II. Scope and objectives of remediation

The industries with frequent production safety accidents in summer are mainly key industries such as hazardous chemicals and construction projects, as well as key production operation links such as ammonia refrigeration, combustible explosive dust, spraying operation, safe electricity use by small and micro enterprises and limited space operation. Through comprehensive deployment and joint rectification of production safety, we will effectively crack down on all kinds of illegal activities, further implement the main responsibility of enterprise production safety, and effectively curb the high incidence of various production safety accidents in summer.

III. Key Contents

Focusing on the frequent occurrence of various production safety accidents in high temperature period in summer, we will carry out joint safety rectification in key industries to prevent falling from heights, electric shock, explosion, static electricity, heatstroke poisoning, high temperature fatigue and mechanical injury.

(1) Safety improvement of industrial, mining, commercial and trade industries

1. Dangerous chemicals. Highlight the safety supervision of production, storage, transportation, sales and use of hazardous chemicals during high temperature in summer. Supervise and urge the implementation of the main responsibility of hazardous chemicals business units, improve various rules and regulations on safety production and fire control, carry out anti-"three violations" actions, improve the hidden danger investigation and management system, and immediately suspend production for rectification for units with hidden dangers and serious problems.

2. Metallurgical and other industries. Combined with the requirements of the rectification work of "three places and one enterprise", we will focus on rectifying the illegal acts during the high temperature in summer in key industries such as liquid ammonia refrigeration, combustible dust explosion, spraying operation, limited space operation and mechanical processing. Renovation of spraying workplace is the most important work this year. The key point of "three places and one enterprise" is to look back, and the mechanical operation is mainly to do a good job in safety protection and anti-"three violations" to reduce the occurrence of mechanical injury accidents.

3. Power consumption of enterprises. Focus on checking the operation of main equipment such as main transformer, high-voltage switchgear, incoming and outgoing lines (cables) and buses; Check the line channel of dedicated line users, and focus on whether there are potential safety hazards that affect the safe operation of the line; External lines of important power users; Check the contamination of equipment, and require the equipment in the contaminated area to be cleaned to prevent pollution flashover; Check whether the requirements of the "Five Preventions" of the equipment (to prevent the disconnector from closing with load, to prevent the grounding wire (grounding knife) from closing, to prevent people from straying into the live interval, to prevent the circuit breaker from being opened and closed by mistake, and to prevent the grounding wire from being hung with electricity (grounding knife)) are complete. Check whether the power configuration of important users meets the requirements; Check the operation of the self-provided emergency power supply device, and check whether the user-provided emergency power supply has anti-reverse power transmission measures; Check whether the user has taken necessary non-electric security measures for important loads, and check whether the non-electric security measures configured by the user meet the safety needs; Check whether the user electrician has the power grid operation license, and the personnel on duty in the special line user substation should also have the dispatching qualification certificate, and check whether the certificate is within the validity period. In view of more lightning in summer, the effectiveness of lightning protection devices for users should be checked. 1. Check whether the peak operation is carried out in accordance with the regulations during the high temperature period of the construction site, and whether the safety protection and labor protection articles are distributed in place and worn in accordance with the regulations.

2. check the implementation of the regulations on the administration of production safety in construction projects, and carefully check the preparation, demonstration, implementation, acceptance and other safety measures of key links and parts of construction safety in the special construction scheme of partial projects with greater risks, so as to eliminate the hidden dangers of safety accidents. Focus on checking whether the safety protection of "three treasures, four ports and five borders" is in place; Whether the scaffold erection meets the specification requirements and whether the steel pipe fasteners are tested as required; Whether the hoisting machinery and equipment such as tower cranes have passed the inspection, and whether the measures for preventing falling from high altitude during maintenance are complete; Whether the hanging basket for working at heights meets the standard requirements of the Regulations on Safety Supervision and Management of Hanging Baskets for Working at Heights in Jinhua Construction, etc.

3. The key points of the safety inspection of electricity consumption on the construction site are: whether the temporary electricity consumption on the construction site is implemented with "three-phase five-wire system", "three-level protection of three-level distribution" and "one machine, one brake and one guarantee".

Incorporate relevant indicators such as the employer's industrial injury insurance payment rate, the incidence of industrial injuries, the establishment of harmonious labor relations demonstration units, and the standardization of safety production into the rate assessment system.

3. Identify key industries and key enterprises. Combined with the actual situation, some enterprises with more industrial accidents and higher incidence of industrial injuries in the past two years were selected to establish industrial injury prevention files for key enterprises, and standardized written instructions for industrial injury prevention were made for guidance. Determine more than one industry and 3-5 enterprises as the focus of work-related injury prevention, and establish work-related injury prevention files. Conduct on-site guidance or written guidance for key industries and key enterprises, and urge enterprises to do a good job in industrial injury prevention.

(4) Trade unions participate in safety production and protect the rights and interests of workers and staff members according to law
