Houchen Administrative Village in Yeung Yi Township is located in the south of "S325" provincial road, 4 kilometers west of Ningling County. The village used to have low houses and narrow roads, covered in mud on sunny days and mud on rainy days, with pigs and sheep running around and garbage everywhere. The two sewage pits in the village are covered with green foam and stink, so they are called "dirty villages". Especially in recent years, with the intensification of land scarcity and the expansion of appreciation space, various land disputes and illegal cases have emerged one after another, which has had a great negative impact on harmony and stability.

Determined to change the face of his hometown, Apollo was elected secretary of the Party branch of the village in March 2006 and was hired as a land coordinator. This provides a reliable organizational guarantee and mass foundation for his efforts to realize the "Houchen New Village Construction Plan" in the future.

He organized villagers to engage in "land reform"

Houchen Administrative Village, where Apollo is located, has an area of cultivated land of1.200mu.. In the early 1980s, land contract management was implemented, and the villagers only cared about fairness and justice, and distributed the population to households equally. As a result, the cultivated land on one side is scattered and scattered, which restricts the development of mechanized operation and modern agriculture, and farmers continue to have ownership contradictions and disputes such as "making trouble" in their operations.

After the Third Plenary Session of the Seventeenth Central Committee of the Communist Party of China, clarifying ownership, invigorating management rights, implementing rational land circulation and moderate scale management have become the urgent needs of the broad masses of farmers, and they have been hailed as the fourth "land reform". After the implementation of land transfer, the contractor hired experts from the National Academy of Agricultural Sciences to scientifically plan the 1.200 mu of cultivated land in the village, which was divided into three planting areas, namely, improved seed breeding, greenhouse grapes and minor grains fruits, which were managed by seven experts from the village. The village changed the single industrial structure, combined agriculture, industry and commerce, established prefabricated factories, pickles factories and hydropower installation and construction companies according to local conditions, and introduced Beijing Hongri Dahua Chemical, national grain storage and deep processing projects, so that more than 500 surplus laborers separated from agriculture were properly resettled. Kugaji vacated by the "hollow village" has contracted 40 villagers to be responsible for raising pigs, fish and cattle, as well as the acquisition and trading of agricultural and sideline products. Old people over 65 in the village live in hostels for the elderly and are collectively responsible for their support.
