Article 1: In order to implement the "Law of the People's Republic of China on the Standard Spoken and Written Language" and in light of the actual situation of this province, these measures are formulated. Article 2 These Measures shall apply to the use, management and supervision of the national common spoken and written language within the administrative region of this province. Article 3 People's governments at all levels and their relevant departments shall take measures to promote Mandarin and standardize Chinese characters, and encourage state agencies, enterprises, institutions, social groups, other social organizations and citizens to participate in the promotion and popularization of the national common spoken and written language. Article 4 People's governments at or above the county level shall strengthen leadership over the work of the national common spoken and written language, include the funds required for the work of the national common spoken and written language in the fiscal budget, and provide necessary conditions for the work of the national common spoken and written language. Article 5: The language department of the people's government at or above the county level is responsible for the management and supervision of the use of the national common spoken and written language within its own administrative region. Article 6 The relevant departments of the people's governments at or above the county level shall perform the management and supervision responsibilities of the use of the national common spoken and written language in accordance with the following provisions:

(1) The education department is responsible for the management and supervision of the use of written and spoken language in schools and other educational institutions. , incorporate language standardization into the content of education supervision, inspection, and evaluation;

(2) The civil service department is responsible for the management and supervision of the use of Mandarin and standardized Chinese characters by state agency staff;

(3) Departments of culture, radio, film and television, press and publication, information industry and other departments are responsible for the management and supervision of terminology used in radio, film, television, newspapers and periodicals, the Internet and other media, as well as Chinese publications, information processing and information technology products;

(4) The industrial and commercial administration department is responsible for the management and supervision of corporate names, product names, and terms used in advertisements;

(5) The civil affairs department is responsible for the names of social groups and private non-enterprise units The management and supervision of the terms and words used in place names;

(6) The urban management department is responsible for the management and supervision of the terms and words used in public places and facilities;

(7) The labor and social security department is responsible for incorporating the use of Mandarin and standardized Chinese characters into the basic content of vocational skills training;

(8) The quality and technical supervision department is responsible for the management and supervision of product labels, descriptions and other words and phrases;

(9) Health, sports, tourism, commerce, finance, railways, civil aviation, transportation, postal service, telecommunications, etc. are responsible for the management and supervision of the terminology used in the public and service industries of their own departments. Article 7: State agencies shall use Putonghua and standardized Chinese characters as the official language.

State agency staff should use Mandarin in official activities such as office work, meetings, and speeches to the public.

State agencies’ official documents, seals, name plates, signs, instructions, electronic screens, slogans, etc. should use standardized Chinese characters. Article 8 Schools and other educational institutions shall use Mandarin and standardized Chinese characters as the basic language used in education and teaching.

Schools and other educational institutions should improve students' ability to correctly use the country's common spoken and written language as a basic content of education and teaching and student skills training. Article 9 The public service industry shall use standardized Chinese characters as the basic service words; it is encouraged that the public service industry use Mandarin as the service language. Article 10 In the following situations, Putonghua should be used as the basic language:

(1) Broadcasting, hosting, interviews, etc. on radio and television stations;

(2) Terms used in movies and TV series;

(3) Explanation of sports games, expositions, concerts, celebrations, etc.;

(4) Explanation of exhibition halls, museums, memorial halls, science and technology museums, etc.;

(5) Tour guides, broadcasting, telephone services, etc. for public services.

Article 11 The following words shall be based on standardized Chinese characters:

(1) Words used in official documents, public seals, signs, advertisements, etc.;

(2) Chinese characters Words used in publications, Chinese information processing and information technology products;

(3) Words used on film and television screens;

(4) Words used in product names, packaging instructions, and instructions for use of trademarks and logos ;

(5) Words used in place names, public facilities, and names of enterprises and institutions;

(6) Words used in licenses, bills, statements, medical records, prescriptions, and physical examination reports ;

(7) Other situations stipulated by laws and regulations. Article 12: The use of standardized Chinese characters in social characters is advocated. Handwritten inscriptions, signboards, etc. in public places that have used or need to use traditional Chinese characters or variant characters should be equipped with standardized Chinese character signs.

If signs and plaques facing the public use foreign characters and Chinese characters at the same time, standardized Chinese characters should be used. Those arranged horizontally should be in Chinese at the top and foreign languages ??at the bottom; those arranged in vertical rows should be in Chinese on the right and foreign languages ??on the left. Article 13: The Putonghua proficiency test levels are divided into three levels and six levels according to national regulations. The highest level is Level 1A and the lowest level is Level 3B. Article 14 The Mandarin proficiency of the following personnel shall meet the following grade standards respectively:

(1) State agency staff with level 3A or above;

(2) Schools and other Teachers in educational institutions are Grade II-B or above, among which teachers of Chinese language, teaching Chinese as a foreign language, and kindergarten teachers are Grade II-A or above, and Mandarin pronunciation teachers and professional teachers in broadcasting, hosting, film and television drama performances, etc. are Grade-II Grade B or above; Administrative management and teaching assistant personnel shall be Grade A or above;

(3) Announcers, program hosts and film and television drama actors shall be Grade B or above, including announcers at provincial radio stations and television stations and program hosts are Grade A;

(4) Personnel in specific positions such as broadcasting, commentary, telephone operations, and tour guides in the public service industry are Grade B or above;

(5) Graduates from colleges and universities and secondary vocational schools shall be second-level B or above.

For the personnel listed in the preceding paragraph who have not yet reached the prescribed Mandarin level standards, their units shall provide training on a case-by-case basis so that they can gradually reach the prescribed level standards.
