Chapter 1 General Provisions

Article 1 This association is named the Chinese Athletics Association, referred to as the Chinese Athletics Association. English name: ATHLETIC ASSOCIATION OF THE PEOPLE'S REPUBLIC OF CHINA, abbreviated as: CHINESE ATHLETIC ASSOCIATION, abbreviated as: CAA.

Article 2 The Association is a national mass sports social organization for track and field sports with independent legal personality. It is a group member of the All-China Sports Federation and a member of the Chinese Olympic Committee (hereinafter referred to as the Chinese Olympic Committee). This is the only legal organization that represents China in the International Federation of Athletics Associations (IAAAF) and corresponding international and regional track and field activities.

Article 3 The purpose of this association is to unite track and field workers and enthusiasts across the country, mobilize all positive factors, guide and promote the development of track and field sports in China; improve the technical level of track and field sports; provide support for the implementation of national fitness plans and The Olympic glory plan serves to promote the construction of socialist material civilization and spiritual civilization; enhance friendship with track and field associations around the world; and strengthen close ties and cooperation with the International Association of Athletics Federations and the Asian Amateur Athletics Federation (referred to as the Asian Amateur Athletics Federation). The Association consciously abides by national laws, regulations and policies, and abides by social ethics.

Article 4 The Association voluntarily accepts the business guidance and supervision of the State Sports General Administration, the business supervisory unit, and the Civil Affairs Bureau of the Ministry of Civil Affairs, the association registration and management agency.

Article 5 The headquarters of the Association is located in Beijing.

Chapter 2 Business Scope

Article 6 The mission of the Association is to organize and coordinate the national track and field events in a unified manner in accordance with the national sports guidelines, policies and relevant regulations and the relevant provisions of the IAAF. The development of sports will promote mass popularization activities and the improvement of competitive sports levels, and promote the progress of track and field sports in Asia and the world.

The specific business scope:

(1) Vigorously promote track and field sports and stimulate the general public and young people’s interest in and participation in track and field sports. Enthusiasm and cultivate the sports spirit of fair competition and tenacious struggle.

(2) Research and formulate the development plan, various management regulations, training and competition systems, and national competition plans, rules and regulations for Chinese track and field sports, and be responsible for implementation after approval.

(3) Responsible for the management of track and field competitions in accordance with relevant regulations of business supervisory units and international sports organizations, and review and approve various domestic and foreign competitions organized by member units. Organize or entrust member units to host various national or international track and field competitions, propose international activities and related matters to relevant departments, and be responsible for implementation after approval.

(4) Participate in relevant activities organized or entrusted by the IAAF and Asian Athletics Federation, and carry out international exchanges and technical exchanges.

(5) Improve the system for announcing the list of athletes and coaches of the national track and field team, select and recommend athletes and coaches of the national track and field team, organize training sessions for the national outstanding sports team, and organize participation in international competitions.

(6) Responsible for coordinating and organizing the training of track and field coaches, athletes, and referees. Develop technical level standards and systems for athletes and referees. Responsible for athlete registration, transfer, qualification review and processing.

(7) Cooperate with relevant departments to manage coaches going abroad to teach and athletes studying abroad.

(8) In accordance with the relevant regulations of the Chinese Olympic Committee and international sports organizations, be responsible for organizing anti-doping work in track and field events, assisting in publicity, education, and prohibition of prohibited drugs and methods in and out of competition. inspections, and violators will be punished in accordance with relevant regulations of the Chinese Olympic Committee and IAAF.

(9) Responsible for the publicity management, news release and other work of track and field sports, editing, publishing and distributing track and field books and periodicals, guiding, supervising and managing the publication and distribution of track and field newspapers, films and audiovisuals.

(10) Responsible for organizing and coordinating scientific research work on track and field sports.

(11) Guide the training of high-level track and field reserve forces across the country, put forward suggestions on the establishment, evaluation, and management of titles such as "talent bases" and be responsible for implementation after approval.

(12) Propose relevant work plans for the construction, improvement, use and naming of each track and field training base, and be responsible for implementation after approval.

(13) Examine and approve commercial activities related to national track and field competitions; be responsible for cooperating with domestic and foreign groups, organizations, and individuals to carry out business development activities related to the business of the association, and organize exhibitions of track and field sports-related products , exhibitions and other activities to raise funds for the development of track and field sports in China.

(14) Commend and reward members who have made outstanding achievements in the development of track and field sports.

Chapter 3 Members

Article 7 The Association accepts group members, unit members and individual members.

