during the inter-session period and is responsible to the Member Congress.

Article 23 The functions and powers of the National Committee are:

(1) Implement the resolutions of the Member Congress;

(2) Elect and remove the chairman and vice-presidents Chairman and Secretary-General;

(3) Prepare to convene the Member Congress;

(4) Report work and financial status to the Member Congress;

(5 ) Decide on the admission or expulsion of members;

(6) Decide on the establishment of offices, branches, representative offices and entities;

(7) Decide on the deputy secretary-generals, principals of each institution Appointment of the person in charge;

(8) Leading the work of various organizations of the association;

(9) Formulating internal management systems;

(10) Overall responsibility Business management of aviation projects, research and formulation of project development plans, plans and policies;

(11) Responsible for the organization construction and personnel management of the association;

Article 24 The National Committee must be attended by more than 2/3 of the members before it can be convened, and its resolutions must be voted by more than 2/3 of the members present before it can take effect.

Article 25 The National Committee shall hold at least one meeting every year, and the meeting shall be presided over by the chairman; under special circumstances, it may also be held by communication.

Article 26 This group shall establish a standing committee. The Standing Committee is elected by the National Committee and consists of the chairman, vice-chairman, treasurer, secretary-general, deputy secretary-general and the director of the individual committee. Each term is four years. When the National Committee is not in session, it shall exercise Article 24, 1, 3, The functions and powers of items 5, 6, 7, 8 and 9 are responsible to the National Committee. Article 27 The Standing Committee must be attended by more than 2/3 of the Standing Committee members before it can be convened, and its resolutions must be approved by more than 2/3 of the Standing Committee members present at the meeting to take effect.

Article 28 The Standing Committee shall hold a meeting at least once every six months; under special circumstances, it may also be held by communication.

Article 29 The chairman, vice-chairman, and secretary-general of the association must meet the following conditions:

(1) Adhere to the party’s line, principles, and policies, and have good political quality;

(2) Have a greater influence in the business field of the association;

(3) The maximum age of the chairman, vice-chairman and secretary-general shall not exceed 70 years old, and the secretary-general shall be full-time ;

(4) Be in good health and able to work normally;

(5) Have not been subject to criminal punishment depriving political rights;

(6) Have complete Capacity for civil conduct.

Article 30 The term of office of the Chairman, Vice Chairman and Secretary-General of the Association is 4 years. (The maximum term of office for the Chairman, Vice Chairman, and Secretary-General shall not exceed 2 terms.) If the term of office needs to be extended due to special circumstances, it must be approved by more than 2/3 of the member representatives at the Member Representative Conference, reported to the State Sports General Administration for review, and approved by the Ministry of Civil Affairs. hold office.

Article 31 The chairman of the association shall be the legal representative of the association (the vice-chairman may serve as the vice-chairman under special circumstances). The legal representative of this association does not concurrently serve as the legal representative of other organizations.

Article 32 The Chairman of the Association shall exercise the following powers:

(1) Convene and chair the National Committee;

(2) Inspect the Member Congress, Implementation of the National Committee’s resolutions;

(3) Signing relevant important documents on behalf of the association.

Article 33 The Secretary-General of the Association shall exercise the following powers:

(1) Preside over the daily work of the office and organize the implementation of the annual work plan;

(2) Coordinate the work of each branch, representative office, and entity agency;

(3) Nominate the deputy secretary-general and the main person in charge of each office, branch, representative agency, and entity agency, and submit them to the National Committee Or the decision of the Standing Committee;

(4) Decide on the employment of full-time staff of offices, representative offices, and entities;

(5) Handle other daily affairs.

Article 34: Each project committee of the association elects a director and several deputy directors.

The responsibilities of each project committee are:

(1) Formulate working rules in accordance with this charter, which shall be effective upon approval by the Association’s Standing Committee;

(2) Responsible for the nationwide management of this project , promote the popularization and development of the project, and widely absorb members;

(3) Carry out international exchanges, be responsible for and guide the approval and related organizational work of international competitions held in our country;

( 4) Carry out a variety of business and service activities, expand funding sources, and raise funds for the development of this project.

