Article 2 Units and individuals engaged in animal breeding, slaughtering, management, isolated transportation, production, management, processing, storage and transportation of animal products and the construction and management of epidemic-free areas within the administrative area of our province shall abide by these measures. Article 3 The term "epidemic-free area" as mentioned in these Measures refers to an area with natural barriers or artificial measures, in which one or more animal diseases specified by the state, such as foot-and-mouth disease, highly pathogenic avian influenza, classical swine fever and Newcastle disease, have not occurred within a certain period of time and have passed the national acceptance. Article 4 The construction and management of epidemic-free areas shall adhere to the principles of unified planning, strict standards, prevention first and management according to law. Article 5 The construction and management of epidemic-free areas shall conform to the conditions and standards stipulated by the state. The administrative area of our province is included in the management of epidemic-free areas. Article 6 The administrative departments of agriculture and rural areas of provinces, cities and counties (including county-level cities and districts, the same below) shall be responsible for the construction, supervision and management of epidemic-free areas within their respective administrative areas.

Animal health supervision institutions shall do a good job in quarantine of animals and animal products according to law. Animal disease prevention and control institutions undertake animal disease monitoring, detection, diagnosis, epidemiological investigation, epidemic report and other prevention and control technical work; To undertake the technical work of purifying and eliminating animal diseases.

Finance, development and reform, public security, transportation, market supervision and management, health, commerce, forestry and grassland, customs and other departments shall, according to their respective functions and duties, do a good job in the construction and management of epidemic-free areas according to law. Chapter II Construction of Epidemic-free Areas Article 7 The provincial administrative department of agriculture and rural areas shall, jointly with relevant departments, formulate a plan for the construction of epidemic-free areas in the whole province, and organize its implementation after approval by the provincial people's government.

City and county administrative departments of agriculture and rural areas shall, according to the province's epidemic-free construction planning, combined with local conditions, formulate local epidemic-free construction planning, organize the implementation after the approval of the people's government at the corresponding level, and report to the provincial administrative department of agriculture and rural areas for the record. Article 8 The construction of epidemic-free areas shall meet the following standards:

(1) No specified animal epidemic disease has occurred within the specified time limit;

(2) Having a sound animal husbandry and veterinary work system;

(3) Having a natural or artificial barrier guarantee system and the ability to supervise the circulation of animals and animal products;

(4) Having a sound animal epidemic monitoring and animal epidemic information network system;

(5) Animal epidemic prevention and control institutions and animal health supervision institutions shall be equipped with facilities and equipment suitable for animal epidemic prevention supervision, establish and improve relevant records and files, and have the ability to trace the source, deal with emergencies and comprehensively prevent and control animal epidemics;

(6) The immune effect of compulsory immunization against animal diseases has reached the standards set by the state;

(7) The issuance rate of immunization certificates, the wearing rate of livestock and poultry marks, the quarantine rate of origin, the slaughter and quarantine rate, the issuance rate of animal quarantine certificates for listed animals and animal products, and the utilization rate of quarantine marks meet the standards set by the state;

(eight) other standards stipulated by the administrative department of agriculture and rural areas in the State Council. Article 9 A buffer zone can be set up in the periphery of an epidemic-free area to strengthen the immunization and monitoring of specific animal epidemics, supervise the circulation of animals and animal products, and prevent epidemics from being introduced into the epidemic-free area. When necessary, monitoring areas can be set up in epidemic-free areas to strengthen the monitoring of specified animal epidemics and the circulation control of animals and animal products.

The specific scope of the buffer zone and the monitoring zone shall be drawn up by the provincial administrative department of agriculture and rural areas, and announced to the public after being approved by the provincial people's government. Article 10 An animal isolation yard shall be set up in the buffer zone. The provincial administrative department of agriculture and rural areas shall uniformly plan the layout of the animal isolation field, and the animal isolation field shall be organized and established by the local people's government at the county level.

The specific measures for the administration of animal isolation field shall be formulated by the provincial administrative department of agriculture and rural areas. Eleventh according to the needs of the construction and management of epidemic-free areas, with the approval of the provincial people's government, designated channels can be set up to allow animals and animal products from outside the province to enter our province; Set up animal health supervision and inspection stations in major roads, ports, airports, stations and other places in our province, and announce them to the public. Twelfth in our province, the main roads and breeding, trading areas and other obvious places, by the local people's government at the county level is responsible for setting up warning signs without epidemic areas. Article 13 After an epidemic-free area is completed and meets the requirements and standards set by the state, the county-level agricultural and rural administrative department shall report it to the provincial agricultural and rural administrative department step by step in accordance with the relevant provisions of the state and the province, and apply to the state for evaluation after the provincial agricultural and rural administrative department has passed the preliminary evaluation. Chapter III Provisions on Prevention of Animal Diseases Article 14 Livestock and poultry shall be kept in captivity or in designated places, and large-scale and standardized breeding shall be encouraged. Fifteenth animal farms (breeding areas), slaughter and processing sites, isolation sites and harmless treatment sites shall meet the conditions for animal epidemic prevention, and obtain the certificate of animal epidemic prevention conditions. Markets that run concurrently or specialize in animals and animal products shall meet the relevant requirements for animal epidemic prevention.
