Songbei District is the jurisdiction of Harbin.

Songbei District, which belongs to Harbin, Heilongjiang Province, is one of the downtown areas of Harbin, located in the west of Harbin, the northern part of the city, the north bank of Songhua River and the inland plain. Jurisdiction 14 streets and 2 towns, with a total area of 736.8 square kilometers. By the end of 2020, the permanent population of Songbei District is 4 13, 5 15.

In May 2004, the State Council approved the establishment of Songbei District. Songbei District is a state-level eco-city, the core bearing area of the state-level "Harbin New District", the seat of the Harbin Municipal Government, and the unified management of Harbin High-tech Zone, a state-level high-tech zone.

Historical evolution:

1994 In September, Harbin Municipal Committee decided to set up Songbei District Development and Construction Management Office, which is an agency of the municipal government and is at the bureau level.

1995 In February, with the approval of Harbin Editorial Board, Harbin Songbei Development and Construction Management Office was renamed as: Harbin Songbei Development and Construction Management Committee.

In July, 1995 Harbin Municipal Committee issued the Decision on Giving the Songbei District Development and Construction Management Committee Municipal Management Authority.

1997 In July, the editorial board of Heilongjiang Province approved the establishment of Harbin Songbei District Development and Construction Management Committee, which is an agency of the municipal government and is responsible for the development and construction management of Songbei District.

On March 3, 2003, the (2nd) executive meeting of Harbin Municipal Government agreed to the Opinions on the Adjustment of Municipal Districts in Harbin drafted by the Civil Affairs Bureau, and merged the northern bank of Songhua River into Songbei Town, Songpu Town, Wanbao Town, leye county Town of Hulan County and Qingshan Town, and established a new municipal district in Harbin, named Songbei District.

On February 4th, 2004, the State Council approved the establishment of Songbei District in Harbin.
