The municipal party committee and the city attach great importance to food safety issues and have adopted a series of measures to strengthen supervision and achieved certain results. The reform of the city and county food supervision system has been basically completed, integrating the functions of comprehensive food safety coordination, food production, and food and alcohol circulation supervision, effectively solving the problem of "multiple law enforcement"; for the first time, the city has included food safety in the assessment of government affairs objectives , accountability has been continuously increased; special food rectification programs such as "Operation Bright Sword" have achieved remarkable results, and a number of illegal and criminal cases have been investigated and dealt with. However, the current foundation of food safety in our city is still weak, and outstanding issues restricting food safety have not yet been effectively resolved.

1. Main issues

(1) The problem of source pollution is prominent. The impact of air, water quality, and soil pollution on agricultural products, fishery and animal husbandry products, and other food sources is increasingly apparent. The abuse of agricultural and chemical fertilizers, feed additives, growth hormones, etc. is common, and the pollution problem at the source of primary edible agricultural products is prominent. The origin and market access mechanisms for edible agricultural products have not been implemented, making traceability difficult. The field of agricultural products produced and sold by individual farmers is in a blind spot in supervision.

(2) Supervision is becoming increasingly difficult. The city's food industry has a large total volume and a high proportion, but its scale and intensification are low. At the end of 2014, there were 43,076 entities of various types in the food industry, of which 37 were small workshops, small restaurants, small vendors, and small non-staple food stores. The food hygiene situation of the "four small" enterprises was worrying. The methods of food safety crimes are constantly innovating and the methods are more covert. The illegal addition of food additives involves all aspects of production, processing, transportation and sales. Some sell expired, spoiled, and fake food products through the Internet and express delivery. Rural medical and housing management are not standardized. Food supervision in rural areas is broad and large, and the increase in rural banquets has intensified food safety risks.

(3) Supervision needs to be strengthened urgently. There is no special complaint reporting and food safety review and certification system at the municipal level. There is no regulatory branch in the Economic Development Zone. 48 food supervision stations have been established in 314 towns (streets) in the city, with a coverage rate of only 15.3. The city's food supervision and approval administrative law enforcement agencies have 385 employees, 154 of whom are in place, and the vacancy rate reaches 60. There are actually 426 food supervision personnel in the city, and there are 53,355 food supervision objects. The number of supervision objects per capita is 125, with 150 in Qu County and Xuanhan County. The popularization of food safety knowledge is not in-depth, grassroots food safety supervision is not in place, the crackdown on food violations and crimes is weak, and the deterrent effect is not enough.

(4) Investment is still insufficient. There is a serious shortage of food law enforcement vehicles (the city has an approved establishment of 42 food law enforcement vehicles, but there are actually 27). The establishment has not increased with the increase in functions, and the original law enforcement vehicles are old. There is a lack of rapid testing facilities and equipment, and rapid testing capabilities are insufficient. Funding guarantees among counties (cities, districts) are unbalanced. Only Xuanhan and Kaijiang counties have included the working expenses of rural (street, community) food safety coordinators and information personnel into the fiscal budget. Among the 48 food supervision stations in the city, 18 have no office space, no office equipment, and no law enforcement equipment and are not in operation. The city’s 322 agricultural products rapid testing equipment in 310 towns and villages cannot be used due to lack of operating funds.

(5) Regulations and standards need to be improved. The supporting regulations and implementation details of some food laws have not been promulgated in a timely manner, and regulations such as health food and other laws have long been outdated and have poor operability. Our province has not yet issued specific management measures for small food production and processing workshops and food vendors engaged in food production and operation activities, and there is no basis for the management of the "four small" food. Food standards are not uniform and perfect, and many foods have no standards to follow.

2. Some Suggestions

With the continuous improvement of living standards, the people are more concerned about food safety. Comprehensively improving the level of food safety has become a key issue for the city’s economic and social development. A major and urgent task in development. To this end, the following suggestions are made.

