Article 1: In order to strengthen the management of Gejiu City and build a clean, beautiful, comfortable and civilized city, it is formulated in accordance with the provisions of the "Urban Planning Law of the People's Republic of China" and relevant laws and regulations and based on actual conditions. these regulations. Article 2 The term "urban management" as mentioned in these Regulations refers to the management of urban planning and construction, city appearance, sanitation and greening, urban environmental protection, municipal facilities and urban road traffic, etc.

The management scope of Gejiu City refers to the old city and newly built areas within the overall planning scope of Gejiu City (hereinafter referred to as the urban area). Article 3 Gejiu city management shall implement the principles of unified planning, scientific management, improving functions, serving citizens, comprehensive law enforcement, and social supervision. Article 4 The Gejiu Municipal People's Government shall strengthen urban management work and establish the Urban Management Administrative Law Enforcement Bureau to exercise the power of administrative penalties stipulated in these regulations and entrusted in accordance with the law.

Relevant administrative departments such as urban planning, construction, and environmental protection shall, in accordance with their respective responsibilities, provide urban management services in accordance with the law. Article 5 Units and individuals conducting urban management and related activities in urban areas shall abide by these regulations.

Any unit or individual has the right to participate in urban management and has the right to dissuade, report and accuse violations of these regulations.

Gejiu Municipal People's Government will commend and reward units and individuals that have made outstanding achievements in urban management. Article 6 Units and individuals involved in new construction, reconstruction, and expansion projects in urban areas must obtain the "Construction Project Site Selection Opinion", "Construction Land Planning Permit", and "Construction Project Planning Permit" in accordance with the law. Article 7 New construction, reconstruction, and expansion projects in urban areas must strictly implement the city's overall plan, and their shapes and decorations must be coordinated with the environment.

Safety protection facilities should be installed at the construction site, and a safety fence should be installed on the street side. After completion, construction facilities should be dismantled in a timely manner, and the site should be cleaned and leveled. Article 8 Buildings and structures such as temporary markets, kiosks, and stalls in urban areas must be approved by the planning administrative department and a "Temporary Construction Project Planning Permit" must be obtained, and they must be dismantled within 10 days after the expiration of the use period. If you need to continue using it, you should go through the extension procedures before expiration.

Temporary buildings and structures may not be converted into permanent buildings, nor may they be donated, exchanged, sold or mortgaged. Article 9 The Gejiu Municipal People's Government and its construction administrative department shall reasonably set up domestic garbage collection stations, transfer stations and waste collection containers, public toilets, septic tanks and other environmental sanitation facilities in the urban area.

No unit or individual may dismantle, close, occupy, or relocate environmental sanitation facilities without authorization. If it must be demolished due to construction needs, a demolition plan must be submitted to the construction administrative department for approval. Article 10 Building frontages on both sides of main roads in urban areas shall not be equipped with physical walls. They shall be separated by flower beds, hedges and fences, and their height shall not exceed 1.5 meters.

The awnings set up by shops along the street should be neat and beautiful, with a height of not less than 3 meters and an outward extension of not more than 1.5 meters. Article 11 Billboards, placards, and antennas should be installed on the facades and roofs of urban buildings; anti-theft railings and enclosed balconies should be installed on buildings facing the street; telephone booths, newspaper reading columns, advertising columns, neon lights, street signs, railings, and bus stops should be installed along the streets. The site must be approved by the planning administrative department. Various facilities installed with approval should be maintained regularly, kept in good condition and clean, and should be dismantled in a timely manner upon expiration of their use period. Article 12 No debris or hanging objects may be piled or thrown outside the balconies or windows of buildings along the streets or near the lake in urban areas. Article 13 It is prohibited to write, paint, paste or hang randomly on urban buildings, electric poles, light poles, postal boxes, telephone booths, trees and other facilities. Article 14 Vehicles operating in urban areas must be kept clean and tidy. Vehicles carrying liquids, sand, gravel, dust materials, domestic garbage, and construction waste must be sealed and covered, and must not be scattered or leaked. Article 15 The responsibility area system shall be implemented for environmental sanitation and cleaning in urban areas. The area of ??responsibility is delineated by the environmental sanitation management department.

Urban units and individuals shall pay domestic garbage removal fees and sewage treatment fees to the environmental sanitation and water supply management departments in accordance with regulations. Article 16 Urban units and individuals shall dump garbage and feces in accordance with the prescribed time, place, and method. Domestic waste must be classified and dumped, and construction waste must be sent to designated dump sites.

It is prohibited to spit, defecate, and litter peels, paper scraps, cigarette butts and other waste in urban areas.

Article 17 It is prohibited to burn domestic garbage, asphalt, linoleum, rubber, leather and other wastes as well as other substances that produce toxic and harmful smoke and odor in urban areas. If it is really necessary to incinerate, it must be burned at a designated garbage disposal site.

Toxic and hazardous wastes generated by medical, scientific research, teaching, slaughtering, biological products and other units must be sealed and harmlessly treated before being sent to designated garbage disposal sites for disposal, and must not be mixed with domestic garbage. dump. Article 18 No commercial livestock and poultry farms shall be established in urban areas.

Urban residents who keep pet dogs must register with the city administrative department. Dog walking must not pollute the environment or damage flowers, hedges, or lawns. Article 19 The green space rate standards for urban new construction, reconstruction, and expansion projects are:

(1) The reconstruction of old cities shall not be less than 25%;

(2) The construction of new areas shall not be less than 25%. Less than 30%;

(3) The area surrounding the lake and important landscape areas shall not be less than 35%.
