According to the "Notice on Strengthening and Regulating the Management of Funds Revenue and Expenditure of Grass-roots Trade Unions" issued by Zhejiang Federation of Trade Unions on February 18, grass-roots trade unions can organize their members to watch movies, cultural performances, sports competitions, go for spring outing and autumn outing, and buy annual tickets for local parks (excluding annual tickets for temples).
In addition, grass-roots trade unions can distribute holiday condolences to all members on holidays. These festivals include New Year's Day, Spring Festival, Tomb-Sweeping Day, Labor Day, Dragon Boat Festival, Mid-Autumn Festival and National Day. Holiday condolences should be articles that conform to the traditional holiday habits of our country and necessary daily necessities for the workers and the masses.
In addition to spring outing and holiday condolences, according to the provisions of the Notice, trade union funds can be used to carry out various employee education, cultural and sports activities, employee condolences, and employee collective welfare.
(A) Employee education expenditure
The remuneration payment standard for teaching staff engaged in staff education activities shall be implemented with reference to the relevant provisions of the local financial department on the management of training fees.
Workers to participate in political, legal, scientific and technological business and other special education and training, the proportion of outstanding students is controlled within 10% of the number of people who participate in education and training, and the number of people who implement material rewards does not exceed 300 yuan.
(2) Expenditure on cultural and sports activities
Grass-roots trade unions participate in cultural and sports activities organized by higher-level trade unions. If there is a clear dress code in the activity document, they can buy clothes according to the standard that each participant does not exceed 500 yuan. Units with uniform work clothes requirements will not buy clothes again.
Grass-roots trade unions organize team competitions such as basketball, football, volleyball, group gymnastics, line dancing and singing. If they really need to dress, they can buy clothes according to the standard that each participant should not exceed 600 yuan for two years. The purchase of movable appliances should be determined according to actual needs.
For group cultural and sports activities organized by grass-roots trade unions, if coaches and referees need to be hired because of the activities, the service fee payment standard is no more than 500 yuan per person per day, only for expatriates, and the staff of this unit shall not pay.
Grass-roots trade unions shall set awards for cultural and sports activities such as workers' sports meetings, cultural performances and sports competitions, and the scope of awards shall not exceed two-thirds of the participants in the whole activity. Individual highest ranking award standard does not exceed 600 yuan per person, collective highest ranking award standard does not exceed 400 yuan per person, and other ranking awards decrease in turn.
For cultural and sports activities organized by grass-roots trade unions without prizes, participants may be given souvenirs with a value not exceeding 100 yuan, and no cash may be given.
Cultural and sports activities organized by grass-roots trade unions can be given food subsidies because they are continuous and do not arrange meals. The subsidy standard is that each person should not exceed 20 yuan for breakfast, 40 yuan for lunch and dinner, and RMB 100 per day.
Individual membership fees collected by grass-roots trade unions can be used to organize members to watch movies, cultural performances and sports competitions. The maximum expenditure for members to carry out spring outing, autumn outing and purchase annual tickets for local parks (excluding annual tickets for temples) shall not exceed 4 times of the annual membership fee income of grass-roots trade unions.
Grass-roots trade unions can entrust travel agencies to organize spring and autumn tours, and they need to sign an entrustment agreement to carry out activities in the province. They will travel back and forth on the same day and will not carry out activities in scenic spots explicitly prohibited by the central government. The expenses of spring and autumn tour activities include car rental, tickets, catering and activities. And no more than 200 yuan per person per day.
(3) Employee collective welfare expenditure
Grass-roots trade unions can distribute holiday condolences to all members on statutory holidays stipulated by the state (New Year's Day, Spring Festival, Tomb-Sweeping Day, Labor Day, Dragon Boat Festival, Mid-Autumn Festival and National Day). In principle, the payment standard is no more than 1.500 yuan per person per year, and the total amount used for condolences in the whole year does not exceed 60% of the appropriation income of that year. Holiday condolences should conform to the daily necessities of traditional festivals in China and the daily necessities of employees. It is not allowed to buy articles prohibited by the relevant provisions on building a clean government, and it is not allowed to issue cash. The distribution method can be in kind, or you can collect the delivery certificate of some items at the designated place within a limited time, and the holiday condolences distributed should be accompanied by a list signed by yourself.
When issuing birthday solatium to members, grass-roots trade unions shall issue it in the month of their birthdays, and the maximum standard per person per year shall not exceed 300 yuan. They can distribute birthday cakes and other physical condolences, and they can also distribute cake coupons from designated cake shops.
When a trade union member gets married and gives birth, the grass-roots trade union may issue physical condolences, each of whom shall not exceed 500 yuan, and shall not issue cash condolences.
When a member of a trade union is ill and hospitalized in that year, the grass-roots trade union can offer condolences, each time not exceeding 1000 yuan, and can offer cash condolences. The same member has been hospitalized many times in the same year for the same disease, and condolences are limited to one time. If a trade union member dies, the consolation money shall not exceed 2,000 yuan, and if his immediate family members (spouse, parents and children only) die, the consolation money shall not exceed 1 1,000 yuan.
All grass-roots trade unions shall, according to the actual situation, unify and clarify the standards and methods of condolences within the system, and shall not engage in special condolences.
When a trade union member retires or leaves his post, the grass-roots trade union can issue souvenirs with a value not exceeding 1000 yuan.
All grass-roots trade unions should strictly identify their membership and avoid non-members from repeatedly enjoying the collective welfare of the trade union. Where the wages of members are not included in the total wages and allocated to the trade union funds, or the membership fees are not paid, collective benefits shall not be distributed to members. Seconded, affiliated, labor dispatch and other personnel can only enjoy a collective welfare; The collective welfare of retirees is charged in the unit administration, not included in the scope of collective welfare of grass-roots trade unions.
(4) Expenditure on other activities
When the administrative organization of this unit carries out the rehabilitation activities of model workers and advanced workers, the grass-roots trade union may give an activity subsidy of no more than 2,000 yuan per person according to the arrangement of the activities of model workers and advanced workers.
(v) Expenditure on assistance to poor employees.
When trade union members and their families have difficulties in life due to major diseases, accidents or children's schooling, the grass-roots trade union may give a one-time relief of no more than 3,000 yuan to solatium after discussion and decision by the trade union committee.