(1) Contain source pollution. Strictly manage the production and operation of agricultural inputs, and strengthen standardized guidance on the planting and breeding activities of edible agricultural products. Expand the scope of routine monitoring and supervisory spot inspections of edible agricultural products to strictly prevent substandard products from entering the market. Establish and improve the system for exporting agricultural products from their origin. Accelerate the construction of agricultural product quality and safety traceability systems and strengthen agricultural product packaging label management. Improve the livestock and poultry disease prevention and control system, standardize livestock and poultry slaughter management, improve the livestock and poultry product inspection and quarantine system and harmless treatment subsidy policies, and strictly prevent disease-causing livestock and poultry from entering the slaughter and meat product processing links. Strengthen environmental supervision in the production areas of agricultural products and increase efforts to control environmental pollution in the production areas of agricultural products.

(2) Improve the supervision system. The first is to improve supervision. Establish the Municipal 12331 Food Complaints and Reporting Center and the Food Safety Review and Certification Center. Strengthen the construction of the supervisory team, rationally allocate and enrich food safety supervision personnel, focus on introducing professional talents, and replenish empty staff as soon as possible. Establish a working system for food safety coordinators. Accelerate the construction of public services for the quality and safety supervision of agricultural products in townships, equip supervision and monitoring personnel, and improve the quality and safety supervision and law enforcement capabilities of agricultural products at the municipal, county, and township levels. The second is to improve detection capabilities. Accelerate the construction of the Municipal Food Inspection and Testing Center and the Municipal Agricultural Products Comprehensive Quality and Safety Inspection and Testing Center. Promote the pilot integration of grassroots food inspection and testing resources. Strengthen rapid testing capacity building and establish a rapid testing and testing system covering both urban and rural areas. Actively promote the construction of third-party testing, expand testing coverage, and enhance testing credibility. The third is to expand regulatory carriers. Establish and improve the electronic food safety supervision and traceability system, and gradually implement online supervision of school canteens and hotel kitchens (three-star or above). Implement the main responsibilities of production and business units, build a database of integrity information and information disclosure services for production and business operators, and promptly publish a "blacklist" of violations and individuals. The fourth is to build a political structure. Increase food safety publicity efforts and enhance public safety awareness and ability to identify fakes. Mobilize public participation, support news media and public opinion supervision, and form a working pattern of mass prevention and control.

(3) Strengthen law enforcement and supervision. The first is to strengthen random inspection and monitoring. Increase the frequency of sampling inspections of key varieties and improve the coverage of product sampling monitoring. Standardize the submission, analysis and reporting of food monitoring data, and improve the ability to discover and deal with hidden food safety risks. The second is to conduct in-depth governance and rectification. Highlight key varieties and key areas, carry out special rectification of bottled (barrel) water, Chinese drinking tablets, and special inspections of rural food markets, food production, campus and surrounding foods, and traditional festival special foods, and increase the number of counterfeit and inferior foods, brands, and foods produced and sold. Investigate and handle major cases such as medical equipment and medical devices, and severely crack down on food and food violations and crimes. The third is to promote comprehensive law enforcement. The public security organs have clarified and personnel responsible for cracking down on food safety violations and crimes. For cases that are highly concealed, harmful, and suspected of crimes, they will intervene in advance as necessary and take corresponding measures in accordance with the law.

(4) Increase financial investment. Special funds for food and agricultural product safety shall be implemented at all levels, and funds for food, electronic supervision, risk monitoring, supervision and sampling, science popularization and education, complaints and reports rewards, grassroots supervision station construction, and management personnel funds shall be included in the financial budget. Strengthen the equipment construction of the food and agricultural product safety supervision and law enforcement teams, increase law enforcement vehicles, on-site rapid testing, investigation and evidence collection and other equipment, and improve supervision and law enforcement capabilities.

(5) Improve policies and regulations. Conscientiously implement the central and provincial arrangements for granting local legislative power to districts and cities in accordance with the law, and promote local food safety legislation. Improve policies and measures to promote the optimization and upgrading of the food industry, improve the level of intensification and scale, and vigorously develop a modern food logistics and distribution service system. Actively promote the construction of food safety demonstration projects in catering services.

Improve support measures and accelerate pilot projects for resource utilization and harmless treatment of kitchen waste. Based on the actual situation of our city, we actively put forward suggestions on the formulation (revision) of local food safety standards to the province.
