Article 1: Any use of balloon banners, flags, inflatable devices, posters, and posters on public places such as roads, squares, stations, and street-facing buildings and structures within the administrative region of this city. Article 3 When setting up slogans and publicity materials, fixed publicity facilities shall be mainly used. If it is truly necessary to hold an event, temporary slogans and promotional materials may be set up at the event venue and its surrounding areas; if there is no event venue, temporary slogans and promotional materials shall not be set up.

Fixed publicity facilities refer to facilities that are clearly stipulated in the outdoor advertising setting plan for public welfare publicity. It is set up and managed uniformly by the municipal municipal management committee and district and county management departments, and makes overall arrangements for the use of application units.
