Municipal and county people's governments, departments and institutions directly under the people's government of the autonomous region, Nanning, Qinzhou Port and Chongzuo Administrative Committee of China (Guangxi) Pilot Free Trade Zone:

Some policies and measures for cross-border trade facilitation

In order to implement the overall plan of China (Guangxi) Pilot Free Trade Zone, optimize the customs clearance process, improve port services, improve customs clearance efficiency, reduce customs clearance costs, create a more dynamic, efficient, open and convenient cross-border trade business environment, and comprehensively improve the level of cross-border trade facilitation in China (Guangxi) Pilot Free Trade Zone, the following policy measures are proposed.

The first is to optimize the customs clearance process at the port.

(1) Expand the application scope of "customs clearance by appointment" mode. Carry out the "scheduled customs clearance" mode for goods included in the scope announced by the General Administration of Customs, and explore a wider range of goods scheduled customs clearance. (2) Promote the reform of the "two-step declaration" customs clearance mode of general declaration and complete declaration of imported goods, and realize the rapid clearance of non-controlled goods. (three) in the qualified port supervision workplace, the implementation of imported goods "ship-side direct delivery" and export goods "port direct loading". (four) the implementation of port classification inspection and release, involving CCC (national compulsory certification) of some imported auto parts directly accept CCC certification results, in principle, no longer carry out inspection. Optimize the supervision process and further shorten the time for wooden packaging of imported mineral products and inspection and release of qualified commodities. Expand the types of "bonded mixed ore" commodities. Implement "release before inspection" for qualified imported mineral products and other bulk resource commodities. Actively strive for Qinzhou port and Pingxiang port "medicine and food homology" goods to cancel the supervision certificate management. Actively promote the supervision mode of "port direct transportation and territorial inspection" for container mineral products. (5) Optimizing the maritime services of container ships. Provide "one-to-one" information service for container buses and liners. VTS (Ship Traffic Service) Center gives priority to ensuring container "shuttle bus" and liner to enter and leave the port according to the situation of waterway, wharf and navigation environment. We will promote the construction of a "smart maritime" platform and implement the "customs clearance first and then inspection" maritime customs clearance mode. (six) to promote the pre ruling system of origin and improve the efficiency of customs clearance. Promote the implementation of the system of independent declaration of origin in accordance with the arrangements of free trade agreements. (7) Innovating the telecommunications quarantine supervision system for entry-exit vehicles at border ports. Establish a health and quarantine supervision platform for means of transport at land ports, and establish a new health and quarantine supervision model of "declare in advance-risk assessment-telecom quarantine" for entry-exit vehicles. (8) standardize the reporting errors caused by non-subjective reasons and the illegal acts voluntarily reported by enterprises, implement fast handling, and the reporting errors of enterprises shall not be recorded, and the punishment shall be reduced or exempted according to law. (9) Support the research and development of R&D goods in bonded state, and allow R&D goods to enter and leave the special customs supervision areas through maintenance and inspection. Allow the goods required for projects outside the special customs supervision area that need joint R&D or supplementary R&D to extend the time limit for R&D to leave the country. (10) Innovating the supervision mode of bonded oil. Support bonded oil supply enterprises to realize the integration of export supervision warehouses and bonded warehouses, carry out oil supply business for international ships and "multi-supply for one ship", and support direct oil supply to international ships across customs areas. Implement the customs declaration mode of "supply first and then report" to simplify the declaration process. Explore the development of bonded fuel oil blending and processing trade. (eleven) to support the construction of bonded delivery warehouses for bulk commodities. Fully implement the storage and allocation of bonded and non-bonded goods, general trade and cross-border electronic commerce, domestic trade and foreign trade, import and export and other different types of goods in the same warehouse, and supervise them according to their status. (12) Implementing the customs clearance method of "listing, releasing, summarizing and reporting" in cross-border electronic commerce in Pingxiang Comprehensive Bonded Zone. (Responsible unit: Nanning Customs, China [Guangxi] Pilot Free Trade Zone Chongzuo District Management Committee)

(XIII) Improve the efficiency of customs clearance at Nanning Airport. Improve the declare in advance of import and export goods, handle the document review in advance and the proportion of goods transportation, further optimize the supervision process of aquatic products and food-borne products, and strengthen the construction of logistics linkage system with seaports, highway ports and special customs supervision areas in the region. The second is to optimize tax financial services.

