Chapter I General Provisions

Article 1 In order to strengthen the management of city appearance, promote the construction of socialist material civilization and spiritual civilization, and build this city into a clean, beautiful and civilized modern city, these measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Wastes, the Regulations of Anhui Province on the Administration of City Appearance and Environmental Sanitation and other laws and regulations, and in combination with the actual situation of this Municipality.

Article 2 These Measures shall apply to the administration of city appearance and environmental sanitation in urban areas, towns and economic development zones of this Municipality.

Third city appearance and environmental sanitation work should follow the principle of unified leadership, graded responsibility, and the combination of professional management and mass management.

Article 4 The administrative department of city appearance and environmental sanitation of the Municipal People's Government shall be responsible for the management of city appearance and environmental sanitation in the whole city.

The relevant departments of the fifth-level government should strengthen the publicity of laws and regulations on city appearance and environmental sanitation management, and enhance citizens' legal concept and awareness of city appearance and environmental sanitation.

Article 6 All units and individuals have the obligation to maintain the cleanliness of city appearance and environmental sanitation, and have the right to stop or report acts that damage city appearance and environmental sanitation and damage environmental sanitation facilities.

Chapter II City Appearance Management

Chapter III Urban Environmental Sanitation Management

Twenty-fifth city environmental sanitation cleaning.

Article 27 All units and individuals shall maintain public health and abide by the following provisions.

(a) in public places, not spitting, urinating, littering, cigarette butts, scraps of paper and other waste, not burning garbage and paper;

(two) shall not be in violation of the provisions of the dumping of sewage, garbage and feces;

(three) are not allowed to set off firecrackers or throw confetti along the street;

(four) shall not occupy urban roads, streets and lanes to operate motor vehicles.

Thirtieth city appearance and environmental sanitation administrative departments shall implement unified management and centralized disinfection and disposal of garbage generated in city life, production, operation and construction.

Thirty-first in urban areas, it is forbidden to keep chickens, ducks, geese, rabbits, sheep, pigs and other poultry and livestock. Raising poultry and livestock for special needs such as teaching and scientific research shall be approved by the administrative department of city appearance and environmental sanitation.

Any unit or individual who keeps cats, dogs and other pets shall not interfere with others or affect environmental sanitation, and the feces produced by pets in roads and other public places shall be removed immediately.

Chapter IV Legal Liability

Thirty-second one of the following acts, by the city people's government administrative department of city appearance and environmental sanitation shall be ordered to correct the illegal behavior, take remedial measures, and may be given a warning and a fine in accordance with the following provisions:

(4) If the liquid and bulk goods transported by freight vehicles operating in urban areas are not sealed, wrapped or covered, resulting in leakage or spillage, a fine of more than 200 yuan 1000 yuan shall be imposed.

Thirty-third other acts in violation of these measures shall be punished in accordance with the provisions of the Regulations of Anhui Province on the Administration of City Appearance and Environmental Sanitation.

Article 34 If a party refuses to accept the decision on administrative punishment, it may apply for administrative reconsideration or bring an administrative lawsuit according to law. If the party concerned fails to apply for reconsideration or bring a suit in a people's court within the time limit, nor complies with the decision on punishment, the department that made the decision on administrative punishment shall apply to the people's court for compulsory execution.

Thirty-fifth city people's government administrative department of city appearance and environmental sanitation staff dereliction of duty, abuse of power. Those who practice favoritism and malpractice shall be given administrative sanctions by their units or higher authorities. If a crime is constituted, criminal responsibility shall be investigated according to law.

Chapter V Supplementary Provisions

Thirty-sixth counties and cities of the city appearance and environmental sanitation management, can be implemented with reference to these measures.

Thirty-seventh problems in the specific application of these measures shall be interpreted by the administrative department of city appearance and environmental sanitation.
