One is unclear understanding and unclear responsibility.

Although safety work is often called for and valued, the awareness of safety responsibility in individual schools is still very weak. Schools have not publicized and educated national laws, regulations, principles and policies on safety, and safety work has not been institutionalized and standardized. Although various safety systems are sound, they are not implemented effectively, and teachers' safety work behavior cannot be effectively regulated. Some teachers have a weak concept of "teaching according to law" and "teaching by virtue", failing to consciously abide by national safety laws and regulations, failing to conscientiously perform safety education duties, and being emotional. Second, lax management and poor implementation.
