Measures of the Guangxi Zhuang Autonomous Region for the Implementation of the Law of the People's Republic of China on the Standard Spoken and Written Language

Article 1: In order to implement the "Law of the People's Republic of China on the Standard Spoken and Written Language" and in light of the actual conditions of this autonomous region, these measures are formulated. Article 2 The national common spoken and written language refers to Mandarin and standardized Chinese characters prescribed by the state. When using the national common spoken and written language, the norms and standards promulgated by the state must be followed. The use of ethnic minority languages ??is governed by relevant laws and regulations. Article 3 People's governments at all levels shall strengthen leadership over the work of the national common spoken and written language, take measures to promote Mandarin and standardize Chinese characters, and provide necessary conditions for the normal development of the work of the national common spoken and written language within their respective administrative regions. Article 4: The language management departments of the people's governments at or above the county level are responsible for guiding, managing and supervising the use of the national common spoken and written language within their respective administrative regions. Article 5: The press and publication administrative department shall manage and supervise the terminology and wording used in publications. The radio and television administrative departments manage and supervise the terminology used in radio and television. The industrial and commercial administration departments shall manage and supervise the terms and words used in corporate names, product names, advertisements, etc.

Other administrative departments such as personnel, civil affairs, construction, and transportation, as well as industry authorities, should manage and supervise the terminology used in this system and industry within their respective scope of responsibilities. Article 6: State agencies shall use Putonghua and standardized Chinese characters as the official language.

When performing official duties, state agency staff may use local minority languages ??or dialects as necessary. Article 7: The education administrative department shall include the standardization of language and words as an important part of the education and teaching work of schools and other educational institutions, and shall conduct supervision and evaluation.

Schools and other educational institutions should use Mandarin and standardized Chinese characters as the basic language used in education and teaching.

Zhuang-Chinese bilingual experimental schools or experimental classes should use the national common spoken and written language and Zhuang language and Zhuang script for education and teaching.

Teaching Chinese as a foreign language should use Mandarin and standardized Chinese characters. Article 8: Putonghua should be the basic language used in broadcasting, hosting and interviews at radio stations and television stations. Article 9: Standard Chinese characters are the basic service characters used in public and service industries. Employees in the public service industry are encouraged to use Mandarin in service activities. Article 10 The Mandarin proficiency of the following personnel shall meet the following grade standards:

(1) Civil servants must be Level 3A or above, and civil servants working in township agencies may be Level 3B.

(2) The announcers and program hosts of autonomous region-level radio stations and television stations shall be Grade A and above; the announcers and program hosts of radio stations and television stations in districts divided into cities shall be Grade B and above. ; The announcers and program hosts of county-level radio stations and television stations must be Grade II-A or above.

(3) Film, television and drama actors must be first-class or above.

(4) Teachers shall be Grade II B or above, among which teachers engaged in Chinese teaching and teaching Chinese as a foreign language shall not be lower than Grade II A. Township and village schools outside the county-level people’s government residence Teachers can be Level 3A or above, and teachers engaged in Chinese teaching must not be lower than Level 2B.

(5) Students from general colleges and universities and secondary vocational schools must have a Grade III-A grade or above, among which students majoring in Chinese language and literature, normal majors, and other majors closely related to oral expression must not have a grade below Grade II. Grade B.

(6) Personnel in specific positions such as announcers, commentators, tour guides, and telephone operators in the public service industry must be Level 2 B or above.

If the Putonghua proficiency of the personnel listed in the preceding paragraph has not reached the standard specified in the preceding paragraph, the personnel administrative department, the radio and television administrative department, the cultural administrative department, the educational administrative department and the public service industry competent department shall Conduct training as appropriate.

The provisions of Items 1 and 4 of Paragraph 1 of this Article shall not apply to the Mandarin proficiency of in-service civil servants born before January 1, 1956 and in-service teachers born before January 1, 1954.

Article 11 The following personnel shall hold corresponding Mandarin proficiency certificates in accordance with the grade standards stipulated in Article 10: (1) Teachers in schools and other educational institutions;

( 2) Announcers and program hosts of radio and television stations, and actors in film and television dramas;

(3) Announcers, commentators, tour guides, telephone operators and other personnel in specific positions in the public service industry. Article 12 The department in charge of language and writing work in the autonomous region is responsible for organizing and implementing Putonghua proficiency tests, and issuing Putonghua proficiency certificates to those whose Putonghua proficiency reaches the national level standards. Article 13 Standard Chinese characters should be used in the following situations:

(1) Official documents, official seals, certificates, business cards for official use, electronic screens, name plates, signs, signs, slogans (brands), notices etc.;

(2) Words used in newspapers, periodicals, books, electronic publications, audio-visual products and other publications published in Chinese;

(3) Advertisements, trademarks Words used;

(4) Words used on non-handwritten door signs and signboards;

(5) Words used for information processing, information technology products and web pages of websites registered in this autonomous region Words;

(6) Words used on film and television screens and stage subtitles;

(7) Words used on packaging and instructions for goods sold within the country;

( 8) Words used for certificates, certificates, trophies, medals, licenses, reports, labels, bills, tickets;

(9) Words used for blackboard newspapers, test papers, and teaching blackboards;

(10) ) The words used in medical records, prescriptions, and physical examination reports written in Chinese characters;
