What does China's tax spirit mean?

In February 2009, in the Guiding Opinions of State Taxation Administration of The People's Republic of China, People's Republic of China (PRC) on Strengthening the Construction of Tax Culture (Guo Shui Fa [2009]14), the spirit of taxation was summarized as "loyalty, dedication, law-abiding, honesty and innovation", and it was clearly pointed out that "the spirit of taxation reflects taxpayers' loyalty to the country and their cognition and reality of the sacred mission entrusted by the party and the people.
