They have mastered the accumulation and occurrence law of coal resources in China, collected coal geological data for nearly 50 years, and formed a world-class coal geological exploration technology system. The General Administration of Coal Geology of China not only implements unified centralized management of the national coal resources exploration and coal geological industries, but also undertakes the management and guidance of national geological projects, coal resources exploration planning and other industries, as well as the formulation and revision of geological technical standards.

The income from engineering survey and construction is 608 million yuan, an increase of 654.38+49 million yuan or 32% compared with 459 million yuan in 2005. The income of other industries was 935 million yuan, an increase of 654.38+72 million yuan or 22% compared with 763 million yuan in 2005. At present, mining development is in the stage of preliminary geological work and feasibility study.

Engineering survey is an extension industry developed by coal geological units with core technology, and has now developed into an important pillar industry for the development of coal geological economy. In 2006, the business income of engineering survey and construction was 608 million yuan.

(3) separating government from enterprises and actively and steadily promoting enterprise reform.

First of all, our bureau operates business and enterprises separately in the first-level units of geological exploration teams, which are divided into two categories: business and enterprises, and are separated in management system, management functions, personnel, assets, funds, financial accounting and salary system, and implement different management methods and operating mechanisms. On this basis, local geological prospecting units set up "big companies" to simulate the operation of enterprises, which promoted the enterprise development of geological prospecting units.

Four, some suggestions on strengthening industry management

Geological exploration involves a wide range, which also determines the particularity and complexity of its industry management. After the reform of the old management system in geological prospecting industry, the new management system is still not perfect. In the transitional period of system transformation, we should try our best to explore effective industry management methods, and propose to increase efforts in the following aspects:

(a) to strengthen the formulation of industry laws and regulations and geological exploration procedures and norms.

First, further improve the laws and regulations of geological exploration and the industry standards, regulations and norms of various geological work, and strengthen law enforcement and supervision; Second, it is necessary to strengthen the planning and management of geological exploration and strengthen the guidance, inspection and supervision of planning and plan implementation; The third is to strengthen the establishment of mining rights and the market management of commercial geological work, and strictly examine and approve and market access systems.

Because the characteristics of different geological work are different, especially the standards, regulations and norms of mineral resources exploration are very different, under the new situation, how to further play the role of geological exploration teams in various industrial departments and how to strengthen the construction of geological exploration teams in industrial departments should be studied in depth.

From the perspective of coal resources exploration, it is urgent for coal geological exploration to further standardize the coal resources exploration market, improve the level of geological exploration, provide a backup base for coal mine construction and production and national coal resources reserve, and provide a scientific basis for coal resources strategic planning. The State Council's Opinions on Promoting the Healthy Development of Coal Industry clearly points out that the healthy development of coal industry needs to establish five new systems, and puts forward guiding opinions on strengthening coal resources exploration from the aspects of financial support, mineral rights management, team building, market access and exploration norms. Complete, scientific and reliable coal geological data is the basis of constructing five systems of coal resources development supervision; Geological evaluation of coal occurrence and mining technical conditions is the premise of constructing resource development supervision system, coal supply system and safety production guarantee system; Coal, water, industry and environmental geological means are the guarantee for building a coal circular economy system. To do these basic work well, we must establish a capable, efficient and well-equipped coalfield geological team. Therefore, it is suggested that our bureau should further play its role in strengthening the management of coal geological exploration projects, establishing and improving the standardization system of coal geological exploration, and promoting the innovation of coal geological science and technology. Under the leadership of the national competent department of coal industry and mineral resources, our bureau will actively and responsibly assist in relevant work.

(three) actively and steadily promote the reform of geological prospecting units.

Judging from the history and present situation of geological prospecting units, the reform of geological prospecting team can not be simply considered as changing enterprises. In the process of reform, it is necessary to distinguish different situations, adjust measures to local conditions, adapt to the times, guide by classification, and implement them step by step. The problems of poor economic foundation, insufficient development funds, insufficient technical equipment and difficult structural adjustment in geological prospecting units have not been fundamentally solved. Most geological prospecting units can hardly survive without the support of operating expenses, and the enterprise reform of geological prospecting units still needs a long process. It is hoped to strengthen the theoretical and practical research on the reform of geological prospecting units, provide the necessary external environment and conditions for the reform of geological prospecting units, help geological prospecting units solve problems left over from history, strengthen the implementation of the State Council No.37, No.2, No.76 and No.4 documents and supporting documents, and introduce some new policies in terms of funds, technology and equipment, thus forming a policy system conducive to the reform, development and stability of geological prospecting units.
