Social Appeal of China Volunteers Association for the Protection of Tibetan Antelope

"* * * care for Tibetan antelopes and completely ban illegal trade" has become the common aspiration of people all over the world who care about the fate of wild animals. In order to fundamentally curb large-scale poaching activities and restore the wild population of Tibetan antelope, the most important thing is that the international community must form a concerted action to stop and crack down on all illegal trade in cashmere processing and products of Tibetan antelope. More political commitment and cooperation are needed between processing countries and consuming countries. To this end, on the occasion of the seminar, we solemnly appeal to the international community:

1. All countries concerned should fully realize their responsibilities in protecting Tibetan antelopes and stopping illegal trade, and should provide strict legal protection to stop processing and eating Tibetan antelopes.

Second, the governments of consuming countries of Tibetan antelope cashmere products should strengthen the cooperation among wildlife protection departments, judicial departments and customs, and take coordinated steps to strengthen law enforcement activities related to the prohibition of illegal trade in Tibetan antelope cashmere. At an appropriate time, we should consider launching a global crackdown to ban the black market of Tibetan antelope cashmere and completely eliminate black coins. Confiscated Tibetan antelope cashmere products are recommended to be returned to the country of origin as far as possible in accordance with the relevant regulations of the China-Chile Association. In addition, extensive and in-depth publicity and education activities should be carried out through various media to explain the legal responsibility of using Tibetan antelope cashmere products and the serious threat to wild populations, and call on people to actively protect Tibetan antelope and refuse to sell or use Tibetan antelope cashmere products.

3. The government of the processing country of Tibetan antelope cashmere products shall take measures to prohibit any form of processing activities of Tibetan antelope cashmere and prevent the processing activities of Tibetan antelope cashmere from going underground.

Fourth, strengthen cooperation and exchanges between bison animal protection departments (including CITES management agencies), judicial departments, customs and Interpol in Tibetan antelope distribution countries, processing countries and consumption countries, and strengthen border and customs management, so that countries can crack down on poaching, smuggling, processing and selling Tibetan antelope cashmere products more quickly and effectively, and block the international circulation channels of stealing pigs, Tibetan antelopes and smuggling, processing and selling Tibetan antelope cashmere products. We should also consider establishing an interdisciplinary law enforcement cooperation network to exchange and feedback information in a timely manner.

Five, the relevant international protection organizations should give full play to their influence in the publicity and education of nature protection, and actively call on the relevant governments to cooperate with them in the field of publicity and protection of Tibetan antelopes.

6. It is suggested that international aid agencies and conservation organizations provide support and financial assistance for China to protect the wild population of Tibetan antelopes from poaching and smuggling activities, and support some small-scale projects in relevant countries and regions, and advise and help people who make a living by processing Tibetan antelopes to switch to other industries that do not harm the wild population.
