Article 1: In order to strengthen the management of urban appearance and environmental sanitation in our city, these measures are formulated in accordance with the "Changchun Urban Appearance and Environmental Sanitation Management Regulations" (hereinafter referred to as the "Regulations"). Article 2 These Measures apply to the city appearance and environmental sanitation management of our city’s urban areas (including economic and technological development zones, the same below), Jingyue Forest Tourism City, independent industrial and mining areas, and towns where the county (city) people’s government is located. Article 3 The administrative penalties stipulated in these Measures shall be decided by the city, county (city), and district city appearance and environmental sanitation management departments, urban construction supervision organizations, and sub-district offices according to the division of responsibilities.

Lower-level city appearance and environmental sanitation management departments and organizations shall accept the leadership, supervision and management of superior city appearance and environmental sanitation management departments and organizations. Article 4 Anyone who violates the provisions of Article 13 of the Regulations by failing to occupy roads and build permanent buildings in the market within the approved time limit and scope shall be ordered to make corrections within a time limit. If corrections are not made within the time limit, the city appearance and environmental sanitation management department shall work together with relevant departments. Organize forced demolition, use materials in exchange for work, and impose a fine of 1,000-5,000 yuan on the unit and 100-500 yuan on individuals. Article 5 Violation of Article 17 of the "Regulations" shall impose a fine of 20 to 100 yuan on various motor vehicles driving in urban areas with damaged and deformed bodies that hinder the view of the city; Dirty vehicles will be ordered to be cleaned and fined 20 to 500 yuan. Article 6 Violation of the provisions of Article 21 of the Regulations. Motor vehicles that do not meet the sanitary standards stipulated by the Municipal People's Government when entering the urban area and are not cleaned before entering the urban area will not only be ordered to flush, but also be fined 20-100 yuan. .

Anyone who engages in car washing or car cleaning business activities within the scope of urban roads without authorization will, in addition to confiscation of business facilities, be fined 50-100 yuan. Article 7 Anyone who falls under any of the circumstances specified in Article 38 of the "Regulations" shall be punished in accordance with the following provisions:

(1) Hanging or stacking waste materials on balconies, windows and other parts of buildings facing the street Those who obstruct the view of the city and dry clothes on street trees or public facilities will be fined 20-50 yuan in addition to making corrections within a time limit; those who build buildings or structures will be fined 100-500 yuan.

(2) Anyone who writes or writes on buildings, facilities or tree trunks, or posts promotional materials without authorization, will be ordered to make corrections and fined 20-50 yuan.

(3) Anyone who does not park motor vehicles or non-motor vehicles in the prescribed locations will be ordered to make corrections and fined 20-50 yuan.

(4) Anyone who spits, defecates, or litters melon and fruit peels, cigarette butts, paper scraps, food packaging bags and other waste will be ordered to clean it up and fined 20-50 yuan.

(5) Anyone who discards waste from a car or upstairs will be ordered to remove it and be fined 50-200 yuan.

(6) Anyone who burns branches, leaves and other waste within streets and public places shall be fined 50-500 yuan.

(7) Anyone who transports fluids or easily spilled objects that cause leakage or littering along the way will be fined 50-500 yuan in addition to clearing them within a time limit.

(8) Anyone who dumps garbage, excrement, soil, sludge, branches, leaves and other wastes without complying with the prescribed time, place, and method will be ordered to remove them, and the unit will be fined 1,000-5,000. A fine of RMB 50-100 is imposed on individuals.

(9) Failure to clear and transport excrement, garbage and other wastes in accordance with the prescribed time, place and method, or transporting excrement, garbage and other wastes by yourself or on behalf of others without completing the registration procedures for waste disposal If the waste is found, in addition to being ordered to correct or stop the removal, a fine of 5,000-5,000 yuan will be imposed. Article 8 Anyone who violates the provisions of Article 39 of the "Regulations" by raising poultry, livestock or other animals that are harmful to environmental sanitation in urban livestock and poultry prohibited areas shall be ordered to deal with them within a time limit. If they are not dealt with within the time limit, they shall be confiscated and fined. A fine of 50-100 yuan is imposed.

The urban livestock and poultry prohibited areas in our city include Chaoyang District, Nanguan District, Kuancheng District and Erdaohezi District. Among them, there are 20 villages including Shuangfeng Village in Xixin Township, Chaoyang District, 10 villages including Lujia Wafang Village in Jingyue Town, Nanguan District, seven villages including Chengxi Village in Fenjin Township, Kuancheng District, and Yingjun Village in Erdaohezi District. Six villages (specific village names attached) including Qianqian Village in the township are not listed as urban livestock and poultry prohibited areas for the time being.

Article 9 Anyone who falls under any of the circumstances specified in Article 40 of the "Regulations" shall be punished in accordance with the following provisions:

(1) Building or closing balconies without authorization, changing the position and shape of doors and windows of houses facing the street, and performing external decorations Those who build steps on pedestrian trails will be fined 100-1,000 yuan in addition to cleaning them within a time limit.

(2) Building buildings, structures (including various commercial and mobile vending and catering trucks) and other facilities, and stacking materials and displays within the scope of the street or in public areas in front of the buildings facing the street without authorization Those who set up stalls will be ordered to make corrections within a time limit; if they fail to make corrections within the time limit, the city appearance and environmental sanitation management department will organize forcible demolition, use materials to pay for the work, and impose a fine of 200-2,000 yuan.

(3) Anyone who uses transparent or semi-transparent walls or fences as boundaries without authorization will be fined 1,000-5,000 yuan in addition to being demolished within a time limit or taking remedial measures.

(4) Anyone who sets up large-scale outdoor advertisements or advertising placards, outlines, windows, plaques, etc. without authorization that hinders the appearance of the city will be ordered to remove them and be fined 100-1,000 yuan.

(5) Anyone who installs, dismantles, moves or decommissions environmental sanitation facilities without authorization or fails to carry out demolition in accordance with the approved demolition plan shall, in addition to being ordered to make corrections within a time limit or take remedial measures, and be fined the cost of the environmental sanitation facilities. 2-5 times the fine.

(6) Anyone who engages in construction or other operations that hinders street cleaning and domestic garbage and feces removal, or fails to clean up the construction site after the completion of the road excavation project, will be fined 1,000-5,000 yuan in addition to cleaning up within a time limit. fine.

(7) Anyone who fails to perform the duties of cleaning and clearing ice and snow in the sanitation responsibility area, or fails to remove and dispose of garbage and feces in accordance with regulations, will be fined 100-1,000 yuan in addition to cleaning up within a time limit.