(fourteen) the implementation of cross-border electronic commerce export tax policy. In China (Nanning) cross-border electronic commerce Comprehensive Experimental Zone and China (Chongzuo) cross-border electronic commerce Comprehensive Experimental Zone, cross-border electronic commerce export enterprises will be exempted from value-added tax and consumption tax when they retail and export goods that have not obtained valid purchase certificates and meet the prescribed conditions. (fifteen) to promote the whole process of tax refund paperless. For the first, second and third types of export enterprises, the whole process of tax refund will be paperless, and the open inquiry platform of export tax refund information will be improved, and the links of tax refund processing, the reporting rate of export enterprises and the time-consuming of tax refund processing will be inquired in real time, and the "sunshine disclosure" mechanism of the whole process of export tax refund will be established. Reduce the time of export tax refund, and export enterprises can normally declare tax refund to realize 1 working day for first-class enterprises and 3 working days for second-class enterprises. (sixteen) to further promote the reform of tax guarantee methods such as tariff guarantee insurance, reduce the occupation of enterprise funds, and incorporate tax deposit and delayed payment into the "single window" payment service of international trade in Guangxi. (seventeen) support banking institutions to increase their credit lines according to the credit situation of cross-border trade enterprises such as tax payment, and expand the coverage of credit loans, working capital loans, policy financing and other products. Support factoring institutions to provide various forms of accounts receivable or bills receivable financing services for cross-border trade enterprises. The third is to innovate border trade supervision services.

(eighteen) the implementation of the "border cooperatives+border processing" model, the implementation of centralized declaration, through customs clearance and other facilitation measures, optimize the inspection and testing methods, the implementation of classified management of key commodities. Support Pingxiang City to try out the mobile application of mobile phone APP for border trade, and expand the scope of use, and strive to promote the use in border trade zones (points). (twenty) to explore the implementation of the supervision mode of classified inspection of fresh agricultural products entering Vietnam, to classify the product risks of fresh agricultural products entering Vietnam under the premise of controllable risks, and to carry out inspections in accordance with the two modes of simple inspection and routine inspection. Fourth, promote port efficiency and reduce fees.

(twenty-one) do a good job in improving the standards of container import and export links in Qinzhou Port, promote the reduction of government pricing, government-guided prices and market-regulated prices, and increase the preferential treatment of container operation services. Promote the reduction or exemption of intermediary fees such as manifest entry, terminal operation, bill of lading exchange and customs declaration and inspection agency. If conditions permit, explore the parallel operation of import container logistics and customs clearance procedures to reduce the time of goods in Hong Kong. (twenty-three) to improve the service level of Pingxiang railway port. Improve the construction of designated supervision places for imported fruits at Pingxiang railway port, and optimize the supervision mode of imported and exported fruits. Strengthen cooperation with Vietnam and optimize the supervision mode of cross-border railway container trains between China and Vietnam. Focus on major trading countries along the Belt and Road, and gradually expand mutual recognition cooperation with AEO (Certified Operators) of ASEAN countries. Encourage qualified enterprises to apply to the customs at the place of registration to become certified enterprises, establish a database of enterprises with AEO certification requirements, set up enterprise coordinators, and vigorously carry out enterprise credit cultivation. Five, improve the intelligence level of port information.

(twenty-five) continue to upgrade the "single window" function of international trade. Popularize and apply the paperless customs clearance system at seaport ports, and realize the informationization of manifest tally, pilotage scheduling, inspection and release, and the electronic circulation of equipment exchange receipts, bills of lading, packing lists and other documents. Construction and application of cross-border logistics collaborative service platform at highway ports will realize online processing and information sharing of inbound and outbound freight vehicles and personnel declaration, agency enterprises, vehicles and drivers filing, and optimize cross-border logistics and customs clearance processes. Improve the supporting facilities and business functions of the vehicle self-service inspection system, promote the opening of the self-service customs clearance system for entry-exit vehicles, and comprehensively improve the efficiency of vehicle customs clearance at border ports.
