This stems from a group of retired veteran comrades headed by Guo, former director of the Education Department and current director of the Education System Working Committee. After studying and implementing the "No.8 Document" of the Central Committee, they realize that extracurricular reading of primary and secondary school students plays a very important role in their healthy growth. However, the current situation of primary and secondary school libraries in old, young, border and island areas is: fewer libraries and old ones. Therefore, on the basis of full investigation, everyone unanimously decided to take the activity of "donating books to help students and giving love" as the focus of the work of the Committee, and do tangible things for the healthy growth of minors in our province, old and young, frontier and island areas.
