(a) the principle of change. In the whole process and every link of the general election, we must follow the relevant regulations, strictly follow the procedures, standardize the operation, and conduct elections according to law. Strictly adhere to the criteria for candidates and select the best candidates to ensure the improvement of the overall quality of the town disabled persons' Federation and the village disabled persons' Federation. Increase the openness, fairness, transparency and democratic supervision of the general election work, stimulate the enthusiasm of disabled people to participate, and ensure the smooth progress of the general election work.

(2) Establish the Town Disabled Persons' Federation. According to the articles of association of the China Disabled Persons' Federation, the town established the Disabled Persons' Federation, and the presidium was elected by the disabled people's congress. The presidium elected a chairman and a vice-chairman. The chairman is concurrently led by the town government, and the vice chairman is the chairman of the Disabled Persons' Federation. The government appointed 1 director of the Disabled Persons' Federation to be responsible for the daily work of the Disabled Persons' Federation, and hired 1 full-time members of the disabled to assist the director.

(3) Establish a village association for the disabled. According to the Working Rules of Community Disabled Persons' Association (Provisional), the village has established a disabled persons' association, with chairman 1 person, vice chairman 1-2 person and disabled members 1-2 person. Candidates for chairman, vice-chairman and members are jointly nominated by the disabled in the village, and are elected by the village disabled people's congress after being audited by the town disabled persons' Federation. The secretary or director of the village branch concurrently serves as the chairman of the association for the disabled, and is responsible for the daily work of the association for the disabled; Select 1 full-time disabled members to assist the chairman of the Disabled Persons' Federation.

Second, time requirements.

Village (community) Disabled Persons' Federation completed the transition from April 25th, 20 13 to May 4th, 20 13, and reported the transition information to the town disabled persons' Federation. The change of the town disabled persons' Federation was completed before May 7, 20 13, and relevant materials were submitted before June 10.

(1) preparation stage (April 25th-April 28th, 20 13). The town set up a leading group for the general election, which clarified and mastered the guiding ideology, basic principles, election procedures, methods and steps and related requirements of the general election, and was responsible for guiding the general election of the village disabled persons' Federation. Each village should set up a working group to be responsible for the change of the village association for the disabled.

(2) Publicity and launching stage (20 13 April 28th-April 30th). Villages should make full use of billboards, blackboard newspapers, community tabloids, slogans, a letter to the disabled and other publicity forms and channels, conscientiously do a good job in propaganda and mobilization, so that the majority of disabled people can clearly understand the significance of the general election of the town disabled persons' Federation and the village disabled persons' Federation, clarify their obligations and rights, clarify the procedures and methods of the election, and actively participate in the general election.

(3) Meeting stage (May1-May 7, 20 13). Villages should contact village cadres to do a good job in guidance and organization, deal with problems in the election process in a timely manner, conscientiously grasp the main links and steps such as the election of the chairman of the Disabled Persons' Federation, the chairman, vice-chairman and members of the village disabled persons' Federation, and the nomination and voting of candidates, and conduct elections in strict accordance with procedures and laws. At the same time, during the meeting, we should make a summary of the work of the Disabled Persons' Federation and the Village Disabled Persons' Federation in the past five years, and ask the delegates to seriously consider it.

(4) Mechanism improvement stage (May 8, 20 13-10/May 0). After the emergence of new town and village disabled persons' federations, we should, on the basis of reviewing and summarizing the work of disabled persons in previous years, carefully formulate the objectives, tasks and measures for the work of disabled persons in towns and villages during this term, establish and improve various rules and regulations, and make the work of town and village disabled persons' federations embark on the track of institutionalized and standardized construction.

Three. Meet the requirements

Each village shall hold a meeting of disabled persons and their relatives, elect the chairman, vice-chairman and members, and represent more than half of the disabled persons and their relatives and friends. All kinds of disabled persons (including relatives and friends of intellectual and mental disabled persons) shall be represented in an appropriate proportion.

Fourth, the job requirements

Villages and towns should fully understand the significance of this transition from the height of promoting humanitarianism and developing the cause of the disabled, arrange and deploy the transition work as required, and successfully complete the transition task. It is necessary to seize the opportunity of the reform of grassroots organizations for the disabled, further promote the standardization of grassroots organizations, and consolidate, improve and perfect grassroots organizations for the disabled. This work is included in the year-end target assessment of each village, with strict rewards and punishments.

(2) Strengthen publicity and create an atmosphere. Villages should make full use of various forms and publicity channels, increase publicity, widely publicize the concept of disabled people in modern civilized society, further mobilize social forces to understand, care for, help and support the development of the cause of disabled people, and create a good social atmosphere for helping the disabled. Through the convening of the conference, the disabled will be further encouraged to carry forward the spirit of self-improvement, stimulate the enthusiasm and high morale of disabled workers, and promote the sound and rapid development of the cause of the disabled.

(3) Strengthen training and do practical things. All villages should do a good job in the education and training of the cadres of the new Disabled Persons' Federation, do a good job in the handover with the previous Disabled Persons' Federation, comprehensively carry out the work for the disabled in villages, and make new contributions to creating a new situation for the disabled in our town.
