Regulations on the Administration of Guangnan Bamei Tourist Area in Wenshan Zhuang and Miao Autonomous Prefecture, Yunnan Province

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Tourism Law of the People's Republic of China, the Environmental Protection Law of People's Republic of China (PRC) and the actual situation of Wenshan Zhuang and Miao Autonomous Prefecture (hereinafter referred to as the Autonomous Prefecture) in order to strengthen the protection and management of Bamei tourist area (hereinafter referred to as the tourist area) and rationally develop and utilize the resources of the tourist area. Article 2 Units and individuals engaged in activities in tourist areas shall abide by these regulations. Article 3 The tourist areas mentioned in these Regulations refer to Bamei Scenic Area, a Xanadu in Guangnan, including Bamei Tourist Market Town Area, Puqian Dimu Historical and Cultural Heritage Area, Nakong Alsophila Forest Area, Xian Di River Valley Drifting Area, Jiulongshan Forest Park and Folk Cultural Heritage Area. The specific scope of the tourist area shall be delineated by Guangnan County People's Government, and landmarks shall be set up for announcement. Article 4 The protection, management, development and utilization of tourist areas shall adhere to the principles of scientific planning, legal management, priority of protection and sustainable utilization. Fifth Autonomous Prefecture People's Government and Guangnan County People's Government shall incorporate the protection and management of tourist areas into the national economic and social development plan of the people's government at the same level. Article 6 Guangnan County People's Government may formulate preferential policies according to the principle that whoever invests will benefit, encourage social forces to participate in the development and construction of tourist areas, and protect the legitimate rights and interests of investors and people in tourist areas.

Enterprises in tourist areas should give priority to recruiting qualified residents in tourist areas. Article 7 The Guangnan County People's Government shall set up a tourist area management agency (hereinafter referred to as the management agency) to be responsible for the protection, development, utilization and management of tourist areas and provide services. Its main responsibilities are:

(a) publicity, implementation and enforcement of relevant laws and regulations and the regulations;

(two) to investigate and register the resources in the tourist area, and do a good job in filing;

(three) to participate in the overall planning and detailed planning of tourist areas;

(4) Protecting and managing the resources of tourist areas;

(five) to manage the construction behavior and business activities in the tourist area;

(six) to mediate contradictions and disputes in tourism, maintain normal tourism order, and ensure the safety of tourist areas and the legitimate rights and interests of tourists;

(seven) to exercise the administrative law enforcement power as stipulated in these regulations. Article 8 The relevant functional departments of Guangnan County People's Government and the township (town) people's government shall do a good job in the protection and management of tourist areas according to their respective responsibilities.

The relevant village (neighborhood) committees and villagers' groups shall assist in the protection and management of tourist areas. Chapter II Planning and Construction Article 9 The People's Government of Guangnan County shall organize the preparation of the overall planning and detailed planning of tourist areas, organize their implementation after being submitted for approval according to law and announce them to the public.

The overall planning and detailed planning of tourist areas should be conducive to the production and life of the masses, combined with the local natural environment, and highlight the historical, cultural and national characteristics.

If the overall planning and detailed planning of the approved tourist area need to be changed, it shall be submitted for approval in accordance with the original examination and approval procedures. Article 10 The overall planning scope of tourist areas includes the following six areas:

Eight beautiful scenic spots in Xanadu: relying on caves, mountains and rivers and unique Zhuang cultural characteristics, to create a scenic spot with the artistic conception of Xanadu;

Bamei tourist market town area: give full play to the role of distribution center and build a tourist distribution service center;

Puqian Mother Earth Historical and Cultural Heritage Area: based on the mother earth's historical culture and national culture, create a mother earth cultural holy land;

Alsophila spinulosa forest area in Dong Na: relying on natural resources such as Alsophila spinulosa forest, we will build a natural ecological resort integrating scientific research, sightseeing and leisure;

Xian Di River Valley Drifting Area: Relying on water resources, build a leisure resort with drifting projects as the core, and comprehensively develop fishing, picnicking, camping and other functions;

Jiulongshan Forest Park and Folk Heritage Area: Relying on virgin forests and traditional villages of Zhuang nationality, we will create a historical and cultural heritage area of Zhuang nationality in Guangnan and a folk customs experience area of Zhuang nationality. Eleventh tourist areas should be unified planning and construction of electric power, communications, radio and television, water supply, sewage and sewage treatment, garbage disposal, parking lots and other infrastructure, improve tourism service facilities and tourism conditions. Twelfth construction projects and residents' self-built houses in tourist areas should maintain the original natural features and cultural landscape. New construction, renovation and expansion of buildings (structures) shall conform to the planning of tourist areas, and other formalities can be handled only after approval by the management organization.

If the original buildings (structures) that do not meet the planning in the tourist area need to be moved, transformed or demolished, they should be moved, transformed or demolished step by step according to law and compensated. Thirteenth hotels, hotels and inns in tourist areas should be equipped with catering grease traps, sewage treatment facilities and garbage collection facilities, and can be used normally. Residential buildings should be equipped with tertiary septic tanks.

Livestock and poultry raised by residents in tourist areas are encouraged to be kept in captivity, and feces are comprehensively utilized or treated harmlessly. It is forbidden to leak out to affect the environment or pollute the water source; It is forbidden to build, rebuild or expand livestock and poultry farms and breeding communities. Those that have been built should be gradually dismantled or relocated according to law. Article 14 During the construction of a tourist area project, the construction unit or individual shall take effective measures to protect the scenery and surrounding vegetation, water bodies and landforms, and shall not cause pollution or damage to ensure the safety of the tourist area. After the completion of the project construction, the site should be cleaned up in time to restore the original appearance.
