Chapter I General Provisions Article 1 In order to promote renovation and overhaul of old elevators in Longhua District, reduce elevator failures, prevent elevator accidents, and further improve elevator safety, energy conservation and environmental protection, and build a "safe Longhua and harmonious community", according to the Law of the People's Republic of China on Safety of Special Equipment, Regulations on Safety of Special Equipment in Shenzhen Special Economic Zone and Regulations on Property Management in Shenzhen Special Economic Zone. Article 2 These Measures shall apply to the renewal, transformation and overhaul of old elevators that are included in the supervision scope of special equipment. Article 3 The term "old elevators" as mentioned in these Measures refers to elevators that have been registered in the market supervision department and put into use for more than 15 years (inclusive), or elevators that have been registered for less than 15 years, but need to be updated, modified and overhauled after being assessed by the safety assessment agency. Article 4 The term "user unit" as mentioned in these Measures refers to the unit that has registered the use of special equipment in the market supervision department and assumed the obligation of elevator safety management. Safety assessment organization refers to the business unit that comprehensively analyzes and judges the safety, reliability, energy conservation and environmental protection of elevators and issues a safety assessment report according to the risk assessment method adopted in Elevator Safety Assessment Regulations (SZDB/Z 117-214). The renewal of old elevators refers to the activities of dismantling the original elevators and reinstalling new elevators in the same location; Renovation of old elevators refers to the activities of changing the main stress structure, mechanism (transmission system) or control system of the original elevator by replacing, adjusting and installing, resulting in changes in elevator performance parameters and technical indicators; Overhaul of old elevators refers to the activities of replacing the original parts with new parts, or disassembling, processing and repairing the original parts without changing the original performance parameters and technical indicators of elevators. Article 5 In accordance with the principle of "fairness, justice, overall consideration, user-led, and government encouragement", the renewal, renovation and overhaul of old elevators shall be applied by the user, and the district government shall arrange special funds to implement financial subsidies for part of the expenses of renewal, renovation and overhaul. Article 6 A leading group for the renovation and overhaul of old elevators in Longhua District (hereinafter referred to as the "leading group") shall be established to be fully responsible for the renovation and overhaul of old elevators in Longhua District. The leader of the leading group is the leader in charge of the district, and the deputy leader is the director of Longhua Supervision Bureau of Municipal Market Supervision Administration. The member units are composed of District Finance Bureau, District Housing and Construction Bureau, Longhua Supervision Bureau of Municipal Market Supervision Administration and various street offices. The responsibilities of each member unit are as follows: 1. Longhua Supervision Bureau of Municipal Market Supervision Administration is responsible for the organization and implementation of the renovation and overhaul work, and applies to the District Finance Bureau for a budget every year according to the number of elevators submitted by the old elevator users from the deadline for reporting the district financial budget last year to the beginning of reporting the district financial budget this year. 2. The District Finance Bureau is responsible for incorporating the subsidy funds for the renovation and overhaul of old elevators and the purchase of service funds into the financial budget according to the application of Longhua Supervision Bureau of the Municipal Market Supervision Administration, and doing a good job in ensuring funds. 3 District Housing and Construction Bureau is responsible for the use of special maintenance funds for the record, and inform the municipal maintenance fund management institutions to allocate funds. 4. The subdistrict offices are responsible for coordinating with the renovation of old elevators, distinguishing the renovation and overhaul of old elevators from the elevator installation project, and supporting and guiding the users to do relevant work. The leading group has an office located in Longhua Supervision Bureau of the Municipal Market Supervision Administration, and the leader of Longhua Supervision Bureau of the Municipal Market Supervision Administration serves as the director of the office. The office of the leading group is responsible for the overall coordination, mobilization, publicity and business acceptance of the old elevators in the whole region. Article 7 The office of the leading group shall determine an elevator service organization in accordance with the relevant provisions of the Regulations of Shenzhen Special Economic Zone on Government Procurement. Elevator service agencies should meet the conditions stipulated in the Safety Assessment Regulations for Elevators (SZDB/Z 117-214), and be responsible for technical services such as review of renovation and overhaul scheme, control of materials and engineering cost, supervision and acceptance of renovation and overhaul process, and issue corresponding review reports and acceptance reports. The above-mentioned expenses for purchasing services shall be supported by special funds arranged by the district government.
