Contents of the 14th Five-year Education Plan
Adhere to "one standard" and regard the achievements of Lide Shu Ren as the fundamental standard for testing all the work of the school. Second, the theme is to promote high-quality development. Everyone is familiar with the phrase "education first", which is the basic strategy of our country. When it comes to giving priority to the development of education, the earliest pedagogy book in China comes to my mind, that is, there is a saying in the Book of Rites that "governing the country and ensuring the people, teaching first". During the Spring and Autumn Period and the Warring States Period, we in China had a full understanding of the importance of education, and we talked about "building the country, governing the people and putting teaching first". Today, in the important historical period of opening a new journey of the great rejuvenation of the Chinese nation, the important position of education has become more prominent, and the theme of promoting high-quality development has become more prominent. Therefore, promoting high-quality development is the basic theme of the 14 th Five-Year Plan period. In the process of promotion, we should take the system construction as the starting point and implement the requirements of high-quality development in the whole field and process of education development at all levels. There are four basic considerations:
First, build a high-quality and balanced basic public education service system, promote the overall improvement of the quality of education from pre-school to high school, adhere to the principle of educational public welfare, vigorously promote the equalization of basic public education, and effectively protect the education rights of vulnerable groups. The second is to build a vocational and technical education system to support the construction of a skilled society, vigorously promote the integration of production and education, school-enterprise cooperation, generally implement the "1+X" certificate system, strengthen the training of "double-qualified" teachers, and effectively enhance the adaptability of vocational and technical education. The third is to build an open and diversified higher education system, optimize the structure, strengthen the connotation, and constantly improve the popularization and development level of higher education. The fourth is to improve the education system serving lifelong learning for all, expand lifelong education resources through multiple channels, and better meet the diverse learning needs of different groups.
Third, take deepening the supply-side structural reform as the main line. Guided by serving the development of the country, we will strive to improve the education supply level in four aspects. First, improve the level of talent supply, optimize the discipline structure of higher education, deepen the reform of talent training mode, and accelerate the training of urgently needed talents in key areas. Deepen the integration of production and education in vocational education, school-enterprise cooperation, and vigorously cultivate technical and skilled personnel. The second is to improve the level of scientific and technological innovation in colleges and universities, build a scientific and technological innovation system in colleges and universities, comprehensively enhance the original innovation ability of colleges and universities, promote the deep integration of Industry-University-Research's use, and help the country stand on its own feet in science and technology. The third is to improve the ability to serve regional development, implement the rural education revitalization plan, improve the system and mechanism of regional education development, further narrow the gap between urban and rural areas and regions, and inject new impetus into the implementation of rural revitalization strategy and regional coordinated development strategy in the new era. Fourth, improve the level of education opening to the outside world, optimize the global layout of education opening to the outside world, deepen cultural exchanges between China and foreign countries, and deeply participate in global education governance.
Fourth, take reform and innovation as the fundamental driving force. Focus on key areas and key links of education development, and vigorously promote the focus on reform and innovation. First, to build a world-class evaluation system of China's characteristic education, which will make substantial progress in government governance, school running, examination enrollment and personnel training. The second is to comprehensively deepen the reform of teachers' team construction in the new era, comprehensively improve the policy system of building teachers' morality and style, teacher management and development, and build a high-quality professional and innovative teacher team that strongly supports the high-quality development of education. The third is to promote educational innovation in the information age, implement new educational infrastructure projects, vigorously develop high-quality digital educational resources, promote the deep integration of new technologies and education and teaching, and cultivate new kinetic energy for the high-quality development of education. Fourth, reform and improve the management system of education funds, improve the guarantee mechanism of education investment, optimize the structure of education investment, and improve the efficiency of fund use. Fifth, comprehensively strengthen the party's leadership over education, which is the fundamental guarantee for the high-quality development of education.

Article 3 of the 14th Five-year Plan for National Economic and Social Development of People's Republic of China (PRC) and the Outline of Long-term Goals in 2035 is strategically oriented. We must unswervingly push forward the reform, break down the institutional obstacles that restrict the economic cycle, and promote the circular flow of production factors and the organic connection between production, distribution, circulation and consumption. We must unswervingly open wider to the outside world, continue to deepen the flow of factors, steadily expand institutional opening, and rely on the domestic economic circulation system to form a powerful gravitational field of global factor resources. We must strengthen the leading role of domestic macro circulation, improve the efficiency and level of domestic macro circulation with international circulation, and realize the mutual promotion of domestic and international double circulation.
