Information Engineering University of PLA Strategic Support Force, referred to as "Xinda", is located in Zhengzhou City and Luoyang City, Henan Province. It is an institution of higher learning affiliated to the strategic support force, the first batch of national first-class cyber security college construction demonstration projects, the only national cyber security talent training base for the whole army, the national non-common language talent training base, the foreign language training base for overseas personnel of the whole army, and the Chinese training base for foreign military students.

By May 2022, Henan Information Science and Technology University had more than 3.2 million books.
