The operation qualification certificate of construction special operators is issued by the Ministry of Housing and Urban-Rural Development, as follows:

Article 3 Special operations in building construction include:

(1) Building electrician;

(2) Construction scaffolder;

(3) Construction hoisting signal company;

(4) Construction crane driver;

(five) construction crane installation and disassembly workers;

(6) Installation and disassembly of hanging basket for aerial work;

(seven) other special operations identified by the competent construction department of the people's government at or above the provincial level.

Article 4 Special construction workers must pass the examination by the competent construction department and obtain the operation qualification certificate of special construction workers (hereinafter referred to as "qualification certificate") before they can take up their posts and engage in corresponding operations.

Article 8 A person who applies for special operations in construction shall meet the following basic conditions:

(a) at least 18 years of age and meet the age requirements specified in relevant types of work;

(2) Having passed the physical examination in the hospital, and having no diseases or physical defects that prevent them from engaging in corresponding special operations;

(3) Junior high school education or above;

(four) other conditions that meet the needs of the corresponding special operations.

Article 9 A person who meets the provisions of Article 8 of these Provisions shall apply to the examination and certification authority of his domicile or workplace and submit relevant certification materials.

Article 10 The examining and issuing authority shall, within 5 working days from the date of receiving the application materials submitted by the applicant, make a decision on acceptance or rejection according to law.

For the accepted application, the examination issuing authority shall issue the admission ticket to the applicant in time.
