This is a misunderstanding of multi-party cooperation and political consultation. Therefore, raising awareness mainly focuses on two aspects:

First, raising awareness of the multi-party cooperation system

It can be said that the older generation of democratic party leaders have deep feelings for the party’s leadership and the multi-party cooperation system because of their experience of unity and cooperation with the Communist Party of China. Some young comrades, because they have no experience, are somewhat resistant to the multi-party cooperation system. They think it is a one-party dictatorship. They have little understanding of the Western multi-party system, but they highly respect it.

The article believes that the outstanding performance of the Chinese model will inevitably trigger global research on the reasons for its success, but these studies all have the same flaw: they avoid the important role of political system factors. China’s truly distinctive feature is its effective political system. This is the real reason for China’s economic success and its creation of a new path to modernization called the “China Model.” China's political system has six major advantages compared with Western multi-party systems.

One advantage: policy continuity

In Europe, when the left and right parties in Britain and France came to power, national development policies immediately changed, or large-scale state-owned enterprises were implemented. ization or large-scale privatization. In the United States, when the left-leaning Democratic Party is in power, it generally adopts policies that increase taxes on the rich, target financial groups, and subsidize the poor. The second advantage: administrative execution

China’s current corrupt people are the most dissatisfied. How can we still conclude that the one-party system can effectively curb corruption?

First, China is in a period of economic take-off and social transformation. Throughout human history, this stage is a period of widespread corruption. Developed countries such as the United States, Britain, France, and Japan have all gone through the same path.

Second, compared with India and Russia, which are both in the period of economic take-off, China's corruption level is far lower than that of these countries in the same process. Especially in the 1990s, corruption in Russia reached extremely crazy and completely out of control levels. It is Russia's experience and lessons that make the world pay attention to China's anti-corruption experience.

Third, any form of power-for-money trading is illegal in China, but it is legal in Western countries under certain conditions. Although it is legal, it cannot change the nature of its power-for-money transaction. Just like the pornography industry is mostly legal in the West, it still cannot change the nature of money and sex trade. But the result of legalization is less corruption, because these behaviors are no longer corruption. This is just like, pornography and gambling are illegal in China, China will naturally be included in the crime rate, which is naturally higher than in countries where pornography and gambling are legal.

Fourth, corruption in the West is rigid corruption, while corruption in China is corruption of human nature. Western democracy requires elections, and elections require money. Politicians accept the support of financial groups and must give rewards after winning. This is the rigid principle of corruption under a democratic system. In China, the appointment of officials is affected by many factors, such as work ability, public evaluation, personal relationships, bribery, etc. However, this expenditure is completely disproportionate to the cost of large-scale elections, so there is no direct connection with the consortium. relation. The corruption they dealt with after taking office was mainly related to human greed, while low income and imperfect supervision of laws and regulations were external factors. But objectively, there is no rigid principle that corrupt transactions of power and money are necessary.

China has the ability to fight corruption under its one-party system. China's "double regulations" system, real-name reporting system, and official disclosure system are unique to other countries. Although due to the constraints of the economic development stage, it cannot reach the current level of Western developed countries, but within the specific time and space of the social transformation period, it can be regarded as the most acceptable effect.

Advantage 5: Talent training and selection

The cultivation of political talents in China is a long process, especially high-end political elites, who must have sufficient grassroots experience and ability. is the most important criterion. However, in a democratic society, there are many factors that affect elections, such as religious belief, gender, race, image, whether one can perform and speak, whether there is enough financial support, and political nepotism, but the most important ability is marginalized. Like Obama, who has only been a senator and has never been mayor for even a day. It can be said that he has no administrative experience at all, but he was elected to manage the entire country. Is this possible in China?

In addition, due to the existence of different political parties, the entire country's political talents are cut into several parts, and they advance and retreat with the movement of political parties. If one party wins, no matter how capable the original political officials are, they will all be replaced. On the one hand, this causes a shortage of talents, and on the other hand, it causes a waste of talents.

After all, political elites are also scarce resources. The emergence of an outstanding political talent is also a combination of multiple factors, and political elites also have their natural lifespan. Eight years of re-election for one party means that the political elite of the other party has been idle for eight years.

If leaders are elected in this way, either the best talents will not be selected, or there will be no one to choose from. This is why democracies often fail to elect outstanding talents. At least from the perspective of real political practice, China's layer-by-level selection system and conscious talent training system are better than the Western model of selecting leaders through elections. If you look at the two sides of the Taiwan Strait, the contrast is even more stark.

Advantage No. 4: Responsibility

When it comes to China, the West often uses the rhetoric of "absolute power, absolute corruption." This is actually an ideological assumption that is inconsistent with today's political practice (as evidenced by the serious corruption in many democratic countries). And the more important point is that the West has not realized that "absolute power often means absolute responsibility." In a democracy, there is blame when something goes wrong. The ruling party said it was the opposition party's failure to cooperate. After the opposition party became the ruling party, some blamed it on their predecessors. Not only that, projects that span a party’s tenure are often the first to be sacrificed. Recently, President Obama submitted the 2011 budget to Congress, one of which was to ax the moon landing program of the George W. Bush era. Speaking of which, it still has something to do with the democratic system. In a democratic society, many officials are elected and therefore have tenure security. As long as there are no violations of the law, mistakes in decision-making, or inaction will not affect the expiration of the term. And once the term is up and you step down, even if there are any problems, you will not be held accountable again. Will George W. Bush be held accountable for launching the Iraq War? Have any politicians been held accountable for creating the economic crisis that swept the world? In China, the accountability system for senior officials is increasingly improving. Officials who are incompetent or derelict in their duties or make mistakes will be held accountable at any time. This is why on the eve of the typhoon, mainland officials were on standby for the following reason: to avoid disaster. Because disasters occur, local officials must be held accountable. Taiwanese officials went on vacation to attend the banquet on the grounds that the disaster had not happened yet.

