Municipal and county people's governments, departments and institutions directly under the people's government of the autonomous region, Nanning, Qinzhou Port and Chongzuo Administrative Committee of China (Guangxi) Pilot Free Trade Zone:

Some policies and measures for cross-border trade facilitation

In order to implement the overall plan of China (Guangxi) Pilot Free Trade Zone, optimize the customs clearance process, improve port services, improve customs clearance efficiency, reduce customs clearance costs, create a more dynamic, efficient, open and convenient cross-border trade business environment, and comprehensively improve the level of cross-border trade facilitation in China (Guangxi) Pilot Free Trade Zone, the following policy measures are proposed.

The first is to optimize the customs clearance process at the port.

(1) Expand the application scope of "customs clearance by appointment" mode. Carry out the "scheduled customs clearance" mode for goods included in the scope announced by the General Administration of Customs, and explore a wider range of goods scheduled customs clearance. Expand the types of "bonded mixed ore" commodities. Implement "release before inspection" for qualified imported mineral products and other bulk resource commodities. Actively strive for Qinzhou port and Pingxiang port "medicine and food homology" goods to cancel the supervision certificate management. Actively promote the supervision mode of "port direct transportation and territorial inspection" for container mineral products. (5) Optimizing the maritime services of container ships. Provide "one-to-one" information service for container buses and liners. VTS (Ship Traffic Service) Center gives priority to ensuring container "shuttle bus" and liner to enter and leave the port according to the situation of waterway, wharf and navigation environment. We will promote the construction of a "smart maritime" platform and implement the "customs clearance first and then inspection" maritime customs clearance mode. (six) to promote the pre ruling system of origin and improve the efficiency of customs clearance. (7) Innovating the telecommunications quarantine supervision system for entry-exit vehicles at border ports. Establish a health and quarantine supervision platform for means of transport at land ports, and establish a new health and quarantine supervision model of "declare in advance-risk assessment-telecom quarantine" for entry-exit vehicles. Allow the goods required for projects outside the special customs supervision area that need joint R&D or supplementary R&D to extend the time limit for R&D to leave the country. (10) Innovating the supervision mode of bonded oil. Support bonded oil supply enterprises to realize the integration of export supervision warehouses and bonded warehouses, carry out oil supply business for international ships and "multi-supply for one ship", and support direct oil supply to international ships across customs areas. Implement the customs declaration mode of "supply first and then report" to simplify the declaration process. Explore the development of bonded fuel oil blending and processing trade. (eleven) to support the construction of bonded delivery warehouses for bulk commodities. Fully implement the storage and allocation of bonded and non-bonded goods, general trade and cross-border electronic commerce, domestic trade and foreign trade, import and export and other different types of goods in the same warehouse, and supervise them according to their status. (XIII) Improve the efficiency of customs clearance at Nanning Airport. Improve the declare in advance of import and export goods, handle the document review in advance and the proportion of goods transportation, further optimize the supervision process of aquatic products and food-borne products, and strengthen the construction of logistics linkage system with seaports, highway ports and special customs supervision areas in the region. (fourteen) the implementation of cross-border electronic commerce export tax policy. Reduce the time of export tax refund, and export enterprises can normally declare tax refund to realize 1 working day for first-class enterprises and 3 working days for second-class enterprises. Encourage qualified enterprises to apply to the customs at the place of registration to become certified enterprises, establish a database of enterprises with AEO certification requirements, set up enterprise coordinators, and vigorously carry out enterprise credit cultivation. Five, improve the intelligence level of port information.

Popularize and apply the paperless customs clearance system at seaport ports, and realize the informationization of manifest tally, pilotage scheduling, inspection and release, and the electronic circulation of equipment exchange receipts, bills of lading, packing lists and other documents. Construction and application of cross-border logistics collaborative service platform at highway ports will realize online processing and information sharing of inbound and outbound freight vehicles and personnel declaration, agency enterprises, vehicles and drivers filing, and optimize cross-border logistics and customs clearance processes.