Article 8 Members who apply to join the association must meet the following conditions:

Article 9 The procedures for membership membership are:

(1) Application by groups, units and individuals;

(2) Discussion and approval by the committee of the Association;

(3) The committee or authorized office shall issue a membership card.

Article 10 Members enjoy the following rights:

(1) The right to elect, be elected and vote in the Association;

(2) Participate in the activities of the Association (3) Priority to obtain services from the Association;

(4) The right to criticize, suggest and supervise the work of the Association;

(5) Under the authorization of the Association Organize and host various domestic and international competitions and be selected by the association to participate in domestic and foreign sports activities;

(6) Membership is voluntary and membership is free;

Article 11 Members shall perform the following Obligations:

(1) Comply with the association’s charter and various rules and regulations, and implement the association’s resolutions;

(2) Protect the association’s legitimate rights and interests;

(3) Actively support and participate in various activities of the Association, undertake and complete various tasks assigned by the Association;

(4) Pay membership dues in accordance with regulations.

Article 12: Members who withdraw from membership shall notify the Association in writing and Return your membership card. If a member fails to pay the membership fee or participate in the activities of the association for one year, he will be deemed to have automatically withdrawn from the membership.

Article 13 Any member who encounters any of the following circumstances will have his or her membership canceled upon approval by the committee of the Association:

(1) Failure to pay the fees due to the Association on time Expenses;

(2) Serious violation of the association’s articles of association and relevant regulations;

(3) Conduct that has caused serious adverse effects on society or caused significant economic losses to the association; Loss of reputation.

Chapter 4 Organizational structure and appointment and removal of responsible persons

Article 14 The highest authority of the Association is the Member Congress. The Member Representative Conference is composed of representatives of group members, unit members and individual members of the association.

The functions and powers of the Member Congress are:

(1) Formulate and amend the charter;

(2) Elect and remove members;

(3) Review the committee’s work report and financial budget and final accounts report;

(4) Decide on the termination of the society;

(5) Decide on other major matters.

Article 15 The Member Congress must be attended by more than 2/3 of the member representatives, and its resolutions must be voted by more than half of the member representatives present to take effect.

Article 16 The Member Congress shall be held for four years each.

If the term change needs to be advanced or postponed due to special circumstances, it must be voted by the committee, reported to the business supervisory unit for review, and approved by the society registration and management authority. However, the maximum period of postponement shall not exceed 1 year.

Article 17 The Committee is the executive agency of the Member Congress. It leads the Association to carry out daily work during the inter-session period and is responsible to the Member Congress.

Article 18 The functions and powers of the committee are:

(1) Implement the resolutions of the member congress;

(2) Elect and remove the chairman and vice-chairman , Secretary-General;

(3) Prepare to convene the Member Congress;

(4) Report work and financial status to the Member Congress;

(5) Decide on the admission or expulsion of members;

(6) Decide on the establishment of offices, professional committees and other subordinate institutions.

(7) Decide on the appointment of deputy secretary-general and main leaders of various professional committees;

(8) Lead the work of various organizations of the association;

( 9) Formulate internal management systems;

(10) Discuss and decide other major matters related to the Association.

Article 19 The committee must be attended by more than 2/3 of the members before it can be convened, and its resolution must be approved by more than 2/3 of the members present before it can take effect.

Article 20 In principle, the committee shall hold a meeting once a year; under special circumstances, it may also be held by communication.

Article 21 The association shall establish a standing committee, whose members shall be composed of the chairman, vice-chairman, secretary-general and treasurer. During the closing period of the committee, they shall exercise the functions and powers in items 1, 3, 5, 6, 7, 8 and 9 of Article 18 and be responsible to the committee.

Article 22 The Standing Committee must be attended by more than 2/3 of the Standing Committee members before it can be convened, and its resolutions must be voted by more than 2/3 of the Standing Committee members present before it can take effect.

Article 23: In principle, the Standing Committee shall hold a meeting in the first half of the year. In special circumstances, meetings may also be held via communication.

Article 24 The chairman, vice-chairman, and secretary-general of the association must meet the following conditions:

(1) Adhere to the party’s line, principles, and policies, and have good political quality;

(2) Have a greater influence in the business field of the association;

(3) The maximum age of the chairman, vice-chairman and secretary-general shall not exceed 70 years old;

(4) In good health and able to work normally;

(5) Not subject to criminal punishment depriving political rights;

(6) Having full capacity for civil conduct.