chapter ii scope of application and subsidy standards article 8 if the old elevators in Longhua district meet one of the following circumstances, they may apply for renovation and overhaul subsidies: (1) those with a service life of more than 15 years; (two) the manufacturer has withdrawn from the market or the production of the same type of equipment has stopped; (three) although it has been used for less than 15 years, it has high energy consumption, high noise and high failure frequency; Or drive the main engine and other main accessories with backward technology and serious wear and aging. Article 9 In any of the following circumstances, it shall not be included in the scope of renovation subsidy: (1) artificially damaging the elevator for applying for renovation subsidy; (two) the building to which the elevator belongs has been incorporated into the urban renewal or is about to be demolished; (three) personal property elevator for personal use or rural houses in the village; Article 1 For the old elevators that are included in the scope of subsidy for renovation and overhaul, the subsidy standards are as follows: (1) For the renewal of old elevators, a financial subsidy of 5% of the renovation project cost will be given for each elevator, with a maximum of 2, yuan per elevator; (two) the renovation of the old ladder, each set to give 5% of the cost of the renovation project, each set does not exceed a maximum of 1 thousand yuan; (three) the old ladder overhaul, each set to give 5% of the cost of the overhaul project funds, each set does not exceed a maximum of 5 thousand yuan. Renovation and overhaul expenses include demolition expenses, purchase expenses, installation, renovation and major repair expenses.
chapter iii renewal and renovation process and subsidy application section I submission of application article 11 for old elevators that meet the scope of application of these measures, the user unit shall submit an application for renewal, renovation and overhaul to the office of the leading group and submit the following materials: (1) an intention form for renewal, renovation and overhaul of old elevators; (two) a copy of the business license or other certificates of the employing unit (with official seal); (three) update the overhaul safety commitment. Twelfth leading group office after receiving the application materials submitted by the user, it shall complete the preliminary qualification examination within ten working days, and return the application if it does not meet the conditions; Eligible, included in the scope of this year's renovation and overhaul subsidies. Section II Scheme Review Article 13 If it is included in the scope of subsidy, the user shall formulate the work plan for the renovation and overhaul of old elevators in light of the actual situation. If a new ladder is replaced, the plan shall include the brand of the new ladder to be replaced, relevant parameters, equipment and installation costs, the name, qualification, construction safety measures and completion time of the construction unit; If the old ladder is rebuilt or overhauled, the scheme shall include the condition of the old ladder, the parts and parameters to be rebuilt or overhauled, the name of the construction unit, qualification, various expenses, construction safety measures and completion time, etc. Fourteenth residential area old elevator renovation overhaul construction plan needs to be approved by the owners' meeting or the exclusive part of the property owners, organized by the owners' committee of the residential area where the user unit is located, and record the voting; If the owners' assembly and the elected owners' committee are not established according to law, the district competent department may, jointly with the sub-district offices, appoint the community residents' committee where the property is located to act as the owners' assembly and owners' committee as stipulated in the present Measures after soliciting the opinions of the owners or users of the residential area and obtaining more than half of the written consent. Fifteenth old elevator renovation and overhaul need to use special property maintenance funds, the use of units should be handled in accordance with the requirements and procedures of the "Regulations" of Shenzhen Municipality on the management of special property maintenance funds. Article 16 After the scheme for renovation and overhaul of old elevators is compiled, the user may apply to the elevator service organization for scheme review, and the following materials shall be submitted when applying: (1) Application form for review of renovation and overhaul scheme of old elevators; (two) the old elevator renovation overhaul plan, which should include the contents of renovation, renovation or major repair, project cost, schedule and safety protection measures; (three) the qualification certification materials of the elevator manufacturing unit; Qualification certification materials and construction safety commitment letter of the elevator construction unit; Qualification certification materials of elevator construction operators; (4) Contracts or agreements related to the renovation and overhaul of old elevators; (five) for the use of special property maintenance funds in the community, it is necessary to provide proof of the balance of special property maintenance funds issued by the housing construction department and the materials voted by the owners' meeting. Seventeenth after receiving the application for construction plan review, the elevator service agency should focus on the contents of the old elevator update, renovation or major repair, project cost, construction safety protection measures and elevator technical data. If it is qualified, the elevator service agency shall issue an evaluation report within fifteen working days; If the evaluation is unqualified, the elevator service agency shall issue rectification opinions, and the user shall make rectification within fifteen working days according to the rectification opinions. The renovation scheme of old