2. Strengthen on-site quality process control. All units and project departments should strengthen the quality control of the project site, implement the "three inspection system", strengthen the monitoring and quality improvement of key processes, and formulate and implement the quality inspection plan. In the process of construction, strictly control each working procedure, conscientiously implement the system of working procedure handover, and insist that the unqualified working procedure in the previous working procedure will not flow into the next working procedure. Strictly implement the construction scheme and technological process, implement technical measures and quality assurance measures, strictly control the quality from technical measures to actual operation, and control key links through layer-by-layer checks to ensure the effective implementation of the construction scheme.

3. Strengthen the quality process control of subcontractors. The access and process control of qualified subcontractors directly affect the quality level of the project. All units and project departments shall conscientiously implement the relevant quality management documents of the Pipeline Bureau and the company, and resolutely put an end to unqualified teams and backward equipment entering the company's construction market. It is necessary to strengthen the effective monitoring and management of the subcontracting process, urge subcontractors to provide relevant professional training to relevant personnel, continuously promote the standardization, standardization and refinement of subcontracting management, and strengthen the subcontracting management process. All units and project departments will strengthen inspection during construction. The company will inspect the quality of the project (product) contracted by the subcontractor from time to time, expose the problems immediately when found, and review the quality of the project (product) at any time. Give corresponding economic penalties to subcontractors who fail to deal with problems in time when they are found, and immediately remove subcontractors who violate the quality regulations, strictly manage the subcontractors, and maintain the company's good market image.

4. Strengthen the supervision and management of the construction process. The company's two-level quality and safety supervisors should strengthen the supervision and management of the construction process, strictly perform their supervisory duties, focus on monitoring key working procedures and important quality control points, and effectively improve the first-time qualification rate of construction. The company's quality and safety supervision station will supervise and inspect the projects under construction at any time, regularly report the results of spot checks, and track and verify the completion of problem rectification.
