At present, our county has 2 sub-district offices, 4 community neighborhood committees, 10 villages (residences) with a population of about 1 10000. With the development of economy and society, the space for urban development is constantly expanding, and many new situations and problems have emerged in urban funeral work. Mainly in the following aspects.

(A) the phenomenon of indiscriminate burial is serious. Through investigation, there are many tombs around the county, such as mountains, scenic spots, roads, etc., with various types and different areas, which have become a stumbling block to the urbanization process.

(B) The disorderly funeral increased the cost of urban construction. According to the normal mortality rate of 6‰, there are about 660 people who should be buried in the urban area every year. According to the average burial area of 6 square meters, the annual area is 3960 square meters (about 6 acres). In addition, cemeteries are mostly distributed in the county planning area, which not only wastes land, but also affects construction projects.

(3) The expansion of the city makes the dead have nowhere to be buried. In xxxx0, the death toll in this county was about 700. After cremation, 8% were buried in legal operating cemeteries, 40% were buried in their own graves, and 50% were buried around the county seat. With the acceleration of urbanization, the population of the county is expanding and the number of deaths is increasing. There is no legal public cemetery in the city, and the capacity of operating cemetery is limited, which will lead to the situation that the deceased has no place to bury.

(4) Feudal superstitious activities have risen. Influenced by traditional ideas and superstitious ideas, some urban residents compete with each other to pursue big graves and high tombstones, and the phenomenon of building tombs based on geomantic omen and exceeding the standard is increasing, which has eroded the social atmosphere and hindered the funeral reform.

Second, the reason

Outdated ideas. The people are deeply influenced by thousands of years' funeral habits, and 70% of them have the concept of "earth burial". Therefore, the bodies of their loved ones must be buried in a "land of feng shui" in accordance with feudal superstitious habits.

(2) The laws and regulations are not perfect. The current "Regulations on Funeral Management" only provides principles for funeral reform and management, and there are no clear and specific punishment measures and methods for funeral behaviors that violate discipline and discipline. The punishment is small and the illegal cost is low, so it is difficult to curb illegal activities.

(3) The joint efforts of departments have not yet been formed. Funeral management involves public security, construction, land and resources, forestry, urban management and law enforcement departments. Due to the lack of specialized agencies to take the lead, the joint force to promote funeral reform has not yet formed. In addition, the awareness of street offices, village houses and communities is still not in place, and supervision is not in place. The grassroots foundation of funeral reform is still relatively weak.

(4) The law enforcement agencies are not perfect. The buried scattered tombs are gradually moved to the public welfare cemetery for centralized burial or on-site burial, leaving no graves and traces, planting trees and greening, and all the new dead are buried in a centralized manner. Civil affairs departments should take the lead in coordination, do a good job in the management, law enforcement, supervision and inspection of funeral affairs, limit the expansion of illegal cemeteries that have been formed in urban areas, guide and improve relevant examination and approval procedures, strengthen management, and move when the time is ripe. Public security departments should strengthen prevention and control management, and punish acts that disrupt social order, endanger public safety and infringe upon the legitimate rights and interests of others in funeral activities according to law. Housing Construction Committee, land and other departments should strengthen the planning, examination and approval management of funeral land, and investigate and deal with those who occupy land indiscriminately and build graves privately. Forestry departments should strengthen the protection and management of forest land according to law, and seriously investigate and deal with illegal acts such as destroying forests and building tombs. The industrial and commercial departments should strengthen administrative management and investigation, do a good job in rectifying the funeral market, and severely investigate and deal with acts that violate business qualifications, tax policies and price regulations. The establishment department appropriately increases the establishment, and the financial department arranges certain working funds to provide protection for funeral law enforcement. Sub-district offices should conscientiously do a good job in funeral management in their respective jurisdictions. Resident villages and communities in all urban areas should earnestly perform their duties, strengthen supervision, and set up centralized burial sites for household registration personnel in the village according to the burial sites formed in the calendar, and prohibit the burial of outsiders. The third is to expand publicity.
