Chapter 1 General Provisions Article 1 is to promote energy conservation in public institutions in our province, improve energy utilization efficiency of public institutions, reduce operating costs, and give full play to the role of public institutions in energy conservation in the whole society. In accordance with the "Energy Conservation Law of the People's Republic of China" and the "Regulations on Energy Conservation of Public Institutions" and combined with the actual situation of the province, these measures are formulated. Article 2 The term “public institutions” as mentioned in these Measures refers to the state agencies, public institutions and organizations in this province that use all or part of fiscal funds. Article 3 The agency of the Provincial People's Government that manages agency affairs, under the guidance of the energy conservation department of the Provincial People's Government, is responsible for promoting, guiding, coordinating, and supervising the energy conservation work of public institutions throughout the province.

The agencies that manage the affairs of municipal, county, and autonomous county people's governments, under the guidance of the energy conservation authorities at the same level, are responsible for the supervision and management of energy conservation in public institutions at the same level, and guide and supervise the public affairs at the next level. **Organizational energy conservation work.

Administrative departments such as education, science and technology, culture, sports, and health should organize and carry out energy conservation work in public institutions within their own systems under the guidance of the administrative agencies at the same level. Article 4: The agencies that manage the affairs of the people's governments at or above the county level shall establish and improve the management system and coordination mechanism for the energy conservation work of public institutions, set up special posts, and equip full-time staff. Article 5 The agencies that manage the affairs of the people's governments at or above the county level shall, in conjunction with relevant departments, carry out publicity, education and training on energy conservation in public institutions, popularize scientific knowledge on energy conservation, improve the awareness of energy conservation among all employees, and enhance the professional knowledge of energy conservation managers. and operational skills. Article 6 People's governments at or above the county level shall include the funds related to energy conservation of public institutions into the fiscal budget of the same level, and the promotion and application of energy-saving technologies and products, energy-saving transformation and other expenditures shall be included in the unified management of provincial energy-saving special funds. Article 7 Public institutions shall strengthen energy management, take technically feasible and economically reasonable measures to reduce energy consumption, reduce and stop energy waste, and utilize energy effectively and rationally. Article 8: The principal person in charge of a public institution shall bear overall responsibility for the unit’s energy conservation work. The energy conservation work of public institutions implements a target responsibility system and an assessment and evaluation mechanism. The completion of energy-saving goals and indicators should be included in the assessment and evaluation of the main persons in charge of public institutions. Chapter 2: The agency that can plan the affairs of the provincial people's government. Article 9 The agency that manages the affairs of the provincial people's government shall, in conjunction with the relevant departments, formulate the medium and long-term energy conservation plan for the province's public institutions and the energy conservation plan for the public institutions at the same level in accordance with the province's economic and social development plan. The energy conservation plan will be implemented after being submitted to the Provincial People's Government for approval.

The agencies that manage the affairs of municipal, county, and autonomous county people's governments shall, based on the medium and long-term plan for energy conservation of public institutions in the province and in light of actual conditions, work with relevant departments to formulate a medium-term plan for energy conservation of public institutions at the same level. Long-term planning is carried out, and the energy-saving goals and indicators determined in the plan are decomposed and implemented to public institutions at the same level on an annual basis. The energy conservation goals and indicators determined by the energy conservation planning of municipal, county, and autonomous county public agencies shall be broken down and implemented on an annual basis to the township (town) and sub-district public agencies under their jurisdiction. Article 10 Public institutions shall formulate annual energy conservation targets and implementation plans based on the energy conservation plan of the public institution at the same level, combined with the energy consumption characteristics of the unit and the energy consumption situation of the previous year.

Chapter 3 Energy Conservation Management Article 11 Public institutions shall designate personnel to serve as energy conservation liaisons for their units, who shall be responsible for collecting, organizing, and transmitting important information on energy conservation work, and reporting energy consumption statistics on a timely basis. Article 12 Public institutions shall establish an energy consumption measurement system, equip and use qualified energy measurement instruments in accordance with national regulations, distinguish energy consumption types and energy consumption systems, and implement energy consumption by household, classification, and sub-item measurement. It also conducts real-time monitoring of energy consumption to detect and correct energy waste in a timely manner.

Article 13 Public agencies should designate a dedicated person to be responsible for energy consumption statistics, truthfully record the original energy consumption measurement data, establish a statistical ledger, and form an energy consumption status report for the previous year through analysis and summary, and submit it before March 31 of each year. The agency responsible for managing the affairs of the people's government at the same level.

The agencies managing agency affairs of people's governments at all levels are responsible for monitoring, statistics, and publicizing the energy consumption status of public institutions within their respective administrative regions. Article 14 The agencies that manage the affairs of the people's governments at or above the county level shall, in conjunction with relevant departments, formulate, publish, and adjust the energy consumption of public institutions at the same level in accordance with their management authority and the comprehensive level and characteristics of energy consumption of public institutions in different industries and systems. Establish energy consumption quotas for institutions, supervise the use of energy by public institutions within the energy consumption quotas, and strengthen energy consumption expenditure management. The financial department sets energy consumption expenditure standards based on energy consumption quotas. Article 15 Public institutions shall, in accordance with national regulations on compulsory procurement or priority procurement, purchase products and equipment included in the government procurement list of energy-saving products and equipment and the government procurement list of environmental labeling products, and shall not purchase products that have been explicitly ordered to be eliminated by the state. Energy-using products and equipment. Article 16 The new buildings of public institutions and the maintenance and renovation of existing buildings shall strictly implement the national regulations and standards on building energy-saving design, construction, commissioning, completion acceptance, etc. The construction administrative departments of the people's governments at or above the county level shall strictly implement the regulations. Supervision and inspection of relevant national regulations and standards should be strengthened.

The construction administrative department of the people's government at or above the county level shall conduct energy-saving assessment and review of construction projects of public institutions at the same level; projects that fail to pass the energy-saving assessment and review shall not approve or approve construction.
