What is Selected Graduates, a rural civil servant and village official?

Civil servants refer to staff members who perform public duties according to law and are included in the state administrative establishment, and their wages and benefits are borne by the state finance. He works at the grass-roots level in a planned way, focusing on cultivating reserve candidates of party and government leading cadres and high-quality staff candidates of party and government organs at or above the county level.
