Regulations of Ningbo Municipality on Restricting Dog Raising

Article 1 These Provisions are formulated in accordance with the relevant provisions of the state and the actual situation of this Municipality for the purpose of safeguarding citizens' personal health and safety, maintaining public order, protecting city appearance and environmental sanitation, and strengthening the construction of socialist spiritual civilization.

article 2 this municipality implements the principles of strict control, strict management and combination of prohibition and restriction on dog raising.

article 3 the administrative areas of haishu district, jiangdong district district and jiangbei district of this municipality are restricted dog-raising areas (hereinafter referred to as restricted dog-raising areas).

The rural areas outside Yongjiang Street in Jiangbei District and the natural villages where farmers live in restricted areas are not included in the restricted dog-raising scope for the time being, and the specific areas are designated by the Municipal People's Government.

dog-keeping restricted areas in counties (cities), Yinzhou district, zhenhai district district and beilun district shall be designated by the county (city) and district people's governments and reported to the municipal people's government for the record.

Article 4 The public security departments at all levels are the competent authorities that restrict the work of raising dogs, and are responsible for the registration and annual inspection of dogs in restricted areas, the handling of illegal dogs, and the killing of rabies and wild dogs.

The animal husbandry and veterinary department is responsible for the epidemic prevention and quarantine of dogs, the supply and inoculation of rabies vaccine for animals and the monitoring of rabies epidemic in dogs.

the person in charge of the health and epidemic prevention department supplies and vaccinates rabies vaccine, diagnoses and treats rabies patients, monitors epidemic situation and publicizes rabies prevention.

the township (town) people's government, neighborhood offices, neighborhood (village) committees and property management organizations in residential quarters shall cooperate with relevant departments to do a good job in restricting dog raising.

Article 5 Units and individuals shall assist the public security organs in the implementation of these Provisions, and have the right to stop or report violations of these Provisions to the public security organs. The public security organ shall keep the informer confidential and reward him.

article 6 individuals are forbidden to keep strong dogs and large dogs in the restricted areas.

To raise small ornamental dogs in restricted areas, individuals must meet the following conditions:

(1) Having a permanent or temporary residence in this city;

(2) Having full capacity for civil conduct;

(3) There are single-family rooms.

The size standard of small ornamental dogs allowed to be kept shall be determined and published by the Municipal Public Security Bureau.

article 7 individuals raising small ornamental dogs in restricted areas shall obtain the consent of the local residents' (village) committees, and each household shall be limited to one. For those who meet the requirements of raising dogs, the neighborhood (village) committees shall issue certificates that meet the requirements of raising dogs.

Dog owners should apply for dog registration at the local police station within 3 days from the date of obtaining the certificate issued by the neighborhood (village) committee that meets the requirements for raising dogs.

after receiving the application for dog registration, the public security organ shall register those who meet the requirements for dog raising, and issue a Dog Registration Certificate and a dog license; If it does not meet the requirements for raising dogs, it shall make a written decision and explain the reasons.

article 8 if it is really necessary for medical research units, professional performance groups and key security units in the restricted support area to raise dogs, they shall be reported to the higher authorities for approval, and the local public security police station shall sign their opinions and report to the district public security bureau for examination and registration.

if a large professional family of planting and breeding in the restricted area needs to raise a dog due to production, it shall be reported to the township (town) people's government for approval, and the local public security police station shall sign an opinion and report it to the district public security bureau for examination and registration.

the management of military dogs, police dogs and dogs kept in zoos shall be implemented according to the relevant provisions of the state.

Article 9 Individuals and units that have registered to raise dogs should take their dogs to the local animal husbandry and veterinary department for quarantine, inject rabies vaccine free of charge, and receive the Dog Immunity Certificate and the immunization card.

Article 1 Individuals and units registered to keep dogs shall pay management service fees. Each dog is 6 yuan in the first year and 3 yuan every year thereafter.

