" Qian Wen, director of the Marriage Registry of Xigong District Civil Affairs Bureau, said that this work is expected to be completed in August this year.

"Marriage registration files are all kinds of records with voucher function formed by marriage registration authorities in the process of handling marriage registration, revoking marriage, divorce registration and reissue marriage registration certificates." Qian Wen said that due to historical reasons, the relevant marriage registration files have been managed by local civil affairs departments alone.

In September last year, the General Office of the State Council issued "Guiding Opinions on Accelerating the Inter-provincial Operation of Government Services", which clearly mentioned that the promotion of electronic marriage registration files is a prerequisite for the inter-provincial operation of marriage registration, and also gave a specific timetable for related work.

Marriage registration: Applicants can register their marriage at the local marriage registration office, no matter where their household registration is. From 2020 to 2022, the pilot project of "intra-provincial general office" will be launched in June 5438+ 10, and the pilot project of "inter-provincial general office" will be launched from June 5438+ 10 to the end of 2024, so as to fully implement the national "inter-provincial general office" in marriage registration offices at or above the county level by the end of 2025.

Divorce registration: Applicants can register their divorce at the local marriage registration office, no matter where their household registration is. On the basis of carrying out the pilot project of "cross-provincial general office" for marriage registration, the pilot project of "cross-provincial general office" for divorce registration will be implemented when conditions are ripe.

The storage period of marriage registration files is 100 years.

"The Measures for the Administration of Marriage Registration Archives stipulates that the marriage registration authority shall collect, sort out and file the completed marriage registration materials in a timely manner; Electronic documents formed by using computers for marriage registration shall be filed together with paper documents. " Qian Wen said that according to the regulations, the preservation period of marriage registration files is 100 years, and the preservation period can be extended to permanent preservation.

Qian Wen introduced that in 2004 and before, when citizens registered for marriage, both parties should provide letters of introduction issued by their work units or street offices. After 2004, citizens do not need to provide a letter of introduction to register for marriage. Both men and women can register their marriage with valid identity cards and household registration books, and can register at the marriage registration office where one party's permanent residence is located.

Around 1986, photos of newlyweds began to be posted on marriage certificates.

It is understood that the earliest year of the marriage registration file filed by the Marriage Registry of the Civil Affairs Bureau of Xigong District is 1968.

Why is there no earlier marriage registration file? Qian Wen said that in September this year, China promulgated the Archives Law, which required by law to strengthen archives management, standardize archives collection and arrangement, and effectively protect and utilize archives. Early marriage registration files are scattered in township streets, community neighborhood committees and some large factories and mines. Due to various historical reasons, all the marriage registration files have not been handed over to the marriage registration authority.

A marriage registration file of196865438+February 3 1 provided by the marriage registration office of Xigong District Civil Affairs Bureau shows that the marriage application is printed in traditional Chinese characters, and both men and women are the same age, both of whom are 23 years old. There is no photo attached, and there is no copy of ID card and household registration book.

The reporter saw that the application for marriage said, "We are a voluntary couple, in line with the provisions of the Marriage Law of the People's Republic of China on marriage. Please grant marriage registration and issue a marriage certificate ".Here is the applicant's signature and fingerprint. The applicant's information includes name, gender, age, date of birth, place of birth, nationality, whether married (divorced), current address and remarks.

"The marriage registration file shows that around 1986, photos of new people began to be posted on the marriage certificate, but it was a black and white photo." Qian Wen told reporters.

Marriage registration files witness the changes of the times and the progress of society.

Take the marriage application of March 3rd 1987 as an example. Compared with 1968, the applicant has more information such as "whether he is a lineal relative or a collateral relative within three generations". The marriage registration file includes three kinds of materials, in addition to the marriage application, there are also proof of the marital status of both men and women (that is, letters of introduction).

The format of the letter of introduction is "My company XX and my company XX (indicate the company name) applied for marriage registration, which is proved as follows according to the relevant provisions of the Marriage Law of the People's Republic of China and the Measures for Marriage Registration ...", and the left side of the letter of introduction is stamped with the unit riding seal.

"At that time, the contents of letters of introduction were generally written with a brush, and they were often written by people with good handwriting in the unit, because marriage is a lifelong event." Qian Wen said that marriage registration files showed that by the end of 1980s, color photos began to appear, and the parties' dresses and hairstyles began to diversify.

"From the perspective of archives, marriage registration files are of great significance no matter whether the parties are married or divorced, because every marriage of citizens will be kept in the archives (museums) for a long time in the form of files." Qian Wen said that the marriage registration file is not only the witness of the marriage relationship, but also the history of some factories, mines, companies and other units, witnessing the changes of the times and social progress.
