Chapter 1 General Provisions

Article 1 In order to standardize the management of green building labels in our city and promote the high-quality development of green buildings, these measures are formulated in accordance with the spirit of the "Shandong Province Green Building Promotion Measures", "Shandong Province Green Building Label Management Measures" and other documents, and in combination with the actual situation of our city .

Article 2 The term “green building label” as mentioned in these Measures refers to the information sign indicating the star rating of a green building and containing performance indicators, including certificates and placards. Green building labels follow the unified format formulated by the Ministry of Housing and Urban-Rural Development. The certificate is produced by the awarding department, and the signage is produced by the applying unit in accordance with the production guidelines according to different application scenarios.

The applicant should hang, post or place the green building logo (certificate and signboard) in a prominent position in the building or public space of the community.

Article 3 The green building label is awarded to civil buildings and industrial buildings that meet the green building star standards.

Article 4 The green building label star rating is divided into three levels from low to high: one-star, two-star and three-star.

Article 5 The municipal housing and urban-rural development department is responsible for guiding and supervising the city's green building label management work, and is specifically responsible for the city's one-star green building recognition and label awarding work. The competent departments of housing and urban-rural development in each county (city, district) are responsible for the promotion, cultivation and organization of recommendation of green buildings within their respective administrative regions, and are responsible for conducting formal review of projects applying for one-star green buildings.

Green building star recognition and labeling are subject to application for government services, and no fees may be charged to the applying unit.

Article 6: The Shandong Province green building evaluation standards shall be used for the identification of one-star labels; for green hospital buildings, green campus buildings, green office buildings, etc., if there is no evaluation standard in this province, the national standards shall be used.

Article 7 The municipal housing and urban-rural development department is responsible for establishing a municipal green building expert database (including planning, architecture, structure, building materials, HVAC, water supply and drainage, electrical, building physics, testing and other related majors) , responsible for the review and training of experts for the identification of one-star green building labels.

Article 8 Green building expert database experts should have good professional ethics, be familiar with green building standards, engage in green building related work for more than 5 years, and understand project planning, design, construction, testing, consulting, and operation. Management and other related technical requirements, and have deputy senior or above technical titles.

Chapter 2 Application and Review Procedure

Article 9 The application for green building labels follows a voluntary principle. Government-invested or mainly government-invested (including state-owned funds) public buildings and other large-scale public buildings should be constructed in accordance with two-star or above green building standards and obtain corresponding green building labels.

Article 10 Green building evaluation should be conducted after the completion and acceptance of the construction project.

Projects applying for green building labels should be pre-evaluated in accordance with the requirements of Article 3.1.2 of the "Green Building Evaluation Standard" DB37/T 5097-2021. The pre-evaluation should start after the construction drawings have been reviewed and approved and completed before the project starts. After the pre-evaluation is completed, if there are changes that have a significant impact on the green building evaluation, the pre-evaluation needs to be re-evaluated.

Article 11 The applicant may entrust a third-party agency with corresponding technical capabilities to conduct a green building star pre-evaluation. The pre-evaluation will not award a label.

The unit that conducts the pre-evaluation shall base its assessment on the feasibility study report, construction drawing review certificate, construction drawing review report, reviewed construction drawings, calculations, inspection and inspection reports, etc. submitted by the applicant unit. information, analyze the feasibility of the project's application for green building labeling, issue a pre-evaluation report, conduct a technical explanation of the pre-evaluation results, and make suggestions to the applicant for existing problems.

During the construction process of green building projects, the unit that conducts pre-evaluation shall provide full-process technical guidance services to the applicant unit.

The applicant unit shall sign a service contract with the unit conducting the pre-evaluation to stipulate technical responsibilities, rights and obligations.

Article 12 The municipal housing and urban-rural development department is responsible for establishing the city’s green building project cultivation library. All projects that have passed the pre-evaluation should be included in the cultivation library, and the housing and urban-rural development department where the project is located will be responsible for entering into the library. The project provides technical guidance services.

Article 13 The identification of green building labels should be scientific, open, fair and impartial. The identification work includes application, recommendation, review, publicity, announcement, etc. The review includes formal review and expert review.

Article 14 The application for green building labels should be submitted by the project construction unit, operating unit or owner unit, and relevant units such as design, construction and consulting are encouraged to participate in the application together. Projects applying for green building labels should meet the following conditions:

(1) Design, construction, operation, and renovation in accordance with current national standards or local standards of Shandong Province;

(2) Passed Construction project completion acceptance and completion of record filing.

