What do you mean by three zones and three lines?

"Three Districts and Three Lines": Three control lines, namely, the urban development boundary, the permanent basic farmland protection red line and the ecological protection red line, are defined according to the urban space, agricultural space and ecological space.

"Three areas" (three spatial types)

Urban space: the land space whose main function is the production and life of urban residents, including urban construction space, industrial and mining construction space and the development and construction space of some township government stations.

Agricultural space: the land space that takes agricultural production and rural residents' life as its main functions and undertakes the functions of agricultural product production and rural life, mainly including agricultural production land such as permanent basic farmland and general farmland and rural living land such as villages.

Ecological space: a national space with natural attributes and its main function is to provide ecological services or ecological products, including forests, grasslands, wetlands, rivers, lakes, beaches, wasteland and deserts.

"Three lines" (three control lines)

Red line of ecological protection: it is an area with special and important ecological functions in the ecological space and must be strictly protected. It is the bottom line and lifeline for safeguarding and maintaining national ecological security.

Permanent basic farmland protection red line: it is the spatial boundary of cultivated land that is not allowed to be occupied, developed and needs permanent protection according to the demand of population and social and economic development for agricultural products in a certain period.

Urban development boundary: the geographical and spatial boundary where urban development and centralized construction can be carried out in a certain period of time, including the built-up area of the city, the optimized development zone and the area that must be planned and controlled because of the needs of urban construction and development.
