(B) The disorderly funeral increased the cost of urban construction. According to the normal mortality rate of 6‰, there are about 660 people who should be buried in the urban area every year. Second, the reason

Outdated ideas. The people are deeply influenced by thousands of years' funeral habits, and 70% of them have the concept of "earth burial". Therefore, the bodies of their loved ones must be buried in a "land of feng shui" in accordance with feudal superstitious habits.

(2) The laws and regulations are not perfect. The current "Regulations on Funeral Management" only provides principles for funeral reform and management, and there are no clear and specific punishment measures and methods for funeral behaviors that violate discipline and discipline. The punishment is small and the illegal cost is low, so it is difficult to curb illegal activities.

(3) The joint efforts of departments have not yet been formed. Funeral management involves public security, construction, land and resources, forestry, urban management and law enforcement departments. Public security departments should strengthen prevention and control management, and punish acts that disrupt social order, endanger public safety and infringe upon the legitimate rights and interests of others in funeral activities according to law. Housing Construction Committee, land and other departments should strengthen the planning, examination and approval management of funeral land, and investigate and deal with those who occupy land indiscriminately and build graves privately. Forestry departments should strengthen the protection and management of forest land according to law, and seriously investigate and deal with illegal acts such as destroying forests and building tombs. The industrial and commercial departments should strengthen administrative management and investigation, do a good job in rectifying the funeral market, and severely investigate and deal with acts that violate business qualifications, tax policies and price regulations.
