MLM: Refers to the organizer or operator who develops personnel by calculating and paying remuneration to the people being developed based on the number of people or sales performance they directly or indirectly develop, or requiring the people being developed to pay a certain amount. Obtaining membership qualifications based on fees and other methods to obtain illegal benefits, disrupt economic order, and affect social stability.

On April 21, 1998, the Chinese government announced a complete ban on pyramid schemes and issued the "Notice on the Prohibition of MLM Business Activities."
