Article 2 These regulations apply to environmental protection and related management activities within the administrative region of this city. Article 3 The people's governments at all levels of this Municipality shall promote the transformation of economic development methods, encourage the development of circular economy, support the research, development and utilization of environmental protection science and technology, build a resource-saving and environment-friendly society, and make economic and social development and environmental protection compatible. coordination. Article 4 People's governments at all levels shall be responsible for the environmental quality of their respective administrative regions.

The ecological environment department of the Municipal People's Government implements unified supervision and management of the city's environmental protection work, development and reform, housing and urban and rural construction, natural resources, water conservancy, energy, public security, transportation, agriculture, animal husbandry, forestry and Grassland and other competent departments shall do a good job in environmental protection within the scope of their respective responsibilities.

Each development zone and industrial park shall be responsible for the management of environmental protection work within the region in accordance with the relevant regulations of the municipal and banner district people's governments.

The sub-district office carries out relevant environmental protection work within its jurisdiction according to the requirements of the people's government of the banner area where it is located.

The Gacha Village (Residents) Committee shall assist people's governments at all levels in carrying out environmental protection work.

Enterprises, institutions and other producers and operators shall prevent and reduce environmental pollution and ecological damage, and bear responsibility for the damage caused in accordance with the law. Article 5 The ecological environment departments of the municipal and banner district people's governments and other departments responsible for environmental protection supervision and management shall establish mechanisms such as joint meetings, joint collaboration, joint law enforcement, information sharing, and case consultation. Article 6 The municipal and banner district people's governments shall establish an environmental protection financial investment mechanism to ensure that all types of environmental protection funds are fully included in the annual fiscal budget.

The municipal and banner district people's governments should expand environmental protection investment and financing channels, encourage private capital to participate in the construction of ecological civilization, and establish a diversified environmental protection investment mechanism.

The auditing agencies of the municipal and banner district people's governments should conduct special audits of various environmental protection funds to improve the efficiency of the use of fiscal funds. Article 7 People's governments at all levels shall commend or reward units and individuals that have made outstanding achievements in protecting and improving the environment. Article 8 The week on June 5 every year is the Municipal Environmental Protection Publicity Week, which focuses on carrying out environmental protection activities in government agencies, Sumu townships (streets), Gacha villages (communities), schools, enterprises, and units. promotional activities.

The judicial administrative departments of municipal and banner district people’s governments should incorporate environmental protection laws and regulations into the main content of law popularization. Chapter 2 Environmental Supervision and Management Article 9 Municipal and banner district people's governments shall incorporate environmental protection work into national economic and social development plans.

The ecological environment department of the Municipal People's Government, in conjunction with relevant departments, shall prepare the Municipal Environmental Protection Plan and the Special Environmental Protection Plan in accordance with the requirements of the national and autonomous region environmental protection plans, submit them to the Municipal People's Government for approval and publish them for implementation.

Based on the municipal environmental protection plan and special environmental protection plan, and taking into account the actual conditions of the banner area, the ecological environment department of the banner area people's government shall prepare the banner area's environmental protection plan in conjunction with relevant departments, and submit it to the banner area people's government for approval and publication Implementation; the people's government of the banner area shall seek the opinions of the ecological environment department of the municipal people's government before approval.

The approved environmental protection plan and special environmental protection plan will be organized and implemented by the ecological environment department in conjunction with relevant departments. Article 10 The municipal and banner district people's governments shall formulate environmental protection goals and annual implementation plans based on the environmental protection plan, and conscientiously organize their implementation.

The municipal and banner district people's governments shall include the completion of environmental protection goals in the assessment of the departments and their responsible persons responsible for environmental protection supervision and management of the people's government at the same level and the lower-level people's governments and their responsible persons. as an important basis for its assessment and evaluation. The assessment results should be made public to the public.

The municipal and banner district people's governments shall report to the people's congress at the same level or the standing committee of the people's congress on the status of environmental protection and the completion of environmental protection goals every year. Article 11 The Municipal People's Government shall, in accordance with the law, supervise the performance of environmental protection responsibilities and the implementation of laws and regulations by the banner district people's government and the departments responsible for environmental protection supervision and management, and implement environmental protection responsibilities.

Article 12 The Municipal People's Government shall, based on the main functional area planning of the state and the autonomous region, prepare the city's main functional area plan, improve the policy system that is compatible with and supporting the functional area, and scientifically and rationally determine production space, living space and ecological space. The scale, structure and layout of the project will promote the rational allocation of various resources, complement each other's advantages, and improve the efficiency of land space utilization. Article 13 The municipal and banner district people's governments shall delineate ecological protection red lines in important areas such as key ecological functional areas, ecologically sensitive areas and vulnerable areas, and implement classified and hierarchical control and strict protection. Article 14 The Municipal People's Government shall, in accordance with relevant national and autonomous region regulations, build an environmental quality monitoring network covering elements such as atmosphere, water, soil, noise, and radiation. Article 15 The municipal and banner district people's governments shall divide their administrative areas into a number of environmental supervision grids, determine key supervision objects, divide supervision levels, improve supervision files, and clarify the persons responsible for supervision.
