The safety work of special equipment should adhere to the principles of safety first, prevention first, energy saving and environmental protection, and comprehensive management.

The State Administration of Market Supervision is responsible for supervising and guiding the safety supervision and inspection of special equipment nationwide, and may organize supervision and inspection as needed. The local market supervision and management departments at or above the county level are responsible for the safety supervision and inspection of special equipment within their respective administrative areas, and organize supervision and inspection according to the deployment of the market supervision and management departments at higher levels or the actual work needs.

The market supervision and management office shall undertake the safety supervision and inspection of relevant special equipment in accordance with the relevant provisions of market supervision laws, regulations and rules and the authority determined by the superior market supervision and management department. Safety supervision and inspection of special equipment shall follow the principles of risk prevention and control, graded responsibility, classified implementation, and performance of duties according to orders.

Special equipment safety supervision and inspection is divided into daily supervision and inspection, special supervision and inspection, post-certification supervision and inspection and other supervision and inspection. The market supervision and management department shall, in accordance with the annual daily supervision and inspection plan, conduct daily supervision and inspection of the production and use units of special equipment.

The items and contents of daily supervision and inspection shall be implemented in accordance with the relevant provisions of the State Administration of Market Supervision. The municipal market supervision and management department is responsible for formulating the annual daily supervision and inspection plan, determining the division of tasks of the market supervision and management department within its jurisdiction, and being responsible for the implementation at different levels.