Article 11 Individuals and units registered to keep dogs must abide by the following provisions:

(1) Dogs must be hung with dog tags and immunization tags issued by public security organs and animal husbandry and veterinary departments;

(2) Fierce dogs and large dogs must be kept in captivity or in captivity;

(3) Small ornamental dogs must be leashed and led by adults when they leave home; Dogs are not allowed to defecate in corridors, public balconies and public green spaces; The feces excreted by dogs outdoors shall be removed immediately by dog owners;

(4) Dogs are not allowed to enter markets, shops, restaurants, schools, hospitals, stations, docks, airports, stadiums, parks, cultural and entertainment places and other public places;

(5) Dogs are not allowed to take public transport;

(6) Keeping a dog must not interfere with the normal life of others;

(7) If a dog is given away, slaughtered, died or lost, the dog owner shall go through the formalities of cancellation or change of registration with the original license issuing and licensing department within seven days, and return the certificate and dog license;

(8) When a dog owner moves his address, he must go through the registration formalities with the public security organ;

(9) Regularly go to the local animal husbandry and veterinary department for quarantine and immunization of dogs;

(1) It is forbidden to lend, falsely use, alter, forge or buy or sell dog license plates.

The Dog Breeding Registration Certificate shall be inspected once a year, and dog owners shall present the Dog Breeding Registration Certificate and Dog Immunity Certificate during the annual inspection. The time, place and requirements for the annual inspection of the Dog Registration Certificate shall be announced by the public security organ.

Article 12 Where a registered dog gives birth to a puppy, the dog owner shall handle it by himself or send it to the local police station for handling within 3 days from the date when the puppy is born; If it is necessary to change puppies, it is necessary to go through the registration formalities at the original registration authority.

Article 13 Dogs carried by foreigners are allowed to enter this city only with valid rabies quarantine and immunization certificates issued by the local animal husbandry and veterinary departments at or above the county level.

bringing dogs into this city from abroad must comply with the relevant provisions of the Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine.

if dogs brought in from other places or abroad have been kept in the restricted areas of this municipality for more than one month, they must go through the registration formalities according to these regulations.

Article 14 Anyone who engages in dog breeding, sale and exhibition activities shall do a good job in immunization and prevention of animal diseases in accordance with the relevant provisions of the state, go through industrial and commercial registration according to law, and file with the animal husbandry and veterinary departments and public security organs.

to engage in dog diagnosis and treatment activities, the animal diagnosis and treatment license issued by the animal husbandry and veterinary department shall be obtained in accordance with the law, and the industrial and commercial registration shall be handled and filed with the public security organ.

article 15 anyone who raises a dog without authorization in violation of the provisions of articles 6, 7, 8 and 9 of these regulations shall have his dog confiscated, and the unit shall be fined between 1, yuan and 1, yuan, and the individual shall be fined between 5 yuan and 5, yuan.

Article 16 whoever violates the provisions of Article 11 of these Provisions shall be ordered to stop the illegal act and may be fined between 5 yuan and 1, yuan; If the circumstances are serious, the dog shall be confiscated and the Dog Breeding Registration Certificate shall be revoked.

if a dog is brought into a public place in violation of these regulations, the manager of the public place can detain the dog first and then report it to the public security organ for handling.

article 17 anyone who violates the provisions of article 12 and article 13, paragraphs 1 and 3, may have his dog confiscated and may be fined from 5 yuan to 3, yuan.

article 18 anyone who violates the provisions of article 14 of these provisions and conducts activities such as dog breeding, sales, diagnosis and treatment, exhibition, etc. shall be dealt with by the administrative department for industry and commerce or the animal husbandry and veterinary department according to law.

Article 19 If a dog hurts others, the dog owner or manager shall immediately send the injured person to a medical institution for diagnosis and treatment, bear all the medical expenses of the victim and compensate other losses; If a dog injures a person and the circumstances are serious enough to constitute a crime, criminal responsibility shall be investigated according to law.

dogs that hurt people should be immediately sent to the animal husbandry and veterinary department for quarantine.

Article 2 The staff of public security organs and other relevant departments who neglect their duties, abuse their powers or engage in malpractices for selfish ends in dog management shall be given administrative sanctions by their units or the competent department at a higher level; If a crime is constituted, criminal responsibility shall be investigated according to law.

article 21 these provisions shall come into force as of January 1, 1998.
