The vast territory, large population and different natural resources endowments will inevitably bring about the imbalance between regional economic and social development and urban and rural development. At present, the gap between urban and rural areas and the gap between the eastern, central and western regions has become an important problem that plagues the rule of law. The imbalance between regions and urban and rural areas makes the unification of the rule of law a gradual process.
