Regulations of Karamay Municipality on the Protection of Petroleum Industry Heritage

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the relevant laws and regulations and the actual situation of Karamay City in order to strengthen the protection of the petroleum industry heritage and inherit and carry forward the history and culture of the petroleum industry. Article 2 These Regulations shall apply to the protection, utilization and related management activities of the petroleum industrial heritage within the administrative area of this Municipality.

The petroleum industrial heritage identified as cultural relics or intangible cultural heritage shall be implemented in accordance with relevant laws and regulations. Article 3 The petroleum industrial heritage mentioned in these Regulations refers to the petroleum industrial heritage with high historical value, scientific and technological value, social value and cultural value formed in the development of Karamay petroleum industry.

Petroleum industry heritage includes material petroleum industry heritage and intangible petroleum industry heritage. Material petroleum industry heritage includes movable petroleum industry heritage and immovable petroleum industry heritage.

Material petroleum industrial heritage refers to production and storage facilities such as workshops, management and scientific research places, mining areas, and related production tools, machinery and equipment, products, files, etc. Intangible petroleum industrial heritage refers to production process knowledge, management system and corporate culture. Article 4 The protection of petroleum industrial heritage shall follow the principles of scientific planning, classified protection, rational utilization and dynamic inheritance. Article 5 The municipal and district people's governments shall be responsible for the protection of the petroleum industrial heritage within their respective administrative areas.

The competent department of industry and information technology shall supervise and manage the protection of the petroleum industry heritage within their respective administrative areas.

Cultural relics, housing and urban and rural construction, natural resources and other departments, within the scope of their respective duties, do a good job in the protection of the petroleum industry heritage. Article 6 The Municipal People's Government shall set up an expert committee for the protection of petroleum industrial heritage to provide advice on the general survey, identification, adjustment, revocation, protection and utilization of petroleum industrial heritage. Article 7 The owner of the petroleum industrial heritage is the person responsible for the protection of the petroleum industrial heritage; If the owner of the petroleum industrial heritage transfers the responsibility for protection to the manager in writing, the manager shall be the person responsible for protection. Article 8 The municipal and district people's governments shall include the funds for the protection of petroleum industrial heritage into the fiscal budget at the corresponding level.

The municipal and district people's governments may give necessary financial assistance to those responsible for the protection of the petroleum industrial heritage for the repair and rescue of the petroleum industrial heritage. Article 9 Citizens, legal persons and other organizations are encouraged and supported to participate in the protection of the petroleum industry heritage through scientific research, popularization of science, donation and investment. Chapter II Protective Measures Article 10 The municipal and district departments in charge of industry and information technology shall, jointly with the departments of natural resources and cultural relics, organize the preparation of special plans for the protection of petroleum industrial heritage within their respective jurisdictions.

The special plan for the protection of petroleum industrial heritage in this Municipality shall be approved by the Municipal People's Government; The special plan for the protection of petroleum industrial heritage in the region is approved by the district people's government and reported to the municipal natural resources department for the record. Article 11 The municipal competent department of industry and information technology shall, jointly with the municipal cultural relics department, organize a general survey of the petroleum industry heritage.

Citizens, legal persons and other organizations shall cooperate with the census and truthfully provide relevant information and materials.

For state secrets, business secrets or personal privacy involved in the census, the relevant departments shall perform the obligation of confidentiality. Twelfth citizens, legal persons and other organizations shall report to the competent department of industry and information technology when they find valuable petroleum industry remains in the process of urban renewal and enterprise relocation.

The owner of the petroleum industrial heritage can declare the petroleum industrial heritage to the competent department of industry and information technology; Other units and individuals can recommend the petroleum industrial heritage to the competent department of industry and information technology and put forward relevant protection suggestions.

The competent department of industry and information technology shall share the declaration, declaration and recommendation information of petroleum industry remains with the cultural relics department. Thirteenth when declaring the petroleum industrial heritage, the owner of the petroleum industrial heritage shall provide the following materials according to the actual situation:

(a) the property right certificate or other ownership certificate of the estate;

(2) Pictures, drawings, archives and video materials;

(3) Other materials that can prove the value of the heritage. Article 14 Those who meet one of the following conditions can be recognized as the heritage of the petroleum industry:

(1) It has symbolic significance, scarcity and uniqueness in the development history of Karamay petroleum industry, and has an important impact on the development of Karamay petroleum industry;

(two) the major changes in production technology are representative, reflecting the technological innovation and breakthrough of Karamay petroleum industry in a certain historical period, which has an important impact on the subsequent development of science and technology;

(3) It has rich cultural connotations of the petroleum industry, is related to important historical processes, historical events and historical figures, or bears the petroleum spirit and urban memory;

(4) The structure of buildings (structures) is complete or technologically advanced, reflecting the production and lifestyle of Karamay petroleum industry in a specific historical period;

(five) other good protection and utilization value. Article 15 The following petroleum industrial heritages can be recognized as petroleum industrial heritages:

(1) Immovable petroleum industry remains such as oil wells, oil refining units, workshops, warehouses, office buildings, houses and cultural activities related to the development of Karamay petroleum industry;

(2) Movable petroleum industry remains such as production equipment, production and transportation tools, office and household appliances, enterprise files, and petroleum industry product samples related to the development of Karamay petroleum industry;

(3) Former residences, relevant materials and deeds of historical figures or outstanding figures who have made great contributions to the development of Karamay petroleum industry;

(4) Intangible petroleum industry information such as production technology, technical knowledge, trademarks, trade names, management systems and corporate culture, as well as related physical objects and places and other petroleum industry remains;

(5) Other petroleum industries closely related to the development of Karamay petroleum industry.
