Measures for the administration of hazardous wastes

Article 1 In order to strengthen the management of hazardous waste, prevent hazardous waste from polluting the environment, and protect the environment and citizens' health, these Measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste and in combination with the actual situation of the company.

Article 2 These Measures are applicable to the business activities such as generation, collection, storage, transportation, transfer and disposal of hazardous wastes within the administrative area of the Company and their supervision and management activities.

Article 3 Hazardous wastes refer to wastes with hazardous characteristics listed in the national hazardous waste list or identified according to the standards and methods for identifying hazardous wastes prescribed by the state. The list of hazardous wastes of the company shall be published by the competent department of the company in the annual hazardous waste management plan.

Article 4 Department Responsibilities

(1) The Safety and Environmental Protection Department is the centralized management department of the company's hazardous waste, and its main responsibilities are: to formulate the company's hazardous waste management plan; Responsible for reviewing the qualification of hazardous waste disposal units and organizing the disposal; Responsible for timely reporting the types, output, flow direction, storage and disposal of hazardous waste to the local environmental protection department, and organizing to fill in the hazardous waste transfer form; Formulate emergency plans for hazardous waste accidents of the Company and organize emergency drills; Responsible for supervising and inspecting the collection, storage and identification of hazardous wastes by hazardous waste generating units; Responsible for the environmental monitoring of pollutant discharge of hazardous waste disposal facilities on a regular basis; Responsible for the management of hazardous waste exit permit.

(2) The Finance Department is responsible for accounting the expenses incurred in hazardous waste disposal.

(3) The safety department is responsible for supervising the hazardous wastes leaving the factory according to the prescribed procedures.

(IV) The Logistics Management Center is responsible for organizing the disposal of the company's waste oil.

(V) The Energy Center is responsible for organizing the disposal of zinc-containing dust of the company.

(VI) The sales department is responsible for organizing the disposal of the company's waste engine oil.

Article 5 Responsibilities of hazardous waste generating units

(1) Set up hazardous waste identification signs at the collection and storage points and places of hazardous waste (containers and packages).

(3) Submit the account of hazardous waste storage and utilization to the competent department of the company on a monthly basis.

Article 6 Responsibilities of hazardous waste utilization units

(a) hazardous waste disposal facilities must carry out environmental impact assessment according to law and complete the "three simultaneous" acceptance.

(2) Hazardous waste disposal facilities must meet the relevant requirements of Pollution Control Standard for Hazardous Waste Incineration and Pollution Control Standard for Hazardous Waste Landfill.

Section 7 Hazardous Waste Disposal Process

(1) The hazardous waste generating (recycling) unit shall declare the type, nature, quantity, disposal unit and disposal plan of hazardous waste to the safety and environmental protection department.

(2) The Safety and Environmental Protection Department, together with the supervision and auditing departments, shall identify the qualifications of hazardous waste recycling and disposal units, including reviewing the "four certificates", namely, business license for industry and commerce, tax registration certificate, pollutant discharge permit and hazardous waste business license, and signing a recycling and disposal contract after reviewing its disposal process.

(3) The Finance Department shall, jointly with the Safety and Environmental Protection Department and other relevant departments, verify the recovery and disposal expenses of hazardous wastes and the export price of hazardous wastes with recycling value.

(4) Hazardous wastes with recycling value shall leave the factory in accordance with the provisions on the management of general wastes with recycling value in the second paragraph of Article 4 of the Measures for the Administration of Unrecoverable Solid Wastes.

(5) According to Article 4, Paragraph 2 of the Measures for the Administration of Unrecoverable Solid Wastes, the hazardous wastes without recycling value leave the factory.

(6) Under the guidance of the local environmental protection department, the Safety and Environmental Protection Department shall supervise and manage the recovery and disposal of hazardous wastes.

(7) The generating (recycling) unit shall check the ex-factory quantity of hazardous waste, make statistics and summary in time, and submit it to the Safety and Environmental Protection Department on a monthly basis.

(eight) after the solid waste disposal (management), the generating unit shall fill in the solid waste disposal account.

Article 8 Hazardous wastes that the Company cannot dispose of temporarily shall be reported to the superior environmental protection department for disposal by the Safety and Environmental Protection Department according to the requirements of the superior environmental protection department.

Article 9 It is strictly forbidden to provide or entrust hazardous wastes to units or self-employed households without business licenses for collection, storage and disposal.

Article 10 It is strictly forbidden to place hazardous wastes in disorder, pour them into rivers, lakes and ponds, and mix them with non-hazardous wastes for storage. It is forbidden to dump hazardous wastes in public places and domestic waste landfills.

Eleventh transport of hazardous waste, measures must be taken to prevent environmental pollution, and abide by the provisions of the state on the management of hazardous waste transport. It is forbidden to carry hazardous waste with passengers on the same means of transport.

Twelfth places, facilities, equipment and containers (including scrap containers), packaging materials and other articles for the collection, storage, transportation and disposal of hazardous wastes must be treated to eliminate pollution before they can be used.

Article 13 Personnel who are directly engaged in the collection, storage, transportation, utilization and disposal of hazardous wastes shall receive relevant professional training of the company, and can only engage in this work after passing the examination.

Fourteenth secondary units must formulate emergency plans for hazardous waste accidents. Units that cause serious environmental pollution by hazardous waste due to accidents or other unexpected events must take immediate measures to eliminate or reduce the pollution hazards to the environment, and immediately report to the safety and environmental protection department for investigation and handling.

Fifteenth in violation of the provisions of these measures, one of the following acts of units or individuals, the safety and environmental protection department shall order rectification within a time limit, and deduct 2000- 10000 yuan/time from the responsible units as appropriate.

(1) The collection, storage, utilization and disposal of hazardous wastes in this unit have no ledger, and the on-site collection and storage are not marked, and the hazardous wastes are not declared and registered as required, or they are fraudulent when reporting and registering.

(2) disposing of hazardous waste without authorization.

(3) Providing or entrusting hazardous wastes to units or self-employed households without business licenses for collection, storage and disposal.

(4) Mixing hazardous waste and non-hazardous waste for disposal.

(five) unauthorized shutdown or idle hazardous waste treatment devices and equipment.

(six) causing secondary pollution in the process of transportation and disposal.

Article 16 Units and persons responsible for serious environmental pollution caused by hazardous waste due to poor management and improper operation shall be deducted 5000-20000 yuan/time from the responsible unit and 500- 1000 yuan/time from the person directly responsible, and those who violate the law shall be transferred to judicial organs for handling.

Article 17 These Measures shall be implemented as of the date of issuance, and the Safety and Environmental Protection Department shall be responsible for the interpretation.
