1, ensuring priority power generation and full guaranteed acquisition. For wind power, photovoltaic power generation parity and low-cost projects, power grid enterprises should ensure that all the power generated by the project is connected to the Internet, and monitor the abandonment of wind and light according to the requirements of the renewable energy monitoring and evaluation system. If the wind and light are abandoned, the limited power generation will be approved as a transferable priority power generation plan. Approved priority power generation plans can participate in the transaction (transfer) of power generation rights nationwide, and the transaction price is determined by the market. Electric power trading institutions shall improve trading platforms and varieties, and organize the implementation of related transactions.

2. Promote the development of wind power and photovoltaic power generation through non-subsidized electricity market transactions. The National Development and Reform Commission and the National Energy Administration, together with relevant units, organized and carried out the pilot work of market-oriented trading of distributed power generation. Encourage the construction of wind power and photovoltaic power generation projects without state subsidies in demonstration projects organized and implemented by the state, such as social capital investment incremental distribution network, clean energy consumption industrial park, local area network, new energy micro-grid and energy Internet, and conduct pilot direct transactions nearby. Encourage industrial enterprises, data centers and distribution network operators with large and continuous power load to carry out medium and long-term power transactions with wind power and photovoltaic power generation enterprises, and realize the market-oriented development of wind power and photovoltaic power generation projects without state subsidies.

3. Reduce transmission and distribution prices and direct transaction charges nearby. For the distributed market-oriented trading pilot projects included in the relevant national pilot demonstrations, the trading power is only connected to wind power and photovoltaic power generation projects, and the transmission and distribution price of the distribution network involving voltage levels is digested, and the transmission fee of the previous voltage level that is not involved is exempted. The policy cross-subsidy will be reduced or exempted for the direct transaction of renewable energy power in the pilot area.

Field road land can be managed according to rural road land; If the photovoltaic array uses agricultural land other than permanent basic farmland, it shall not change the original land nature without destroying agricultural production conditions; The land for collecting lines laid by directly buried cables shall be managed according to the land for photovoltaic array in this project.
