Detailed Rules for the Implementation of the National Voluntary Tree Planting Campaign of Guizhou Provincial People's Government

Chapter I Organization and leadership. Establish a greening Committee. The Provincial Greening Committee is composed of responsible comrades of the provincial people's government, the provincial military region and the provincial planning commission, the economic commission, the agricultural commission, the construction commission, the science and technology commission, forestry, urban construction, environmental protection, public security, education, railways, transportation, finance, agriculture, agriculture, water conservancy, meteorology, coal and other departments, as well as responsible comrades of the Youth League Committee, the Provincial Federation of Trade Unions and the Provincial Women's Federation. It has an office to deal with daily affairs. The office is located in the Provincial Forestry Department and is divided into three groups:

City group: composed of personnel transferred from the Provincial Urban Construction Bureau, responsible for organizing voluntary tree planting in towns and scenic spots and greening in towns and scenic spots;

Rural group: composed of personnel transferred from the provincial forestry department, responsible for organizing voluntary tree planting and afforestation in rural areas;

Troop group: composed of personnel transferred from provincial military regions, responsible for organizing army cadres and soldiers to plant trees voluntarily and greening army camps (stations).

Each group has a leader 1 person, a deputy leader 1 person, and several members to handle daily affairs and report to the office of the Provincial Greening Committee on a regular basis.

Units participating in the Provincial Greening Committee and universities in Guiyang should set up greening liaison officers, report their work to the Office of the Provincial Greening Committee regularly, and accept tasks. Second, regional administrative offices, people's governments of autonomous prefectures, cities, counties and special zones (districts) should set up greening committees, and enterprises and institutions such as provincial organs, organizations, industrial and mining institutions, universities and colleges should set up greening committees or greening leading groups, set up offices or designate special personnel to manage greening work, and report the list to the first-level greening Committee for the record.

District, commune, street offices should set up a leading group for greening, and make it clear that a person is responsible for handling daily work. 3. The main tasks of greening committees at all levels are: to uniformly deploy the voluntary tree planting campaign and the whole afforestation and greening work in their own regions, departments and units, to do a good job in ideological mobilization, publicity and education, to organize relevant departments to do a good job in investigation, planning, seedling raising and technical training, to implement management and protection measures, to inspect, supervise and accept greening work, and to promote the development of greening activities.

Greening committees at all levels hold at least two meetings of all members every year to study and deploy tasks, carry out appraisal activities, sum up and exchange experiences, and commend advanced ones. Four, leading cadres at all levels in addition to the old, weak, sick and disabled, should take the lead in participating in and leading the voluntary tree planting campaign and afforestation. Chapter II Tasks and Requirements. All citizens in People's Republic of China (PRC), male aged 11 to 60 and female aged 11 to 55, should consciously undertake the task of planting trees, except those who have lost their ability to work. All localities, prefectures, cities, counties, special zones, districts, communes and sub-district offices should count the total number of people who participate in voluntary tree planting and report them to the local Greening Committee as the basis for allocating voluntary tree planting tasks. Greening committees at all levels can calculate three to five trees per person per year when assigning tasks; It can also be assigned to tasks such as seed collection, seedling raising, soil preparation, planting flowers and grass and tending management according to the corresponding labor amount; You can also convert the labor volume of three to five factories into one to three working days. In order to facilitate inspection and acceptance, the task is generally fixed for one year.

After the task is determined, before the annual voluntary tree planting campaign is carried out by the local greening committees, the voluntary tree planting tasks undertaken by various departments, units, districts, communes and sub-district offices will be implemented in state-owned forest farms, commune forest farms, state-owned or collective barren hills and wasteland, or some barren hills and wasteland designated by the local government will carry out voluntary tree planting activities. 6. For teenagers aged 1 1 to 17, it is mainly to encourage them to take an active part in afforestation, cultivate their good moral quality of loving labor and caring for the motherland from an early age, and do not assign them tasks rigidly, but only assign them jobs within their power. Seventh, we should highlight key points. According to the reality of our province, the focus of voluntary tree planting should be placed in towns, industrial and mining areas, scenic spots, along the traffic, near villages, around Shantang Reservoir and on both sides of rivers. In the near future, we should first do a good job in greening Guiyang, Zunyi, Anshun, Duyun, Zhenning and Qingzhen, and five scenic spots of Huaxi, Huangguoshu, Hongfeng Lake, Xifeng Hot Spring and Caohai. Secondly, we should do a good job in greening industrial and mining enterprises, farms, government agencies, schools and other units and troops, as well as rural villages. In three to five years, all railway and highway trunk lines will be planted with street trees and small and medium-sized reservoirs will be afforested. At the same time, we should also pay attention to the greening of river sources, especially Chishui River, Hongshui River, Wujiang River Basin, areas with serious soil erosion and coal bases. Eight, greening committees at all levels should be based on the requirements of superiors and the actual situation of the unit, carefully formulate long-term planning and annual implementation plan of voluntary afforestation, regular inspection, completed on schedule, planned and step by step to carry out voluntary afforestation. Planning should be tailored to local conditions. Advocate to give priority to native fast-growing tree species, combine arbor, shrub and flower, combine economic forest, timber forest, ornamental tree and anti-pollution tree species, combine evergreen with deciduous leaves, combine conifers with broad leaves, pay attention to building water conservation forest and firewood forest, and earnestly achieve suitable trees and scientific afforestation, so as to improve afforestation quality and afforestation preservation rate. Chapter iii measures and methods. All localities should combine voluntary tree planting with the whole afforestation and greening, make overall arrangements, not only do a good job in voluntary tree planting, but also complete the annual afforestation plan, implement the management and protection system, and fully complete the forestry production task.
