Regulations of Karamay Municipality on the Protection of Petroleum Industry Heritage

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the relevant laws and regulations and the actual situation of Karamay City in order to strengthen the protection of the petroleum industry heritage and inherit and carry forward the history and culture of the petroleum industry. Article 2 These Regulations shall apply to the protection, utilization and related management activities of the petroleum industrial heritage within the administrative area of this Municipality.

The petroleum industrial heritage identified as cultural relics or intangible cultural heritage shall be implemented in accordance with relevant laws and regulations. Article 3 The petroleum industrial heritage mentioned in these Regulations refers to the petroleum industrial heritage with high historical value, scientific and technological value, social value and cultural value formed in the development of Karamay petroleum industry.

Petroleum industry heritage includes material petroleum industry heritage and intangible petroleum industry heritage. Material petroleum industry heritage includes movable petroleum industry heritage and immovable petroleum industry heritage.

Article 5 The municipal and district people's governments shall be responsible for the protection of the petroleum industrial heritage within their respective administrative areas.

The competent department of industry and information technology shall supervise and manage the protection of the petroleum industry heritage within their respective administrative areas.

Cultural relics, housing and urban and rural construction, natural resources and other departments, within the scope of their respective duties, do a good job in the protection of the petroleum industry heritage. Chapter II Protective Measures Article 10 The municipal and district departments in charge of industry and information technology shall, jointly with the departments of natural resources and cultural relics, organize the preparation of special plans for the protection of petroleum industrial heritage within their respective jurisdictions.

The special plan for the protection of petroleum industrial heritage in this Municipality shall be approved by the Municipal People's Government; The special plan for the protection of petroleum industrial heritage in the region is approved by the district people's government and reported to the municipal natural resources department for the record. Article 11 The municipal competent department of industry and information technology shall, jointly with the municipal cultural relics department, organize a general survey of the petroleum industry heritage.

For state secrets, business secrets or personal privacy involved in the census, the relevant departments shall perform the obligation of confidentiality.