Chapter 5 Principles of Asset Management and Use

Article 35 The funding sources of the association are:

(1) Membership fees;

(2) Donations from domestic and foreign groups and individuals;

(3) Appropriations from the national sports administration department;

(4) Carry out activities within the approved business scope or service income;

(5) Interest;

(6) Other legal income.

Article 36 The Association collects membership dues in accordance with relevant national regulations.

Article 37 The funds of the Association must be used for the development of the business scope and undertakings stipulated in this Articles of Association and shall not be allocated among members.

Article 38 The Association shall establish a strict financial management system to ensure that accounting information is legal, authentic, accurate and complete.

Article 39 The Association shall be equipped with professionally qualified accounting personnel. Accountants may not concurrently serve as cashiers. When accounting personnel transfer jobs or resign, they must clear the handover procedures with the person who takes over.

Article 40 The treasurer shall regularly submit reports on the association’s financial revenue and expenditure, annual financial budget and final financial accounts, and submit them to the National Committee and the Congress for review and approval.

Article 41 The asset management of the Association must implement the financial management system prescribed by the state and accept the supervision of the Member Congress and the financial department. If the source of assets belongs to state appropriations or social donations or subsidies, they must be subject to the supervision of auditing agencies, and the relevant information must be announced to the public in an appropriate manner.

Article 42 Before changing the term of office or changing the legal representative, the Association must accept the financial audit organized by the society registration and management authority and the business supervisory unit.

Article 43 The assets of the Association shall not be misappropriated, privately divided or misappropriated by any unit or individual.

Article 44 The wages, insurance, and welfare benefits of the association’s full-time staff shall be implemented with reference to the relevant national regulations for public institutions.

Chapter 6 Procedure for Amending the Articles of Association

Article 45 Modifications to the Articles of Association must be voted and approved by the National Committee and then reported to the Member Congress for review.

Article 46 The revised articles of association of this association must be reviewed and approved by the State Sports General Administration within 15 days after being adopted by the member representative meeting, and shall be reported to the society registration and management authority for approval and then take effect.

Chapter 7 Competition

Article 47

(1) Aviation competitions within the jurisdiction of the Association shall be managed at different levels;

(2) National official competitions and competitions entrusted by IATA are directly managed by the Association;

(3) Competitions between group members of the Association, and competitions between association members and overseas countries International competitions held in different regions or regions are managed by member associations, but must be reported to the association for record before the competition;

Article 48 Non-members of the association are not allowed to participate in official competitions organized by the association.

Chapter 8 Termination Procedures and Property Disposal after Termination

Article 49 If the Association completes its purpose or disbands on its own or needs to be canceled due to division, merger, etc., the National Association A motion to terminate is made by a committee or standing committee.

Article 50 The motion to terminate the Association must be voted and approved by the Member Congress and reported to the State Sports General Administration for review and approval.

Article 51 Before the association is terminated, a liquidation organization must be established under the guidance of the State Sports General Administration and relevant authorities to clear out claims and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.

Article 52 The Association will be terminated after the Ministry of Civil Affairs handles the cancellation registration procedures.

Article 53: The remaining property after the termination of the association will be used to develop undertakings related to the purpose of the group under the supervision of the State Sports General Administration and the Ministry of Civil Affairs and in accordance with relevant national regulations.

Chapter 9 Supplementary Provisions

Article 54 The association’s flag, emblem and membership cards are uniformly printed and issued by the association. No unit or individual may copy without permission or for commercial activities.

Article 55: This Article of Association shall be voted and approved by the Member Congress. The right to interpret this charter belongs to the National Committee of the Association, and the right to amend it belongs to the National Committee of the Association. Opinions on amending the charter shall be drafted by the National Committee and submitted to the Member Congress for review and approval.
