Article 2 Within the administrative area of this province, the open burning of straws, leaves and weeds is completely prohibited, and the system of straw collection, storage and utilization is gradually established. Article 3 To promote the comprehensive utilization of straw and prohibit open burning, we should adhere to the principles of government promotion, market dominance, local conditions, classified guidance, planning guidance, policy support, comprehensive policy, combination of dredging and blocking, prevention and control at the source, promotion of reform by use, pilot demonstration and comprehensive promotion. Fourth people's governments at all levels are responsible for promoting the comprehensive utilization of straw and prohibiting open burning. Agriculture, environmental protection and other relevant departments shall be responsible for the comprehensive utilization of straw and the prohibition of open burning within their respective administrative areas according to the prescribed duties, establish and improve the chief executive responsibility system, target management responsibility system and work coordination mechanism, and comprehensively use administrative, legal, economic, scientific and technological means to promote the comprehensive utilization of straw and the prohibition of open burning. Fifth people's governments at or above the county level shall establish a coordination mechanism for the comprehensive utilization of straw and the prohibition of open burning, which is attended by development and reform, agriculture, finance, environmental protection, science and technology, public security, transportation and other departments. , and make overall coordination, close cooperation and mutual support according to their respective responsibilities. Article 8 The financial departments of provinces, cities and counties (districts) shall, according to the needs of the industrialization development of straw comprehensive utilization in the region, incorporate the funds for straw comprehensive utilization into the fiscal budget at the corresponding level, increase financial input, and focus on supporting the mechanization of straw crushing and returning to the field, straw silage, straw collection, storage and transportation service system construction, popularize the resource utilization of biomass stoves, straw gasification, solidification and molding, and harvest, silage, picking and bundling, straw crushing and mechanized subsoiling. Ninth people's governments at or above the county level shall formulate financial, investment, land, electricity, credit, insurance and other support policies that are conducive to promoting the development of straw comprehensive utilization industry; For enterprises that comprehensively utilize straw for power generation and plate processing, relevant departments such as taxation should implement preferential policies such as tax reduction and exemption and electricity price subsidies according to the actual utilization of straw and relevant state regulations. Article 10 People's governments at all levels should actively promote the construction of demonstration projects for full quantitative utilization of straw, and establish a comprehensive utilization mechanism of straw with market orientation, straw utilization enterprises as the leader, new agricultural operators and farmers as the participants, with the promotion of fertilizer, feed, energy, base and raw material utilization of straw as the starting point; Give full play to the main role of the market, encourage and guide all kinds of enterprises and social capital to enter the field of comprehensive utilization of straw, support the development of a number of key enterprises of comprehensive utilization of straw, form an industrial chain of comprehensive utilization of straw, and accelerate the development pace of comprehensive utilization of straw industry. Eleventh people's governments at all levels should adopt supporting policies and measures to vigorously promote straw crushing and returning to the field, no-tillage sowing and conservation tillage technology; Make full use of the national agricultural machinery subsidy policy, encourage farmers to buy agricultural machinery, adopt mechanized crushing and returning to the field, quickly decompose and return livestock to the field, and make organic fertilizer to continuously improve the utilization rate of straw fertilizer. Twelfth people's governments at all levels should adopt supporting policies and measures, actively promote the construction of straw livestock demonstration projects, vigorously develop feed processing industry, and accelerate the utilization of straw as feed. Encourage large-scale farms, professional farmers and feed processing enterprises to make straw feed through silage, ammoniation, micro-storage, fermentation and other ways to improve feed quality. Encourage the development of grain-fed corn planting, promote straw silage, whole plant corn silage and other technologies to promote the development of aquaculture. Thirteenth people's governments at all levels should take supporting policies and measures to vigorously promote the utilization of straw briquette and the promotion of biomass heating stoves; Encourage straw utilization enterprises to invest in the construction of biomass briquette base, and develop biomass energy by using technologies such as straw biogas, pyrolysis gasification, curing molding and carbonization. Actively promote the straw household biogas project and broaden the development space of rural biogas. Fourteenth people's governments at all levels should adopt supporting policies and measures to actively promote the construction of edible fungi industrial parks, encourage and support the development of straw edible fungi production, vigorously support the development of straw industry, and guide and promote the development of straw industry. Article 15 People's governments at all levels shall adopt supportive policies and measures, actively develop the processing industry with straw as raw material, and adopt clean technology to produce agricultural seedling pots, green grass blankets, organic carbon fertilizers for soil improvement, etc. Take straws as raw material; Encourage the development of wood-based panels, packaging materials, industrial fibers, artificial leather fillers and other products with straw as raw materials; Support the development of straw weaving industry.
