"Guiding Opinions on Promoting Home Economics into the Community" was released

(Reporter Sun Yanming) Recently, the National Development and Reform Commission, the Ministry of Commerce, the General Administration of Market Supervision and other departments issued the Guiding Opinions on Promoting Home Economics into Communities (hereinafter referred to as the Guiding Opinions) 1 1, proposing that by the end of 2023, the "leader" action of upgrading and expanding the home economics service industry will be promoted, with a focus on improving the service capacity of home economics outlets in urban communities, with a coverage rate of 90%. By 2025, the country will basically achieve full coverage of community domestic service capacity, promote the further increase of domestic service employees, further expand consumption scale and further improve service quality. The Guiding Opinions put forward five key tasks to promote home economics into the community:

Focus on building home economics community service outlets. Support domestic enterprises to enter the community by independent operation, embedding, cooperation and online. To encourage domestic enterprises to chain-operate community outlets. All localities should formulate guidelines for the construction of community domestic service outlets.

Focus on promoting home economics training into the community. Promote the "caravan" of domestic training into the community and provide menu-based training courses for the unemployed and retirees in the community. Promote home economics colleges to enter the community and encourage applications for innovative and entrepreneurial training programs for college students at all levels. Support workers, young women, industry associations and other organizations to carry out home economics training into community activities, and give subsidies according to regulations.

Focus on tapping the employment potential of domestic communities. Support domestic enterprises to absorb unemployed people in the community and realize "employment at home" through flexible services in different periods. According to the established cooperation and assistance relationship, help the rural labor force to transfer to community service outlets for employment, and encourage the local community to solve the accommodation problem in a unified way.

Focus on innovating the supply of community domestic service. Support qualified domestic enterprises to undertake the aging transformation project, participate in the construction of family pension beds, and provide home delivery services according to law. Encourage qualified communities to provide convenient conditions for non-resident domestic service personnel, gradually realize relatively stable service relations within the region, and improve the quality of domestic service.

Focus on innovating domestic service into the supply chain of the community. Improve the standardization level of community housekeeping, and guide 100% of community housekeeping service personnel to come to the door with certificates. Support domestic enterprises to cooperate with advanced manufacturing industries, modern agriculture and other enterprises, promote featured agricultural products to enter the community, and introduce new household products, services and consumption.

The Guiding Opinions require that the promotion of home economics into the community should be included in the key tasks of the inter-ministerial joint meeting to promote the upgrading and expansion of the home economics service industry. The National Development and Reform Commission, the Ministry of Commerce and other departments actively support domestic workers to enter the community and guide local governments to carry out their work according to their functions. All localities should strengthen the organization and leadership of domestic-funded enterprises in communities, further implement their responsibilities, fully implement policies to help domestic-funded enterprises solve difficulties, strictly implement policies such as tax incentives and employment and entrepreneurship support for domestic-funded enterprises in communities, strengthen supervision and management of domestic-funded enterprises, and safeguard the legitimate rights and interests of consumers. The National Development and Reform Commission, the Ministry of Commerce, the Ministry of Civil Affairs and other relevant departments will follow up and monitor the implementation of policies related to home economics into the community.