elevators that have passed the evaluation shall not be changed without authorization. If it is really necessary to change in the implementation process, it shall be re-evaluated according to the procedures. Eighteenth belongs to the residential area, the construction plan approved by the elevator service organization shall be publicized to all owners, and the publicity period shall not be less than five working days. Section 3 Construction and Project Acceptance Article 19 The elevator construction unit shall organize the construction according to the scheme that has passed the evaluation, fulfill the obligation of written notice before the construction according to law, and actively assist the user unit to handle the procedures of equipment stop, cancellation, supervision and inspection, use registration and so on. Before construction, special equipment construction notification procedures should be handled as required, and relevant responsibilities for safety production should be strictly implemented during construction. During the construction process, the elevator service organization should carry out on-site supervision, mainly to supervise whether the installation equipment is consistent with the application materials, and whether the construction unit subcontracts or subcontracts. Twentieth after the completion of the renovation and overhaul work, the user unit shall submit an application for project acceptance to the office of the leading group, and the following materials shall be submitted when applying: (1) an application form for the renovation and overhaul of old elevators; (two) the elevator supervision and inspection report issued by Shenzhen Special Equipment Safety Inspection Institute; (three) elevator technical information such as product quality certificate issued by the elevator manufacturer; (four) the payment certificate issued by the construction unit. Article 21 After receiving the application, the office of the leading group shall deal with it according to the following circumstances: (1) If there are errors in the application materials that can be corrected on the spot, the applicant shall be allowed to correct them on the spot; (2) If the application materials are incomplete or do not conform to the statutory form, the applicant shall be informed of all the contents that need to be corrected on the spot or within five days; If the application materials are complete and conform to the statutory form, or the applicant submits all the corrected application materials as required, the office of the leading group shall organize the elevator service organization to conduct acceptance within ten working days. Acceptance, the elevator service agency shall issue an acceptance report within five working days. If the acceptance is unqualified, the elevator service agency shall issue rectification opinions, and the user shall make rectification within ten working days according to the rectification opinions. Section IV Payment of Subsidy Funds Article 22 After the project is accepted, the user unit shall apply to the office of the leading group for the payment of subsidy funds, and the following materials shall be submitted when applying: (1) An application form for subsidy funds for the renovation and overhaul of old elevators; (two) the project acceptance report; (3) Relevant financial documents. Twenty-third after the audit, the leading group office according to the relevant financial documents and related materials submitted, according to the relevant provisions to the Finance Bureau for grant funds. Article 24 In any of the following circumstances, the user shall be disqualified from financial subsidy, and the relevant expenses shall be borne by himself: (1) In the process of elevator renovation, a safety accident occurred and he was responsible; (two) in the process of scheme review and project acceptance, the rectification opinions put forward by the elevator service organization are still unqualified after refusing to rectify or twice rectifying; (3) Failing to fill in or provide the application materials truthfully by resorting to fraud; (four) other reasons caused by the renovation and overhaul work can not be completed.
chapter iv supervision and management article 25 elevator service agencies shall, in accordance with the requirements of laws, regulations and relevant provisions on the renovation of old elevators, strictly examine the qualifications, technical data and construction plans of the construction units to ensure the quality of elevator renovation and prevent the inflow of illegal equipment. Twenty-sixth elevator service agencies should be responsible for the conclusions of the evaluation report and acceptance report issued by them, and it is forbidden to engage in activities such as recommending or selling elevator products. Twenty-seventh users should urge the elevator construction unit to carry out elevator demolition and installation operations in accordance with laws and regulations, safety technical specifications and the construction plan approved by the review, and take necessary safety protection measures to ensure construction safety. Article 28 The office of the leading group shall establish archives for the renovation and overhaul of old elevators, which shall include the application form for renovation and renovation of old elevators, elevator safety assessment report, construction plan, review report, acceptance report, grant fund distribution and other materials. Article 29 The subsidy funds for the renovation and overhaul of old elevators shall be earmarked for special purposes. If it is found that the subsidy funds and subsidy funds are defrauded or intercepted by means of false reporting or impersonator, and the subsidy funds are not used as required, it will be dealt with according to relevant laws and regulations. Thirtieth these Measures shall be interpreted by Longhua Supervision Bureau of Shenzhen Municipal Market Supervision Administration. These Measures shall be implemented as of December 1, 219 and shall be valid until November 14, 224.