Article 15 The applicant should provide the following application materials and be responsible for the authenticity, accuracy and completeness of the materials.

(1) Green building label declaration form, self-assessment report, pre-evaluation report;

(2) Project approval, construction land planning permission, construction project planning permission, land Certificate of use, construction drawing review certificate, construction permit, completion acceptance record and other relevant documents;

(3) Brief introduction of the applicant unit, qualification certificate, unified social credit code certificate, etc.;

(4) Drawings, feasibility study reports, inspection and testing reports, calculation books, pictures, videos and other technical documents related to the identification of logos; Commitment letter for green performance indicator operating data.

Article 16 For projects applying for green building labels, during the organization recommendation and identification work, the housing and urban-rural development department shall conduct a formal review, mainly reviewing the following contents:

( 1) Whether the applying unit and project meet the application conditions;

(2) Whether the application materials are complete, complete and valid.

During the formal review period, the applicant may be required to supplement materials once. Projects that fail to pass the formal review will not be recommended for application and will not be organized for expert review.

Article 17 For projects that apply for a one-star green building label, after passing the formal review, the municipal housing and urban-rural development department will organize expert review to review the green building performance in accordance with the green building evaluation standards and conduct on-site verification. Application materials and form expert review opinions.

The green building label certification review is conducted in accordance with the star standards applied for by the project. Projects that fail to pass expert review will not be accepted for re-application within six months.

Article 18 After the expert review is completed, the one-star green building project will be announced on the portal website of the municipal housing and urban-rural development department. The publicity content includes the project location, type, name, applicant unit, green building star rating and key technical indicators. The publicity period is 7 working days. Real-name reports on public projects should be verified and objections should be handled.

Article 19: For one-star green building projects that have no objection to the public announcement, the municipal housing and urban-rural development department shall issue an announcement and grant a certificate.

Article 20 Green building label certificates shall be uniformly numbered.

The certificate number consists of Shandong Province number, district and city number, star rating, building type, year and the serial number of the certified project in that year, connected by "-" in the middle. Shandong Province No. 15. Binzhou City No. 15. The building type codes are public building P, residential building R, industrial building I, and mixed-use building M. For example, the fifth one-star residential construction project in Binzhou City recognized in 2022, the certificate number is NO.15-15-1-R-2022-5.

Article 21 Green Building Projects Label identification is carried out through the green building label management information system of the Ministry of Housing and Urban-Rural Development. The municipal housing and urban-rural development department is responsible for building a green building management information system, and all green building projects in the city are unified into information management.

Chapter 3 Label Management

Article 22 The competent departments of housing and urban-rural development shall strengthen the operation mechanism of green building label management, strengthen post-event supervision of label projects, scientifically design work processes and Supervision methods, clear management responsibilities and supervision measures, and effectively prevent and control integrity risks.

Article 23 The applicant unit that has obtained the green building label project shall strengthen the operation management of green buildings, strengthen the comparison of operation indicators with the recognized green building star indicators, and report the main annual operation indicators to the green building every year Identity management information system.

Article 24 If the competent department of housing and urban-rural development finds that a green building label project has any of the following problems, it shall propose rectification requirements within a time limit in accordance with the label management authority, and the rectification period shall not exceed two years:

(1) The project is lower than the recognized green building star rating;

(2) The main performance of the project is lower than the green building label certificate indicator;

(3) The use of green Building signs carry out false propaganda;

(4) Failure to truthfully report major indicator data for more than two consecutive years (inclusive);

(5) Refusing to cooperate with supervision and inspection without justifiable reasons;

(6) Failure to hang signs in accordance with regulations.

Article 25 If the competent department of housing and urban-rural development finds that any of the following problems exists in a project that has received a green building label, it shall revoke the green building label and withdraw the certificate and sign according to the label management authority:

(1) Failure to complete rectification within the rectification period;

(2) Forging information and data to obtain the green building label;

(3) Major quality and safety accidents occurring.

Article 26 Green building label review experts should consciously accept the supervision and management of the housing and urban-rural development authorities, conduct label identification review work fairly and impartially, and consciously avoid the review of application projects that have an interest in themselves. Those who violate the review regulations and review standards will be included in the personal credit record depending on the circumstances and removed from the expert database.

Chapter 4 Supplementary Provisions

Article 27 Any matters not covered in these Measures shall be implemented in accordance with the relevant provisions of the "Shandong Province Green Building Label Management Measures".

Article 28 These Measures will come into effect on August 1, 2022, and will be valid until August 1, 2027.
