Chapter 1 General Provisions Article 1 The monthly railway freight transportation plan (hereinafter referred to as the freight plan) is an integral part of the national economic plan and the main basis for the daily work of the railway transportation organization.

The basic task of freight planning is to close the relationship between production, supply, transportation and sales and make correct arrangements according to the economic and transportation policies of the party and the country and under the guidance of the principles of national planned economy and planned transportation. Various cargo transportation volumes, giving full play to the efficiency of transportation tools, completing the annual railway transportation tasks, and meeting the needs of the rapid development of the national economy to the greatest extent. Article 2 The preparation of freight plans must proceed from the overall situation, conduct in-depth investigation and research, adhere to principles, seek truth from facts, comprehensively balance, actively organize planned transportation, reasonable transportation, direct transportation, balanced transportation, and serve enterprises and transportation production wholeheartedly. Article 3 The classification of freight plan categories shall be based on the needs of national economic development. The current cargo categories are divided into twenty-two categories, namely: coal, coke, petroleum, steel, metal ores, non-metallic ores, mineral building materials, cement, wood, fertilizers and pesticides, grain, cotton, salt, and daily industrial products , chemical raw materials and their products, industrial machinery, agricultural machinery, agricultural and sideline products, fresh and perishable goods, less-than-truckload goods, others, and low calorific value fuels.

The categories of freight plans are calculated in units of vehicles. The calculation method is based on the static load standard of trucks published by the Ministry of Railways or the actual static load standard of the loading point.

This method applies to officially operating railways across the country. Chapter 2 Preparation of Freight Plans—System, Content, and Methods Article 4 The preparation of freight plans shall be based on a three-level division of labor responsibility system, with the railway bureau as the main centralized preparation system, the railway bureau, the railway bureau, and the Ministry of Railways. When necessary, the Ministry of Railways will convene some railway bureaus or all railway bureaus to centrally prepare.

Before formulating the freight plan, the railway bureau should take the initiative to report the transportation volume arrangements for the next month to the economic committee of the province, autonomous region, and municipality directly under the Central Government, organize the relevant material authorities and business units to submit plans on time, and coordinate with them to verify the source of goods. , and listen to opinions on freight planning arrangements. The contents of the preparation of the freight plan in Article 5 mainly include:

1. The transportation volume plan of the whole route by category to and from the railway bureau;

2. The international combined transportation to and from the railway Bureau transportation volume plan;

3. Water and land combined transportation plan at major ports;

4. Transportation volume plan through difficult sections;

6. Category static load plan;

7. Loading plan for key factories, mines, enterprises and other temporarily designated key material transportation plans. Article 6 The implementation of centralized management of material transportation is conducive to the comprehensive balance and planned management of materials, the organization of rational transportation, and the close integration of production, supply, transportation, and demand.

The centralized management of material transportation should be combined with the material distribution management system, and each railway bureau should organize it according to different local conditions and local conditions. Article 7 The organization of cargo sources is the basis of freight planning. The cargo source organization work is based on the station, and the three-level cargo source organization responsibility system is the station, railway branch, and railway bureau. Stations with larger freight volume should establish cargo source organization groups, and stations with smaller freight volume should also designate dedicated personnel to take charge. The stations where supply groups should be established are specified by the Railway Administration.

The content of supply organization work mainly includes:

1. Regularly conduct investigations and studies on the production, acquisition, supply, distribution, allocation and warehousing of materials, find out the situation, and actively organize plans Transportation, rational transportation, direct transportation and balanced transportation.

2. Do a good job in verifying and balancing the materials in this economic attraction zone, and propose a realistic "original proposal, verification, and recommendation" transportation volume.

The "original withdrawal" should truthfully reflect the transportation needs of the material unit. It must include all the train request plans proposed by the enterprise, the military transportation plan issued by the Ministry of Railways, and the international transport import plan.

"Verification" must reflect the true source of goods ensured by the shipper for loading. The sources of goods that have been reduced due to railway reasons should be counted as verified sources of goods.

"Recommendations" should be balanced based on verified supply sources and transportation capabilities, combining needs with possibilities, being proactive and reliable, and doing our best to meet the recommended transportation volume for transportation needs.

3. Adhere to the five-character method of organizing the supply of goods by “touching, verifying, arranging, pairing, and grouping”, that is: touch – before the plan for requesting a truck is proposed, conduct a thorough survey of the source of goods; verify – ask for a truck After the plan is proposed, verify the source of goods; arrange - arrange the transportation volume in a balanced manner according to the policy, combined with transportation capacity; correct - after the freight plan is approved, further check the source and flow of goods with the shipping unit; organize - organize the completion of freight plan.

4. Conduct comprehensive economic surveys on a quarterly and annual basis, accumulate data, conduct systematic analysis, summarize experience, understand and apply the laws of material transportation, and continuously improve freight planning.

The supply organization work should carry out competition and evaluation activities to continuously improve the quality of the plan. The station supply team should take the supply fulfillment rate and the elimination of unplanned loading as the main evaluation contents. Each bureau shall stipulate specific measures on its own. Chapter 3 The Balanced Arrangement of the Freight Plan Article 8 The balanced arrangement of the freight plan must be in accordance with the order of agricultural, light and heavy development of the national economy, ensuring the key points, taking into account the general and the central and then the local, first planned and then unplanned, and priority first Make balanced arrangements according to the general principles of material transportation. Article 9: Balanced arrangements for the transportation of key materials are materials that are uniformly distributed and allocated by the state and local governments. Balanced arrangements are made between the Railway Bureau and the provincial (regional) material authorities. When necessary, the Ministry of Railways will make balanced arrangements with the relevant material authorities (General Administration).

Materials that are not allocated uniformly will be arranged in a balanced manner between the Railway Bureau and the relevant local material authorities.

Key materials are designated by the Ministry of Railways.
