What are the basic principles of the first five-year plan for the protection of ancient books in China?

In order to implement the central government's important decision on inheriting and carrying forward Chinese excellent traditional culture and do a good job in the protection of ancient books in China during the Thirteenth Five-Year Plan period, the Ministry of Culture recently issued the National Thirteenth Five-Year Plan for the Protection of Ancient Books (hereinafter referred to as the Plan), which is the first five-year plan for the protection of ancient books in China. On September 13, the Ministry of Culture held a press conference to introduce the planning.

The Plan clarifies the basic principles of giving priority to protection, giving priority to rescue, rational utilization and strengthening management, and proposes that by 2020, the national ancient book resources and preservation status will be basically clarified, and the protection status of national and provincial precious ancient books will be significantly improved. We implemented a number of rare books restoration projects, photocopied and published a number of ancient books with great influence in the country, and achieved remarkable results in microfilm and digitization. The cultural service function and social education function of ancient books are more prominent. The talent structure of ancient books protection has been continuously optimized, the professional level has been significantly improved, the system construction, legislative work and standards and norms have made great progress, the breadth and depth of social participation have been continuously expanded, and the ability of ancient books to inherit civilization and serve the society has been further improved.

The Plan puts forward 20 key tasks to strengthen the protection of ancient books from six aspects: basically completing the national census and registration of ancient books, effectively strengthening the protection of ancient books, comprehensively improving the ability of ancient books restoration, strengthening the collation, publication and digitization of ancient books, carrying forward the excellent Chinese traditional culture by using the inheritance of ancient books, and strengthening the construction of regulations and standards for the protection of ancient books.

The Plan lists five key projects *** 16, such as the general survey and registration of ancient books in China, the protection of precious ancient books, the construction of national ancient books restoration center and ancient books protection laboratory, the collation, publication and digitization of ancient books, and the promotion of Chinese excellent cultural ancient books, and strives to enhance operability and ensure that all tasks and measures are implemented.