Advantage No. 6: Representing the whole people

Under the Western multi-party system, each political party represents different interest groups. Either represent the public, or represent a consortium. This is true for the United Kingdom, France, and the United States. But no matter who it represents, no political party is the party of all people. After coming to power, governance can only be biased towards the groups that support itself.

Another reason why the multi-party system cannot represent the whole people is elections. For a group's interests to be protected and valued, two conditions must exist: first, it must have the right to vote; second, it must have a considerable number. If this condition is not met, effective protection will not be available.

Of course, elections also create another extreme. Take India for example. The illiteracy rate in India has always been high, and the government's literacy programs have had little effect. The reason is that literacy is the responsibility of local governments, and local governments are not enthusiastic about literacy. One reason is that the more illiterates there are, the easier it is for voters to control and influence, and the easier it is for local politicians to get votes.

Over the past thirty years, China’s economic policies have not been particularly biased towards any one interest group. Reform and opening up started in rural areas, and farmers were the first to benefit. With the deepening of reform, laid-off groups appeared in cities, and the country began to establish a security system. Later, with the growth of economic strength, agricultural taxes were abolished, new rural medical care was established in rural areas, and rural retirement security was piloted. On the whole, China maintains its neutral role and objective role. This is also recognized by researchers at home and abroad. This characteristic of China is even more obvious when compared with other developing countries that implement Western multi-party systems.

The politics of many developing countries are either hijacked by populism, which often results in excessive allocation, thus damaging the government's ability to make long-term allocations; or it is controlled by social elites, further increasing social inequality. The existence of social inequality, in turn, stimulates the prevalence of populism. In an unequal society, it is easier to manipulate votes and mislead the population. This has been verified by the experience and lessons of countless countries.

The views just mentioned should be of great help to us in better understanding the advantages of the multi-party cooperation system.

The second is to strengthen the understanding of the importance of participating in and discussing politics

From a political science perspective, general public policy research includes two major systems: First, administrative policy research system; the second is the academic policy research system. Both systems have their own advantages and disadvantages and need to complement each other.

The advantages of the administrative policy research system of the party and government agencies themselves are: they are close to the high-level decision-making institutions and personnel of the party and government, they have access to a large amount of internal situations and information, and their research is authoritative. However, administrative policy research is sometimes dominated by certain mindsets and has strong inertia, and some results simply and mechanically provide explanations and support for current policies. Affected by leadership turnover, some studies focus on short-term effects and ignore long-term considerations.

Although academic policy research has its shortcomings, it has a wide range of research disciplines, systematic basic data, free choice of research topics, independence, objectivity, flexibility, and broad research horizons and long-term vision. . As a participating political party, the democratic parties can not only partially participate in administrative policy research, but also exert unique advantages in academic policy research.

As a participating political party, the democratic parties are different from the ruling party and government agencies in terms of the scope and degree of knowledge. Party committees and governments at all levels must further implement the party's various principles and policies for democratic parties, strive to expand the scope of knowledge and participation of democratic parties, support democratic parties in fully playing their role in participating in and discussing politics, creatively give full play to their advantages, and do a good job in participating in and discussing politics. .

As long as the democratic parties give full play to their own advantages, properly handle the relationship between political participation and deliberation, and accurately grasp the complete content of the democratic parties' participation in and deliberation, there is much potential for the democratic parties' participation in and deliberation.

(2) Building a team

As the old saying goes, "If a worker wants to do his job well, he must first sharpen his tools." There is no group of party members with high political quality and experts and scholars from all walks of life as the backbone, and there is no party team with a strong awareness of participating in politics and discussing politics that cares about current affairs and people's livelihood. Any organization of a democratic party must perform its functions well and play a good role in participating in politics. The effect will only be a castle in the air. Therefore, it is very important to establish a team that participates in political discussions.

To do a good job in team building, we mainly start from the following aspects:

First, strictly control the entrance.

Strictly follow the three principles for the development of relevant organizations of democratic parties. The spirit of the "Minutes" and the Central Committee of the Communist Party of China [2005] No. 5 document adheres to the principles of "three main points", focusing on quality, maintaining characteristics, and combining organizational development with the construction of a reserve cadre team, and develops in line with the Chinese *** Young comrades who share the same ideals of the Communist Party, are high-level, highly representative, and have development potential, and comrades who have the potential to participate in and discuss politics become members of the democratic parties.

In Beijing, Jiangxi and other places, CPPCC meetings are held every year, requiring each political party and federation of industry and commerce to have only one proposal to speak at the conference. For other matters, we should first communicate and deal with social conditions and public opinion, or directly provide explanations and clarifications to government departments. This requires a sense of quality.

We must keep close to the lives of ordinary people. When it comes to the interests of a few people, reform is very difficult, but when it comes to the interests of the majority, reform can be done in one go. Such as car reform, housing reform, education reform, and medical reform.

There are five main phenomena of current unfair distribution:

In terms of central government,

The third is to combine improving the effectiveness of democratic supervision with the performance of functions. Through democratic supervision, the collection and reflection of social conditions and public opinions are combined to promote the solution of problems.