Article 25 If the chairman, vice-chairman or secretary-general of the association exceeds the maximum age for office, they must be voted by the committee, reported to the business supervisory unit for review and approved by the society registration and management authority. Available for office.

Article 26 The term of office of the Chairman, Vice Chairman and Secretary-General of the Association is 4 years. If the term of office needs to be extended due to special circumstances, it must be approved by a vote of more than 2/3 of the member representatives at the Member Congress, reported to the business supervisory unit for review, and approved by the society registration and management authority before taking office.

Article 27 The Secretary-General of the Association is the legal representative of the Association. The legal representative of this association does not concurrently serve as the legal representative of other organizations.

Article 28 The Chairman of the Association shall exercise the following powers:

(1) Convene and chair committees and standing committees;

(2) Inspect member representatives Implementation of resolutions of the conference, committees, and standing committees;

(3) Signing relevant important documents on behalf of the Association.

Article 29 The Secretary-General of the Association shall exercise the following powers:

(1) Preside over the daily work of the office and organize the implementation of the annual work plan;

(2) Coordinate the work of various professional committees;

(3) Nominate the deputy secretary-general and the main persons in charge of offices and professional committees, and submit them to the committee for decision;

(4) Decide on matters Recruitment of full-time staff of institutions and professional committees;

Chapter 5 Principles of Asset Management and Usage

Article 30 Sources of funding for the association:

(1) Membership fee income;

(2) Donation income;

(3) Government funding;

(4) Income from activities or services within the approved business scope;

(5) Income from radio, television and online broadcast rights;

(6) Advertising sponsorship income;

(7) Income from transfer of intangible assets;

(8) )Interest income;

(9) Other legal income.

Article 31 The Association collects membership dues in accordance with relevant national regulations.

Article 32 The funds of the Association must be used for the business scope and career development stipulated in this Articles of Association and shall not be allocated among members.

Article 33 The Association shall establish a strict financial management system to ensure that accounting information is legal, authentic, accurate and complete.

Article 34 The Association shall be equipped with professionally qualified accounting personnel. Accountants may not concurrently serve as cashiers. Accountants must set up accounts, conduct accounting, and implement accounting supervision in accordance with national accounting laws and regulations. When accounting personnel transfer jobs or resign, they must clear the handover procedures with the person who takes over.

Article 35 The asset management of the Association must implement the financial management system prescribed by the state and accept the supervision of the Member Congress and the finance and taxation departments. Assets derived from government funding or social donations must be subject to the supervision of auditing agencies, and the relevant information must be announced to the public in an appropriate manner.

Article 36 Before changing the term of office or changing the legal representative, the association must accept the financial audit by the business supervisory unit and the society registration and management authority.

Article 37 The assets of this Association shall not be misappropriated, privately divided or misappropriated by any unit or individual.

Article 38 The wages, insurance, and welfare benefits of the association’s full-time staff shall be implemented with reference to the relevant national regulations for public institutions.

Chapter 6 Procedure for Amending the Articles of Association

Article 39: Modifications to the Articles of Association shall be approved by the committee and then submitted to the General Assembly for review.

Article 40 The revised Articles of Association of the Association must be reported to the business supervisory unit for review within 15 days after being adopted by the Member Representative Conference. After approval, the Articles of Association shall be reported to the society registration and management authority for approval and then take effect.

Chapter 7 Termination Procedures and Property Disposal after Termination

Article 41 When the Association completes its purpose or dissolves itself or needs to cancel due to division, merger, etc., the committee shall or a motion to terminate is made by the Standing Committee.

Article 42 The motion to terminate the association must be voted and approved by the member representative meeting and reported to the business supervisory unit for review and approval.

Article 43 Before the association is terminated, a liquidation organization must be established under the guidance of the business supervisory unit and relevant authorities to clear out claims and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.

Article 44 The association will be terminated after the cancellation of registration procedures is completed by the association registration and management authority.

Article 45 The remaining property after the termination of the association will be used to develop undertakings related to the purpose of the association under the supervision of the business supervisory unit and the society registration and management authority and in accordance with relevant national regulations.

Chapter 8 Supplementary Provisions

Article 46 The flag and emblem shall be approved by the committee and shall be uniformly produced and issued by the office of the association. Without permission, no group, unit or individual may copy or use it for commercial activities.

Article 47 This Article of Association was voted and approved by the Member Congress on June 5, 2002.

Article 48 The right to interpret this charter belongs to the Standing Committee of the Association.

Article 49 This Article of Association shall take effect from the date of approval by the society registration and management authority.
