Article 1 In order to strengthen the management of urban water supply, ensure the safety of urban water supply, and safeguard the legitimate rights and interests of users and water supply enterprises, in accordance with the "Urban Water Supply Regulations" of the State Council and relevant laws and regulations, combined with the actual situation of this city , formulate these regulations. Article 2 Those engaged in urban water supply work and using urban water supply within the administrative area of ??this city must abide by these regulations.

The water supply in rural areas and market towns may be implemented with reference to these regulations. Article 3 Urban water supply shall follow the principles of combining water source development, safe water supply, planned water use, and water conservation. Article 4 People's governments at all levels shall incorporate the development of urban water supply into the national economic and social development plan, and timely promote the construction of urban water supply projects in accordance with the plan to improve the ability and level of urban water supply security. Article 5 The urban water supply administrative department of the people's government at or above the county level is responsible for the management of urban water supply within its own administrative region, and may entrust an organization that meets legal conditions to implement administrative penalties.

Departments of environmental protection, sanitation, water conservancy (water affairs), urban and rural planning, industry and commerce, pricing, housing and urban and rural development and the management agencies of the two lakes and one reservoir should coordinate and manage urban water supply in accordance with their respective responsibilities. Article 6 Urban public water supply facilities should be planned synchronously with urban development, implemented synchronously with development and construction, and designed, constructed, and completed and accepted synchronously with the attached roads, bridges, culverts, and other construction projects. Article 7 The urban water supply administrative department shall establish a supervision system, publish to the public the telephone number, address and email address for reports and complaints, and accept reports and complaints regarding urban water supply operations, safety, services, etc.

Urban water supply administrative departments should conduct supervision, inspection and regular assessment of urban water supply enterprises, publish the assessment results and handling opinions to the public, and accept public supervision. Article 8: All types of investors are encouraged to invest in the construction and operation services of urban water supply facilities in accordance with the water supply development and utilization plan and industrial policies.

Enterprises engaged in urban water supply production and operation activities shall obtain urban water supply franchise rights and health licenses in accordance with the law, and register with the industrial and commercial administrative department. Article 9 Urban water supply enterprises and users shall sign a water supply contract in accordance with the law, clarify the rights and obligations of both parties, and protect the legitimate rights and interests of users.

The municipal administrative department of urban water supply shall, in conjunction with the municipal administrative department of industry and commerce, formulate a model text of a water supply contract for reference when both parties to the urban water supply and water supply contract conclude.

If an urban water supply enterprise uses standard clauses to conclude a contract with users, it shall submit the standard clauses to the industrial and commercial administration department for filing in accordance with the law. Article 10 Urban water supply enterprises shall abide by the following regulations:

(1) Establish an urban water supply service system, publicize service items, service commitments, charging standards, etc.;

(2) Establish a dry season , emergency management system for consecutive dry seasons, flood seasons and sudden major water quality pollution incidents, prepare water supply emergency plans, and submit them to the urban water supply administrative department at the same level for filing;

(3) Establish a water quality testing system with complete Water treatment process facilities that meet the water quality conditions of the water source and meet the requirements of the effluent water quality, equipped with water quality inspection facilities and professionals to ensure that the urban water supply meets the national drinking water hygiene standards;

(4) Establish water quality inspection facilities A pressure monitoring system is in place to ensure that the pressure of the water supply pipeline network meets national standards;

(5) Maintain uninterrupted water supply. If water supply needs to be stopped due to engineering construction, equipment maintenance, etc., it shall be approved by the urban water supply administrative department, and effective means shall be adopted to notify users 24 hours in advance; if water supply is stopped continuously for more than 24 hours, emergency water supply measures shall be taken to provide basic water supply to residents. Domestic water;

(6) Set up a special telephone number to carry out 24-hour repair and maintenance services. Damaged water pipes with a diameter of less than 100 mm (including 100 mm) will be repaired within 24 hours; those with a diameter of more than 100 mm will be repaired in time;

(7) Install meters and charge according to the nature of the water used, and read the meters regularly. Deliver payment notices on time.

If the meter reading and charging cycle is changed, users will be notified 30 days in advance;

(8) Regular cleaning, disinfection, and maintenance of urban water supply facilities;

(9) Establish a water supply pipeline network information system, transform old pipe networks, and reduce leakage rates. Article 11 Urban water supply users shall abide by the following regulations:

(1) Cooperate with urban water supply enterprises to read and inspect meters, and assist in the replacement and maintenance of water supply facilities;

(2) Pay water bills in full and on time in accordance with regulations;

(3) If the name is changed and the ownership is transferred, both parties must go to the water supply enterprise to go through the change procedures;

(4) If the nature of the water is changed, water supply to the city The enterprise submits a written application and goes through the procedures. Article 12 When the water pressure requirements for new construction, expansion, or renovation construction projects exceed the pressure of the water supply pipe network, secondary water supply facilities shall be installed in accordance with specifications.

Units and individuals that set up secondary water supply facilities shall submit their design plans, water supply enterprises’ opinions on the design plans, and relevant water supply and sanitation licensing materials to the local city’s water supply administrative department and health administrative department for record. . Article 13 The urban water supply administrative department shall establish a secondary water supply supervision and management system, conduct daily supervision and inspections in conjunction with the health administrative department, and urge the maintenance and management responsible units to regularly carry out cleaning, disinfection, testing, maintenance, etc., to ensure that the secondary water supply facilities The water quality and water pressure are in good condition and meet the national standards.
