Chapter I General Provisions

Article 1 In order to strengthen the management of city appearance, promote the construction of socialist material civilization and spiritual civilization, and build this city into a clean, beautiful and civilized modern city, these measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Wastes, the Regulations of Anhui Province on the Administration of City Appearance and Environmental Sanitation and other laws and regulations, and in combination with the actual situation of this Municipality.

Article 2 These Measures shall apply to the administration of city appearance and environmental sanitation in urban areas, towns and economic development zones of this Municipality.

Third city appearance and environmental sanitation work should follow the principle of unified leadership, graded responsibility, and the combination of professional management and mass management.

Article 4 The administrative department of city appearance and environmental sanitation of the Municipal People's Government shall be responsible for the management of city appearance and environmental sanitation in the whole city.

The relevant departments of the fifth-level government should strengthen the publicity of laws and regulations on city appearance and environmental sanitation management, and enhance citizens' legal concept and awareness of city appearance and environmental sanitation.

Chapter III Urban Environmental Sanitation Management

Article 27 All units and individuals shall maintain public health and abide by the following provisions.

Chapter IV Legal Liability

Thirty-third other acts in violation of these measures shall be punished in accordance with the provisions of the Regulations of Anhui Province on the Administration of City Appearance and Environmental Sanitation.

Article 34 If a party refuses to accept the decision on administrative punishment, it may apply for administrative reconsideration or bring an administrative lawsuit according to law. If the party concerned fails to apply for reconsideration or bring a suit in a people's court within the time limit, nor complies with the decision on punishment, the department that made the decision on administrative punishment shall apply to the people's court for compulsory execution.

Those who practice favoritism and malpractice shall be given administrative sanctions by their units or higher authorities. If a crime is constituted, criminal responsibility shall be investigated according to law.

Chapter V Supplementary Provisions

Thirty-seventh problems in the specific application of these measures shall be interpreted by the administrative department of city appearance and environmental sanitation.
